A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE RE-
ALLOCATION OF $950,000 IN UN-USED FUNDS FROM THE CITYWIDE PUMP
STATION LANDSCAPING PROJECT, FUND 424-2516, TO THE FLAMINGO
RIGHT-OF-WAY NEIGHBORHOOD IMPROVEMENTS BID PACKAGE 10A
PROJECT FUND 424-2330.
WHEREAS, the City of Miami Beach has implemented various programs to improve the
quality of life of residents in the City via capital improvement projects; and
WHEREAS, the City has identified two restrictions in the existing stormwater system west of
Washington Avenue on 7th Street and on 9th Street, both in the Flamingo 10A Neighborhood; and
WHEREAS, the City intends to construct stormwater improvements to relieve these
bottlenecks via a Job Order Contract; and
WHEREAS, while constructing the stormwater improvements, the City will include the new
water mains, hardscaping, landscaping, and lighting improvements that were envisioned in the
Flamingo Basis of Design Report and 60% design documents; and
WHEREAS, a Disaster Recovery Initiative Community Development Block Grant in the
amount of $1,500,000 will fund the stormwater improvements; and
WHEREAS, there are currently no funds in the Flamingo Right-of--Way Improvements Bid
Pack 10A Project for the water system improvements; and
WHEREAS, staff is estimating that $950,000 will be needed for the construction of the water
system improvements including contingency; and
WHEREAS, there are $1,138,469 in un-used Water and Sewer Bonds 2000S funds that had
been allocated to the Citywide Pump Station Landscaping Project.
WHEREAS, as a result of the fund reallocation from the Landscaping Project, as well as the
availability of a Disaster Recovery Initiative Community Development Block Grant, a corresponding
amount will be reduced from the Project's Future Proposed Water & Sewer and stormwater Bond
totals in the Fiscal Year 2009/2010 Capital Budget.
NOW, THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission
hereby approve and authorize the re-allocation of $950,000 in un-used funds from the Citywide
Pump Station Landscaping Project, Fund 424-2516, to the Flamingo Right-Of-Way Neighborhood
Improvements Bid Package 10A Project Fund 424-2330.

Item Summa /Recommendation:
To take advantage of a Disaster Recovery Initiative Community Development Block Grant, the
City intends to accelerate a stormwater improvement project in the Flamingo Bid Package 10A
Neighborhood that will relieve bottlenecks on 7th and 9th Streets. While constructing the
stormwater improvements, the City will include new water mains, hardscaping, landscaping, and
lighting improvements that were envisioned in the Flamingo Basis of Design Report and 60%
design documents.
The Disaster Recovery Initiative Community Development Block Grant is in the amount of
.$1,500,000 and will fund stormwater improvements. Flamingo 10A has funding for streetscaping
but does not have funding for the water system improvements. As a result, staff is requesting
$950,000 for the water system improvements from un-used Water and Sewer Bonds 2000S
funds that had been allocated to the Citywide Pump Station Landscaping Project.
As a result of the fund re-allocation from the Landscaping Project, as well as the availability of a
Disaster Recovery Initiative Community Development Block Grant, a corresponding amount will
be reduced from the Project's Future Proposed Water & Sewer and stormwater Bond totals in
the Fiscal Year 2009/2010 Capital Budget.

FUNDING
$950,000 of the un-used funds from the Water and Sewer Bonds 2000 Series that had been
allocated to the Citywide Pump Station Landscaping Project ($609,000 in account424-2516-
069357 for Construction, $13,000 in account 424-2516-061357 for Design and $328,000 in
account 424-2516-069358 for Contingency) to be re-allocated for construction in account
424-2330-069357 for the Flamingo Right of Way Neighborhood improvements Bid Package
10A Project.
As a result of the fund re-allocation from the Landscaping Project, as well as the availability
of a Disaster Recovery Initiative Community Development Block Grant, a corresponding
amount will be reduced from the Project's Future Proposed Water & Sewer and Stormwater
Bond totals in the Fiscal Year 2009/2010 Capital Budget.
BACKGROUND
The City of Miami Beach has implemented various programs to improve the quality of life of
residents in thirteen neighborhoods of the City via capital improvement projects. As part of
this effort, the City issued a Request For Qualifications for a consultant to develop a new
Stormwater Master Plan.
The first task of the selected engineering firm will be to develop a storm water hydraulic
model of the Flamingo / Lummus and West Avenue neighborhoods. Together, they form one
large stormwater drainage basin generally bound by Biscayne Bay on the west, Lincoln Lane
South on the north, Ocean Drive on the east, and 5th Street on the south. This initial task will
analyze the existing system, identify deficiencies, and design improvements.

These improvements will be identified in a schematic fashion so that multiple Design Criteria
Packages can be prepared and issued for Invitations to Bid. The Invitations to Bid will then
require the selected design-build firms to finalize the schematic designs, permit the design
plans, and construct the improvements. This approach will allow one pragmatic and
comprehensive solution to the drainage needs of these neighborhoods and expedite the
construction using multiple design-build firms.
The City has already identified two restrictions in the existing stormwater system west of
Washington Avenue on 7th Street and on 9th Street, both in the Flamingo 10A Neighborhood.
To meet the timing requirements of a Disaster Recovery Initiative Community Development
Block Grant, these improvements will be designed and built using a Job Order Contract prior
to completion of the stormwater master planning effort. As a result, the stormwater piping
planned as part of this project will be very conservatively sized so as not to handicap the
stormwater master planning.
As .part of this project, the selected firm will also design and construct the water
improvements, hardscaping, landscaping, pedestrian lighting, and Pennsylvania Plaza
improvements within this area that are envisioned in the Flamingo Basis of Design Report.
This project had an estimated cost of $4,500,000.
The City has received three Job Order Contract-based design-build proposals for these
improvements. The lowest proposal, from Ric-Man Intemational, is for $3,956,835.31. H.A.
Contracting and Envirowaste Services Group submitted proposals of $4,206,340.00 and
$4,349,948.82, respectively.
The Disaster Recovery Initiative Community Development Block Grant is funding $1,500,000
of the stormwater improvements. Previously allocated General Obligation Bond money will
fund the landscaping and Pennsylvania Plaza improvements. However, there are no funds in
Flamingo 10A for the water system improvements. As a result, staff is requesting $950,000
for the water system improvements from un-used Water and Sewer Bonds 2000S funds that
had been allocated to Citywide Pump Station Landscaping.
As part of the grant process, the County is reviewing these proposals. Upon County review
and approval, the City expects to execute a contract with Ric-Man International. If this
resolution is approved, it is estimated that construction will start in early 2010 and will finish
in one year.
CONCLUSION
The Administration recommends that the Mayor and the City Commission authorize the re-
allocation of $950,000.00 from the Citywide Pump Station Landscaping Project, Fund 424-
2516, to the Flamingo Right-of-Way Neighborhood Improvements Bid Package 10A Project,
Fund 424-2330.
