SUBJECT: Amendment No. 7 - CH2M Hill -Normandy Shores Neighborhood No.3
Right-of Way Infrastructure Improvement Project.
The scope of work for the Normandy Shores Right~f--Way Infrastructure Improvement
project consisted of the beautification of many street ends that abut Biscayne Bay. The
scope identified certain drainage improvements that impacted the existing seawalls in
many if these areas. During the construction of the project, it was identified that the
Public Works Department anticipated the reconstruction of certain seawalls beyond the
limits identified in the right-of-way project. The right-of-way project contemplated seawall
improvements due to drainage improvements from 15 feet of sheet piling with reinforced
concretie cap to approximately 50 feet of sheet piling with a reinforced concrete cap at
the Jones Street end, Hagan Street end and the South Shore Drive.
In order to effectuate these changes, it was necessary to modify certain permits with the
County to allow for this additional construction. The attached Amendment No.8 includes
additional design and permitting services at Jones Street end, Hagan Street end, and
South Shore Drive to incorporate the seawall reconstruction into the on-going right-of-way
project. This ;task includes applications for permits to extend the seawall improvements
from 15 feet' of sheet piling with reinforced concrete cap to approximately 50 feet of
sheet piling with a reinforced concrete cap at Jones Street end and Hagan Street end
while revising the South Shore design that was permitted by others. Due to the limited
scope of the'~previously identified work, the project team had secured Class II permits.
This change requires submittal to the Miami -Dade Department of Environmental
Resources Management for a Class I permit.
The total fee proposed for this scope of work shall be anot-to-exceed basis in the amount
of $24 X607.

RECITALS
WHEREAS, pursuant to Request for Qualifications (RFQ) No. 134-99/00, the
City adopted Resolution No. 2001-24386, on May 16, 2001, approving and authorizing
the Mayor and City Clerk to execute an Agreement with the Consultant, for professional
services for the Neighborhood No.3 - Normandy Shores Right-of-Way (ROW)
Infrast ~ucture Improvement Project (the Agreement); and
WHEREAS, the Agreement was executed fora not-to-exceed amount of
)0; and
WHEREAS, the scope of the Right-of--Way Infrastructure Improvement Program
Neighborhood No.3 - Normandy Shores Project (the Project) is comprised of
improvements to the following area: Normandy Shores, a residential island with
approximately 200 single family homes and 43 apartment buildings surrounding the
Normandy Shores Golf Course and Fairway Park, which is linked to Miami Beach at 71Sc
Street; and
(WHEREAS, the Project scope of work includes: enhanced landscaping and
street Fighting consistent with community preferences; repair, extension or widening of
sidewa'ks to comply with ADA -Title III; street resurfacing/pavement markings and
improvement of dead end streets with street lighting, landscaping, fencing, and/or
parking, where appropriate; bicycle paths and pedestrian access ways; incorporation of
traffic ~alming features, consistent with the community preferences; improved storm
water rainage collection and disposal infrastructure; and provision of the necessary
infrastructure to accommodate the burial of overhead facilities, in the event the residents
consider the creation of a special assessment district to underground electric, cable, and
telephone services; and

WHEREAS, on May 13, 2005, Amendment No. 1 to the Agreement was
executed, to include the provision of additional services necessary to prepare and attend
a second pre-community design workshop, and community design workshop (CDW) for
the Project, for a no-to-exceed amount of $12,811; and
WHEREAS, on October 5, 2004, Amendment No. 2 to the Agreement was
executed, to include the provision of additional professional services necessary to
perforrr~ undergrounding utility verification for the Project, in an amount not-to-exceed
$16,325; and
WHEREAS, on March 18, 2005, Amendment No.3 to the Agreement was
executed, to include the provision of additional professional services necessary to install
a drainage test well for the Project, in an amount not-to-exceed $12,750; and
~IVHEREAS, on March 18, 2005, Amendment No.4 to the Agreement was
executed, to include provisions for additional professional ~ services necessary to
incorporate concrete valley gutters to the Construction Documents for the Project, for a
not-to-exceed amount of $3,500; and
WHEREAS, on July 14, 2005, Amendment No.5 to the Agreement was executed,
to include provisions for additional services necessary to install an additional drainage
test well for the Project, in anot-to-exceed amount of $500; and
EREAS, on December 6, 2006 Amendment No.6 to the Agreement was
to include the provision of resident project representation and additional
n management services, in snot-to-exceed amount of $550,000; and
WHEREAS at this time, the City, has negotiated Amendment No. 87for the
provision of additional permitting services during construction; and
WHEREAS the Consultant met with the City and Hazen and Sawyer, the City's
Program Manager, and it has been established that this additional service(s) request
appears fair and reasonable;
~YIIHEREAS, this Amendment No. 8~increases the previously contracted amount
of $1,238,416 by $24,607; resulting in a total fee of $~. i,Z"f1,z93.

The following new Task 4.10 shall be added to the existing scope of services:
Task 4.f10 -Revise Existing Agency Permits and Assemble New Permits
In this ffort, the Consultant shall assemble applications and supportive documentation
for ren al and/or extensions of existing permits. Furthermore, changes to the method
of disp sal for dewatering fluids required a new SFWMD Individual Permit to be
assembled and submitted before October 2008. Additional seawall construction is
anticipa ed and Class 1 permits are required by DERM. This task includes application for
permits to extend the seawall improvements from 15 feet of sheet piling with reinforced
concrete cap to approximately 50 feet of sheet piling with reinforced concrete cap.

permit with an extension of time to coincide with the revised
construction schedule.

Attend meetings with the City, Program Manager, and/or
permitting agency staff, and generate meeting minutes, as
required to review, discuss and finalize permit procurement.
Notify the City of checks request for permit application fees and
provide fee back-up information.
PAYM NT AND COMPENSATION
The tot I fee proposed for this scope of work shall be anot-to-exceed basis in the
amount of $24,607. This fee is based on estimated labor hours per task and other direct
costs, s shown in the attached Schedule "A-8"j Invoicing will be monthly and based on
hourly tes in accordance with the original Agreement between the City of Miami Beach
and CH2MHILL.
