A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE
APPROPRIATION OF A DONATION FROM THE OCEAN DRIVE ASSOCIATION
IN AN AMOUNT NOT TO EXCEED $69,666 TOWARD SUPPORT OF THE
CITY'S COSTS FOR 2009-2010 NEW YEAR'S CELEBRATION.
WHEREAS, similar to the prior nine (9) years, the Ocean Drive Association has approached
the City to request participation and sponsorship of a free fireworks show on the beach, east of
Lummus Park, at midnight on New Year's Eve; and Ocean Drive will be closed to vehicular traffic
beginning on the morning of Thursday, December 31, 2009 and will reopen on Sunday, January 3,
2010 at 7:00 a.m.; and
WHEREAS, while several special events permits have been issued primarily at private
venues, no significant individual crowd attracting event is planned; many Miami Beach nightclubs
and hotels, which will be hosting special New Years events; and
WHEREAS, the City has been working diligently with the area hotels and nightclubs to
ensure that resources and security are appropriately allocated for this weekend; and
WHEREAS, due to the popularity of New Year's Eve and its occurrence this year on
Thursday evening, the anticipated occupancy levels in Miami Beach are expected to be strong, and
as result, the Ocean Drive Association anticipates many visitors and (similar to prior. years) is
requesting consideration for a street closure for Thursday and Friday; and
WHEREAS, in the past, the City has assisted in defraying costs, primarily associated with the
(reworks show for the public and other ancillary City services.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission of the City of
Miami Beach, Florida, hereby approve and authorize the appropriation of an amount not to exceed
$69,666 from the Ocean Drive Association toward support of the City's costs for 2009-2010 New
Year's celebration.

Supporting Data (Surveys, Environmental Scan, etc.): The 2009 Community Satisfaction Survey reported
more than one-fifth of all resident respondents feel there are "too few" family friendly activities (24.6%) and
cultural activities (24.1 %). Additionally, on average, residents attended 10.61 cultural activities per year and
7.19 family friendly activities per year.

Similar to the prior nine (9) years, the Ocean Drive Association (ODA) has approached the City to request
participation and sponsorship of a free fireworks show on the beach east of Lummus Park at midnight on
New Year's Eve. Furthermore, ODA has requested to close Ocean Drive to vehicular traffic beginning on

Consistent with last year's proportionate share of costs, it is estimated that this year's costs will include

ANALYSIS
Similar to the prior nine (9) years, the Ocean Drive Association (ODA) has approached the City to
request participation and sponsorship of a free fireworks show on the beach east of Lummus Park at
midnight on New Year's Eve. Furthermore, ODA has requested to close Ocean Drive to vehicular
traffic beginning the morning of Thursday, December 31, 2009 and will reopen on Saturday, January 2,
2010 at 7:00 a.m.
While several special events are planned primarily at private venues, no significant individual crowd
attracting event is planned. Additionally, many Miami Beach nightclubs and hotels will be hosting
special New Years events. The City has been working diligently with the area hotels and nightclubs to
ensure that resources and security are appropriately allocated for this weekend.
Proposed Ocean Drive Street Closure
Because New Year's Eve is on a Thursday evening, the anticipated hotel occupancy levels in Miami
Beach are expected to be strong for the potential long weekend. As a result, the Ocean Drive
Association anticipates many visitors, and similar to prior years, is requesting consideration for a street
closure for Thursday through Friday.
In the past, the City has assisted in defraying costs, primarily associated with the fireworks show for the
public and other ancillary City services. The City Commission authorized cost sharing for the road

As in previous years, the Ocean Drive Association will pay for 53% of the costs, with the City absorbing
the other 47%, as indicated below.

Please note that the Ocean Drive Association pays for the New Year's Eve fireworks show directly to
the vendor. As such, their payment to the City is for the balance of their percentage of total costs
($35,432).
Transportation and Parking
Ocean Drive (5th - 15th streets) will be closed to vehicular traffic beginning the morning of Thursday,
December 31st until 7:00 a.m., Saturday, January 2nd.
Shuttle service (The Local) will operate a normal schedule.
Contingency plans will be developed to address any need to alter transportation plans as a result of
increases in population and crowd estimates.
Business/Residents Notices
A community notice will be disseminated to area residents and the entertainment district businesses
advising them of the City's traffic plans.
Police/Fire/Parking/Sanitation/Code Staffing
Enhanced staffing levels will be provided during the New Year's weekend. Police and Fire staff will be
available on the beach during the fireworks show on New Year's Eve to be able to respond to on-site
incidents.

A 24-hour Tourist Information Hotline (305-673-7400) will be in operation. Forfurther information, go to
the City's website at www.miamibeachfl.gov.
CONCLUSION
The Administration recommends adopting the attached resolution, accepting the Ocean Drive
Association's payment for their proportionate costs of the New Year's Eve events, as these events help
provide an event that benefits the community and our visitors..
