A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A LOCALLY FUNDED AGREEMENT (LFA)
AND A MAINTENANCE MEMORANDUM OF AGREEMENT (MMOA) WITH
THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE
CONSTRUCTION OF CROSSWALKS ON COLLINS AVENUE, FROM 63RD TO
75T" STREETS, AS PART OF THE FDOT COLLINS AVENUE ROADWAY
IMPROVEMENT PROJECT (UNDER FINANCIAL PROJECT NUMBER 424579-
1-52-02); AND FURTHER APPROPRIATING THE CITY'S CONTRIBUTION
FOR THE CONSTRUCTION OF THE CROSSWALKS, IN THE AMOUNT OF
$97,266, IN CONCURRENCY MITIGATION FUNDS FROM NORTH BEACH.
WHEREAS, State Road A1A/ Collins Avenue is one of the Federal Classified Principal
Urban Arterials, which falls under the jurisdiction of the Florida Department of Transportation
(FDOT); and
WHEREAS, improvements along Collins Avenue are currently listed as Financial Project
Number 424579-1-52-02 in the Metropolitan Planning Organization (MPO) 2009-13
Transportation Improvement Plan (TIP); and
WHEREAS, prior to the demolition of the 63~d Street Flyover, the City requested that FDOT
remove bulb-outs along Collins Avenue from 63~d - 72"d Streets and FDOT agreed that after the
removal of the 63~d Street Flyover was completed, they would fund the reconstruction of the
bulb-outs plus associated landscaping; and
WHEREAS, on October 17, 2007 the City Commission made a determination to retain the
third travel lane for traffic operations and therefore FDOT modified the Collins Avenue
Improvement Project with a project value that exceeded the scope of work they had originally
agreed to by adding improvements at the cross slopes on the right most lane, drainage
improvements, and signalization upgrades at the eight (8) signalized intersections; and
WHEREAS, the project work plan also consists of constructing pedestrian improvements
that include American Disability Act (ADA) compliant curb ramps, standard pedestrian crosswalk
striping at intersections along Collins Avenue from 63~d Street to 75th Street, and landscaping
improvements; and
WHEREAS, the City has requested that the pedestrian crosswalk striping be of a certain
style of textured- stamped asphalt that is consistent Citywide; this design requires an additional
cost of $97,266 that must be provided by the City to FDOT; and
WHEREAS, the Administration recommends that the Mayor and City Commission approve a
Locally Funded Agreement (LFA) and Maintenance Memorandum of Agreement (MMOA) with
FDOT to fund the improvements of construction of crosswalks on Collins Avenue, with the City's
contribution to be funded by Concurrency Mitigation Funds from North Beach, in the amount of
$97,266.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
and authorize the Mayor and City Clerk to execute a Locally Funded Agreement (LFA) and a
Maintenance Memorandum of Agreement (MMOA) with the Florida Department of
Transportation (FDOT) for the construction of crosswalks on Collins Avenue, from 63rd to 75th
Street, as part of the FDOT Collins Avenue Roadway Improvement Project (under Financial
Project Number 424579-1-52-02); and further appropriating the City's contribution for the
construction of the crosswalks, in the amount of $97,266, in Concurrency Mitigation Funds from
North Beach.

Prior to the demolition of the 63r Street Flyover, the City requested that the Florida Department of Transportation
(FDOT) remove ten (10) bulb-outs along Collins Avenue from 63~d - 72"d Streets. FDOT agreed that afterthe removal
of the 63rd Street Flyover and the construction of the new at-grade intersection at Indian Creek Drive and 63`d Street
was completed, they would fund either the milling and resurfacing of Collins Avenue from 63rd - 72"d Streets or the
reconstruction of the bulb-outs, plus the associated landscaping. Considering that the removal of the bulb-outs and
added travel lane have resulted insignificant improvements to traffic flow and mobility and have made an immediate
impact on reducing traffic congestion, the City Commission made a determination on October 17, 2007 to retain the
' third travel lane for traffic operations.
FDOT initiated a roadway improvement project to improve the physical condition of the third travel lane along Collins
Avenue from 63~d -72"d Streets. The improvements included in the scope of work exceed the value of work that FDOT
originally agreed upon. In addition to the reconstruction of the asphalt pavement in several locations where curbed
bulb-outs were removed, milling and resurfacing, and landscaping, FDOT has extended the project limits north to 75t"
Street and has added the following improvements, all of which were not envisioned before: improvements at the cross
slopes on the right most lane, drainage improvements, and signalization upgrades at the eight (8) signalized
intersections.
The project also consists of constructing pedestrian improvements that include Americans with Disabilities Act (ADA)
compliant curb ramps and standard pedestrian crosswalk striping. The City has requested for FDOT to modify this
scope of work to include pedestrian crosswalks that are of a certain style consistent with previous Citywide
applications at other intersections, such as along 41St Street from Alton Road to Pine Tree Drive. This request will
upgrade the standard crosswalk striping to a textured stamped asphalt pattern that is aesthetically appealing and
highly visible for motorists and pedestrians. The modified scope of work has an additional construction cost of
$97,266 that must be provided by the City to FDOT through the execution of a Locally Funded Agreement and a
Maintenance Memorandum of Agreement with FDOT. The City will be responsible for maintenance of the upgraded
crosswalks and landscaping improvements.
THE ADMINISTRATION RECOMMENDS APPROVAL OF THE RESOLUTION.

FUNDING
This Resolution is appropriating Concurrency Mitigation Funds from North Beach in the amount of
$97,266 for the construction of crosswalks along Collins Avenue, from 63rd - 75th Streets.
Background
As part of the North Shore Community Improvements Project and in agreement with the Florida
Department of Transportation (FDOT), the City constructed bulb-outs along Collins Avenue between
63rd Street and 72nd Street in 1995. These improvements were paid by the property owners through
a special tax assessment.
Since the implementation of these bulb-outs, the traffic volume along the segment between Collins
Avenue from 63rd to 72nd Streets had changed, with traffic congestion occurring mainly during peak
periods due to the reduced roadway capacity caused by the bulb-outs. The roadway configuration
(parking lanes on each side of the street and two travel lanes) had further restricted traffic
movement and reduced capacity in that portion along Collins Avenue.
In 2006, FDOT began the 63rd Street Flyover Removal, Indian Creek Reconstruction, and 63rd Street
Bridge Rehabilitation Project. At the urging of Commissioner Steinberg and the City Manager and to
mitigate the project traffic impacts, FDOT agreed to remove ten (10) bulb-outs along the eastern
side of Collins Avenue, from 63rd to 72"d Streets, and eliminate the parking lane in order to increase
the road capacity during the peak evening commute.
FDOT also agreed that after the completion of the 63rd Street Bridge Rehabilitation Project, they
would fund the restoration of the demolished bulb-outs or mill and resurface the third travel lane
along Collins Avenue from 63rd - 72nd Streets. In addition, FDOT agreed to provide landscaping
improvements.
The removal of the bulb-outs and added travel lane have resulted in significant improvements to
traffic flow and mobility and have made an immediate impact on reducing traffic congestion that has
been sustained to date. In order to quantify these impacts from removing the bulb-outs, the City
engaged the services of Kittelson and Associates to conduct an operational analysis for keeping the
current 3-lane travel way or converting the eastern most lane back to on-street parking lane with
bulb-outs and maintain a 2-lane travel way. The operational analysis showed that the restoration of
the removed bulb-outs and the consequent elimination of the third travel lane would deteriorate the
Collins Avenue corridor to a Level of Service F at evening peak, mainly in the 63`d - 72"d Streets
segment.
Collins Avenue is a principal arterial serving the City of Miami Beach, and is the main arterial directly
connecting the City to the other Barrier Island/ Coastal Communities, Broward County, and
destination points further north. As such, mobility and capacity considerations are crucial to its
effectiveness and operational integrity, both as a discrete roadway element and as a component
within the City's overall roadway network. In consideration of this as well as the results of the
operational analysis and community input, the City Commission made a determination on October
17, 2007 to retain the third travel lane for traffic operations.
During the public involvement process, the community expressed their preference forthe installation
of a flexible parking lane, which would restrict parking during peak hours. However, FDOT did not
support the requested flexible parking lane due to safety and operational concerns, and as such it
was never implemented.
ANALYSIS
FDOT will improve the physical condition of the third travel lane along Collins Avenue from 63rd _75tn
Streets as part of Financial Project Number 424579-1-52-02, which is listed in the Metropolitan
Planning Organization (MPO) 2009-13 Transportation Improvement Plan (TIP). The improvements
included in the scope of work exceed the value of work that FDOT originally agreed upon, which
were the milling and resurfacing of the existing pavement, the reconstruction of the asphalt
pavement in several locations where curbed bulb-outs were removed, and landscaping. Additionally,
FDOT has extended the project limits north to 75th Street and has added the following
improvements, all of which were not envisioned before: improvements at the cross slopes on the
right most lane, drainage improvements, and signalization upgrades at the eight (8) signalized
intersections.
The project also consists of constructing pedestrian improvements that include Americans with
Disabilities Act (ADA) compliant curb ramps and standard pedestrian crosswalk striping at
intersections along Collins Avenue from 63`d Street to 75th Street. The City has requested for FDOT
to modify this scope of work to include pedestrian crosswalks that are of a certain style consistent
with previous Citywide applications at other intersections, such as along 41 St Street from Alton Road
to Pine Tree Drive (See Attachment 1, Textured Stamped Asphalt Crosswalks). This request will
upgrade the standard crosswalk striping currently provided in the project to a textured stamped
asphalt pattern that is aesthetically appealing and highly visible for motorists and pedestrians. The
scope of work will also include the following landscaping improvements: the installation of additional
Royal Palms; the enlargement/reconfiguration ofexisting tree pits; installation of bonded aggregate
"Healthy Tree System" tree pits; and the installation of an irrigation system for the new palm trees.
Additional costs associated with this landscape work will be incurred by FDOT.
The additional cost to the project for the City requested changes to the crosswalks will be $97,266.
This funding must be provided by the City to FDOT through the execution of a Locally Funded
Agreement (LFA) with FDOT (See Attachment 2, Locally Funded Agreement). Pursuant to Section
2(g) of the LFA, the City is also required to enter into a Maintenance Memorandum of Agreement
with FDOT (See Attachment 3, Maintenance Memorandum of Agreement). FDOT has scheduled
construction to begin in June 2010, which is estimated to be completed by December 2010. The
City will be responsible for maintenance of the upgraded crosswalks and landscaping
improvements.
CONCLUSION
The Administration recommends approving the Resolution.
