A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, SUPPORTING 'THE DESIGNATION OF THE
WESTBOUND PORTION OF STATE ROAD 934/ 71ST STREET, FROM
COLLINS AVENUE TO BAY DRIVE, AS "ROSENDO ROSELL ROAD," AND
LEAVING THE DESIGNATION ON 71ST STREET .EASTBOUND, FROM
COLLINS AVENUE TO BAY DRIVE, AS "HENRI LEVY BOULEVARD;" AND
AUTHORIZING THE CITY MANAGER OR HIS AUTHORIZED DESIGNEE TO
TRANSMIT THIS RESOLUTION TO THE FLORIDA DEPARTMENT- OF
TRANSPORTATION (FDOT).
WHEREAS, the State of Florida, under .2008 Senate Bill 1604 (the Bill), enacted legislation
designating a portion of State Road 937 / 71St Street, between Bay Drive and Collins Avenue, as
"Rosendo Rosell Road;" and
WHEREAS, in the Bill, under Section 35 thereof, the State also designated a portion of 71St
Street, between Bay Drive and Collins Avenue, as "Henri Levy Boulevard;" and
WHEREAS, since from the Bill, it appears that the same portion of 71St Street was
designated after "Henri Levy Boulevard" and "Rosendo Rosell Road," it has created confusion
for the installation of the markers by the Florida Department of Transportation (FDOT); and
WHEREAS, FDOT needs a resolution from the City to officially install the "Rosendo Rosell
Road" signs; once that is done, the City will work with FDOT to provide the locations to place
the signs, to avoid conflict with the signs designated as "Henri Levy Boulevard;" and
WHEREAS, the item was taken to the October 7, .2009, Neighborhoods and Community
Affairs Committee meeting for discussion and resolution; and
WHEREAS, the Committee moved to designate the westbound portion of State Road 934,
from Collins Avenue to Bay .Drive, as "Rosendo Rosell Road," and to leave the designation on
71St Street eastbound, from Collins Avenue to .Bay Drive, as "Henri Levy Boulevard."
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby support the
designation of the westbound portion of State Road 934/ 71St Street, from Collins Avenue to
Bay Drive, as "Rosendo Rosell Road", and leaving the designation on 71St Street eastbound,
from Collins Avenue to Bay Drive, as "Henri Levy Boulevard;" and authorizing the City Manager
or his authorized designee to transmit the resolution to the Florida Department of Transportation
(FDOT).

Collins Avenue to Bay Drive as Rosendo Rosell Road and to leave the designation on 71St Street
eastbound from Collins Avenue to Bay Drive as Henri Levy Boulevard. Commissioner Libbin seconded.

ADMINISTRATIVE RECOMMENDATION
Adopt the Resolution.
BACKGROUND
The State of Florida under 2008 Senate, Bill 1604 enacted legislature designating a portion of State
Road 937 / 71St Street between Bay Drive and Collins Avenue as "Rosendo Rosell Road". In the
same Senate Bill under Section 35, the State designated that a portion of 71St Street between Bay
Drive and Collins Avenue as "Henri Levy Boulevard". Since the same portion of 71St Street was
designated after Henri Levy Boulevard and Rosendo Rosell Road, it created confusion and
problems for the installation of .the markers by the Florida Department of Transportation (FDOT).
The item was taken to the October 7, 2009, Neighborhoods and Community Affairs Committee
meeting for discussion and resolution. Fred Beckmann, Public Works Director, explained that he
has spoken with the Florida Department of Transportation (FDOT) and they need a resolution from
the City to officially install the Rosendo Rosell signs. Once that is done, the City will work with FDOT
to provide the locations to place the signs to avoid conflict between the different signs.
At the October 7, 2009 meeting of the Neighborhoods and Community Affairs Committee, Kevin
Crowder, Economic Development Director, introduced the item. Bruno Barreiro, Miami-Dade County
Commissioner for District 5, explained he originally requested the State name a street after Mr.
Rosendo Rosell.
Daniel Veitia suggested keeping the Henri Levy signage in the Normandy Isle portion and having
Rosendo Rosell's signage from Collins Avenue to Dickens Avenue or Bay Drive eastward. Several
attendees spoke in favor of Mr. Veitia's recommendation.
June Levy Neubauer, daughter of Henri Levy requested the discussion be tabled for a while since
she has been waiting for a response to her question regarding her understanding that no street shall
be named after a living person. Jose Smith clarified that this is a State road and the state is not
governed by such an ordinance. Ms. Neubauer then asked if the City could find anotherstreet to
name after Mr. Rosell. Commissioner Wolfson explained that the City would not be able to do this
because the City has an ordinance prohibiting the naming of a street after a living person.
Commissioner Libbin added that the State has bestowed this honor on Mr. Rosell and he does not
feel that the City is in the position to either approve the State's recommendation or block it and he
does not think it is the City's place to witfihold an honor that is due.
Commissioner Libbin suggested naming one direction of 71St Street after Rosendo Rosell and the
other direction after Henri Levy. Currently 71 st Street is named after Henri Levy from Collins Avenue
to Bay Drive. There was consensus from those attending.
Commissioner Wolfson made the motion to designate the westbound portion of State Road 934,
from Collins Avenue to Bay Drive as Rosendo Rosell Road and to leave the designation on 71st

CONCLUSION
The Committee moved to designate the westbound portion of State Road 934, from Collins Avenue
to Bay Drive as Rosendo Rosell Road and to leave the designation on 71st Street eastbound from
Collins Avenue to Bay Drive as Henri Levy Boulevard.

322 (1) When the Board of Trustees of the Internal Improvement
323 Trust Fund,. any state agency, or any agency created by state law,
324 authorized to accept reforestation lands in the name of the
325 state, approve the recommendations of the Division of Forestry in
326 reference to the acquisition of land and acquire such land, the.
327 said board, state agency, or agency created by state law, may
328 formally designate and dedicate any area as a reforestation
329 project, or state forest, and where so designated and dedicated
330 such area shall be under the administration of the division which
331 shall be authorized to manage and administer said area according
332 to the purpose for which it was designated and dedicated.
333 (2) The first state forest acquired by the Board of
334 Trustees of the Internal Improvement Trust Fund in Baker County
335 is to be named the John M. Bethea State Forest. This is to honor
336 Mr. John M. Bethea who was Florida's fourth state forester and
337 whose distinguished career in state government spanned 46 years
338 and who is a native of Baker County.
339 (3) The state forest managed by the Division of Forestry in
340 Seminole County is to be named the Charles H. Bronson State
341 Forest to honor Charles H. Bronson, the tenth Commissioner of
342 Agriculture, for his distinguished contribution to this state's
343 agriculture and natural resources.
