A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO
SUBMIT THE FOLLOWING GRANT APPLICATIONS: 1) HUD
DISASTER RECOVERY FUNDING APPLICATION FOR FLORIDA
COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG)
PROGRAM 2008 STORMS DISASTER RECOVERY FUNDS IN AN
AMOUNT NOT TO EXCEED $300,000 FOR STORMWATER
INFRASTRUCTURE IMPROVEMENTS TO MiTtGATE FLOODING;
2) MIAMI-DADE COUNTY FOR FUNDING IN THE AMOUNT OF
$24,833 FOR THE CITY'S EMERGENCY HOTEL/MOTEL
PLACEMENT PROGRAM AND FOR THE HOMELESS
MANAGEMENT INFORMATION SYSTEM FUNDING; AND, 3)
RETROACTIVE APPROVAL TO PARTICIPATE iN MIAMI-DADE
COUNTY'S PARKING FINES REIMBURSEMENT PROGRAM FOR
FUNDING IN THE AMOUNT OF $79,204 'FOR ELIGIBLE.
AMERICAN WITH DISABILITIES ACT (ADA) PROJECTS
APPROPRIATING THE ABOVE FUNDS, IF APPROVED AND;
ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION
OF ALL NECESSARY DOCUMENTS RELATED TO THESE
APPLICATIONS.
WHEREAS, The Consolidated Security, Disaster Assistance, and Continuing
Appropriations Act, 2009 appropriated $6.5 billion to remain available until expended in
CDBG funds- for necessary expenses related to disaster relief, long-term recovery and
restoration of infrastructure, housing and economic revitalization, in areas affected by
hurricanes, flooding and other natural disasters that occurred during 2008 for which the
President declared a major disaster; and
WHEREAS, under the Act, Florida will receive a total of $81,063,855, and Miami-
Dade County's funding allocation is $504,969; and
WHEREAS, Miami-Dade County has been designated as the lead applicant and
will submit one comprehensive application from our community; therefore, all local
governments, County agencies and housing authorities can apply under the County's
application; and
WHEREAS, the Administration plans to submit an application for funding to
mitigate flooding in the Flamingo Neighborhood, from 5~' to 11`x' Streets, between Alton
Road and Washington Avenue; and
WHEREAS, this drainage infrastructure improvement project will benefit a
significant number of low-moderate income individuals; and
WHEREAS, the program does not require matching funds and this project
supports the key intended outcome: Improve storm drainage Citywide; and
WHEREAS, approval is requested to submit a HUD Disaster Recovery Funding
Application for Florida Community Development Block Grant (CDBG) Program 2008
Storms Disaster Recovery funds, in an amount not to exceed $300,000, for stormwater
infrastructure improvements for the Flamingo Neighborhood Flood and Drainage Project;
and
WHEREAS, the Miami-Dade County Hotel/Motel and HMIS application provides
funding for two. programs that were previously funded separately, and are now
combined: 1) Hotel/Motel/ placement program ($12,500); and, 2) HMIS funds ($12,333);
for a total grant of $24,833; and
WHEREAS, Hotel/Motel Funding: Miami-Dade County Homeless Trust provides
federal funding for emergency hotel/motel placement for homeless persons, specifically
families and hard-to-serve clients, and eligible families who are unable to be placed; and
the program also provides funding for food vouchers for families while residing in
placements, if food arrangements or other resources are unavailable; and
WHEREAS, the City's application is for funding in the amount of $12,500; and
WHEREAS, matching funds are not required and this project supports the key
intended outcome: reduce the number of homeless; and
WHEREAS, HMIS Funds: the City receives Supportive Housing funding on an
annual basis from Miami-Dade County Homeless Trust for the City's Homeless Outreach
Program, and the Homeless Trust requires that all grantees participate in the County's
data-tracking software system the Homeless Management Information System; and
WHEREAS, City staff is required to input client and intake data and maintain
client files and statistical data on each person served which is a labor intensive
requirement, currently being performed by staff in the Community Services Division of
Neighborhood Services; and
WHEREAS, this grant, in the amount of $12,333, will partially cover the salary
costs associated with one position responsible for maintaining the HMIS data and no
new staff will be hired as a result of this grant; and
WHEREAS, matching funds are not required for this grant and this project
supports the following key intended outcome: reduce the number of homeless; and
WHEREAS, approval is requested to submit an application to Miami-Dade
County Homeless Trust for funding, in the amount of $24,833, for the City's Emergency
Hotel/Motel Placement Program, and for up to 50% of the personnel costs of a
Homeless Management Information System (HMIS) staff person required to maintain
HMIS data related to the City's homeless outreach grant; and
WHEREAS, each year the City participates in Miami-Dade County's Parking
Fines Reimbursement Program, which is based on Section 316.008, Florida Statutes,
and Section 30-447 of the Code of Miami-Dade County, which authorizes the charging of
fines for misuse of specially marked parking spaces for people with disabilities; and
WHEREAS, on June 25, 2008, the City of Miami Beach entered into a new
Interlocal Agreement with Miami-Dade County for the distribution of these funds; and
WHEREAS, the Agreement requires that the City annually submit an affidavit
sworn by the chief administrative officer that expenditures will meet the program criteria;
and
WHEREAS, the City's allocation for Fiscal Year 2009 is $79,204, and the funds
will be used by the City to improve accessibility and equal opportunity to qualified
physically disabled persons and, as in previous years, to continue to address issues
regarding ADA-compliant infrastructure improvements; and
WHEREAS, this project supports the key intended outcomes: promote and
celebrate our City's diversity and maintain City's infrastructure; and
WHEREAS, retroactive approval is requested for the City to participate in Miami-
Dade County's Parking Fines Reimbursement Program for funding, in the amount of
$79,204, for eligible American with Disabilities Act (ADA) projects.
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit the following applications: 1) HUD Disaster Recovery
funding application for Florida Community Development Block Grant (CDBG) Program
2008 Storms Disaster Recovery funds, in an amount not to exceed $300,000 for
stormwater infrastructure improvements to mitigate flooding; 2) Miami-Dade County for
funding, in the amount of $24,833, for the City's Emergency Hotel/Motel Placement
Program and for the Homeless Management Information System funding; and, 3)
retroactive approval to participate in Miami-Dade County's Parking .Fines
Reimbursement Program for funding, in the amount of $79,204 for eligible American with

1) 54.7% of businesses rated storm drainage (to avoid flooding) surrounding their business as poor and
56.3% of residential respondents rated storm drainage (to avoid flooding) as poor; 2) "The Citys efforts to
address homelessness" was a key driver for resident respondents in how they view the city as a place to
live, view city government on meeting expectations and if they would or would not recommend the city as a
place to live; `A lot of homeless' was rated amongst the top five things that have a negative impact on the
quality of life on Miami Beach; 3) The disabled community was rated as one of the things that has a positive
impact on the quality of life in Miami Beach (rated as # 23 out of 25).

ANALYSIS
1. Approval to submit a HUD Disaster Recovery Funding Application for Florida
Community Development Block Grant (CDBG) Program 2008 Storms Disaster
Recovery funds in an amount not to exceed $300 000 for stormwater infrastructure
improvements for the Flamingo Neighborhood Flood and Drainage project

application is for funding in the amount of $12,500. Matching funds are not required. This
project supports the key intended outcome: reduce the number of homeless.
HMIs Funds: '.
