A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF
THE CITY MANAGER PURSUANT TO REQUEST FOR QUALIFICATIONS
(RFQ) NO. 55-08/09 FOR GENERAL TRANSPORTATION PLANNING AND
TRAFFIC ENGINEERING CONSULTING SERVICES ON AN AS-NEEDED
BASIS; AUTHORIZING THE ADMINISTRATION TO NEGOTIATE
AGREEMENTS WITH AECOM USA, INC.; THE CORRADINO GROUP, INC.;
FLORIDA TRANSPORTATION ENGINEERING, INC. (FTE); GANNETT
FLEMING, INC.; AND PBS&J, INC.
WHEREAS, the Transportation Division of the Public Works Department for
the City of Miami Beach (the "City"), pursuant to the City's Key Intended Outcome to
maintain and improve traffic flow conditions Citywide, is in need of comprehensive
outside support to address the challenges inherent to the overall departmental work
plan; and
WHEREAS, a critical component in developing a departmental process of
review, planning and design, requires the flexibility to hire consulting firms which will
provide specialized transportation planning and traffic engineering services for various
tasks contingent upon demand; and
WHEREAS, on May 13, 2009, the Mayor and City Commission authorized the
Administration to issue an RFQ for general transportation planning and traffic
engineering consulting services on an as-needed basis; and
WHEREAS, on July 30, 2009, RFQ No. 55-08/09 was issued and notices sent
to over 130 firms, which resulted in the receipt of proposals from AECOM USA, Inc.;
BCC Engineering, Inc.; Calvin, Giordano & Associates, Inc.; C.H. Perez & Associates
Consulting Engineers, Inc.; The Corradino Group, Inc.; David Plummer & Associates,
Inc.; Florida Transportation Engineering, Inc. (FTE); F.R. Aleman & associates, Inc.;
Gannett Fleming, Inc.; King Engineering Associates, Inc.; Kittelson & Associates, Inc.;
Mark Alvarez; Marlin Engineering, Inc.; McMahon Associates, Inc.; Miller, Legg 8
Associates, Inc.; PBSS~J, Inc.; Stanley Consultants, Inc.; and Tetra Tech, Inc.; and
WHEREAS, on November 9, 2009, the City Manager via Letter to Commission
No. 310-2009 appointed an Evaluation Committee (the "Committee"), consisting of the
following individuals:
Jo Asmundsson -Resident and Member of Transportation & Parking Committee and
Leadership Academy Graduate;
Xavier Falconi -Transportation Manager, PW Transportation - Concurrency;
Frank Kruszewski -Resident and Member of Planning Board and Leadership Academy
Graduate;
Mercedes Lamazares -Principal Planner, Planning Department;
Yaritza Velez -Resident, Consultant and Graduate of Leadership Academy;
Alternates
Daniel Veitia -Resident and Member of Planning Board and Leadership Academy
Graduate;
Henry Stolar -Resident and Member of Planning Board and Leadership Academy
Graduate;
Ray Breslin - Resident and Member of Collins Park Neighborhood Association and
Leadership Academy Graduate; and
WHEREAS, the Committee convened on December 14, 2009, and was
provided with an overview of the project; the City's Cone of Silence Ordinance; and
Government in the Sunshine Law; and
WHEREAS, the Committee scored and ranked each proposal pursuant to the
evaluation criteria established in the RFQ in order to determine which firms would be
requested to appear at afollow-on meeting; and
WHEREAS, the Committee unanimously agreed to interview the eight (8) top-
ranked proposers: F.R. Aleman & Associates; Gannett Fleming; PBS&J; FTE; AECOM
USA; Tetra Tech; Stanley Consultants; and The Corradino Group and
WHEREAS, the Committee reconvened on January 20, 2010, and was
provided with an overview of the proposals by the key personnel of the firms and
participated in a question and answer session with each of the top-ranked eight
proposers; and
WHEREAS, the Committee unanimously recommends that the Administration
enter into negotiations with the five (5) top-ranked firms: Gannett Fleming; FTE; The
Corradino Group; PBS&J; and AECOM USA; and
WHEREAS, the City Manager concurs with the Committee's recommendation.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission hereby accept the recommendation of the City Manager pursuant to
Request for Qualifications (RFQ) No. 55-08/09, for General Transportation Planning and
Traffic Engineering Consulting Service on an as-needed basis, and authorize the
Administration to negotiate Agreements with AECOM USA, Inc.; The Corradino Group,
Inc.; Florida Transportation Engineering, Inc. (FTE); Gannett Fleming, Inc.; and PBS&J,
Inc.

According to the City's 2007 Community Satisfaction Survey, 24°k of City residents believe that the

Issue:
The flexibility to hire consulting firms which will provide specialized transportation planning and traffic
engineering services on demand is a critical component in developing a departmental process of review,
planning and desgn.
The Mayor and City Commission at its May 13, 2009, meeting, authorized the Administration to issue an
RFQ for general transportatan planning and traffic engineering consulting services, on an as-needed basis.
Upon final approval from the Public Works Department, RFO No. 55-08/09 was issued on July 30, 2009,
and notifications sent to over 130 firms. Proposals were received from: AECOM USA, Inc.; BCC
Engineering, Inc.; Calvin, Giordano $ Associates, Inc.; C.H. Perez $ Associates Consulting Engineers, Inc.;
The Corradino Group, Inc.; David Plummer $ Associates, Inc.; Florida Transportation Engineering, Inc.
(FTE); F.R. Aleman $ associates, Inc.; Gannett Fleming, Inc.; King Engineering Associates, Inc.; Kittelson $
Associates, Inc.; Mark Alvarez; Marlin Engineering, Inc.; McMahon Associates, Inc.; Miller, Legg $
Associates, Inc.; PBS$J, Inc.; Stanley Consultants, Inc.; and Tetra Tech, Inc.
An Evaluation Committee appointed by the City Manager convened on December 14, 2009, scored and
ranked each proposal based on the published evaluation criteria, and determined that 8 of the 18 firms
would be invited to be interviewed by the Committee.
The Committee reconvened on January 20, 2010, and participated in a question and answer session with
each of the top-ranked eight (8) proposers.
Based on the scoring and ranking, a motion was made, and passed unanimously by the Committee, to
recommend the Administration enter into negotiations with the five (5)top-ranked firms: Gannett Fleming;
FTE; The Corradino Group; PBS$J; and AECOM USA. .

Maintain or Improve Traffic Flow
ANALYSIS
It was the intent of the Administration to use the RFO process to select several firms that possess
specialized professional qualifications in transportation planning and traffic engineering services.
Pursuant to the City's Key Intended Outcome to maintain and improve traffic flow conditions
Citywide, the Transportation Division of the Public Works Department is in need of comprehensive
outside support to address the challenges inherent to the overall departmental work plan. Among
other projects, expected work includes: bicycle parking, a 41g`Street corridor study, traffic flow
modification analyses, enhanced bicycle/pedestrian transit linkages, and grant writing.
The flexibility to hire consulting firms which will provide specialized transportation planning and traffic
engineering services on demand, without having to undergo the time consuming Request for
Qualifications (RFQ) process for each individual task which, in most cases, will exceed $25,000 in
cost, is a critical component in developing a departmental process of review, planning and design.
During Fiscal Year 2008/09, the City utilized consulting firms on the rotational contract list
approximatelyfifteen (15) times for traffic impact study reviews and transportation planning studies.
In addition, it is highly desirable to have the same consulting firms on board in order to maintain
continuity and consistency among the tasks to be performed, several of them being directly
interconnected.

It should be noted that this list will also be available for use in the development review process,
when traffic impact studies are required to be commissioned or reviewed. The cost of these studies
may also be covered by applicants, when required. This topic is addressed in an item dealing with a
proposed amendment to the Code in Section R5 of this agenda.
The following services define, but do not limit the scope of work to be provided by the selected fines
pursuant this RFO selection process:
• Update of the Automated Concurrency Management System;
• Preparation of mobility plan updates for Miami Beach;
• Conduct transportation, planning, design, construction, and otherfeasibility work requested
by City Commission;
• Conduct studies for bicycle/pedestrian and trensit facility projects, etc.;
• Review the technical traffic impact studies submitted by land developers for proposed
projects in Miami Beach, and provide prompt input to the Administration on accuracy of
information provided in the studies as they relate to impact to the existing transportation
system.
• Conduct transportation corridor studies along City arterials and collectors with the purpose of
identifying mobility improvements and develop a capital plan to facilitate efficient
transportation movements of goods and services.
• Conduct daily and peak hour turning movement counts for vehicular traffic as well as for
bicycle/ pedestrians. These counts can be either manual or automated.
The Mayor and City Commission at its May 13, 2009 meeting authorized the Administration to issue
an RFO for general transportation planning and traffic engineering consulting services, on an as-
needed basis. The contract resulting from the RFQ will be for a period of four (4) years with atwo-
yearrenewal option.
RFO PROCESS
Upon final approval from the Public Works Department, RFQ No. 55-08/09 was issued on July 30,
2009, and the Procurement Division e-mailed, as well uploaded the RFO to BidSync and BidNet,
sending notifications to over 130 firms. This outreach resulted in the receipt of eighteen (18)
proposals being received on the due date of September 10, 2009, from the following firms:

Pursuant to Mercedes Lamazares being out of the office for a period of time prior to the scheduled
Committee meeting, Henry Stolar was notified on November 30, 2009 and agreed to serve on the
Committee in her place. On the morning of the Committee meeting, Frank Kruszewski notified
Procurement that he was unable to participate due to a fire in his building the day before.
The Committee convened on December 14, 2009, whereby Henry Stolar went on record to say he
had not read the proposals and was not prepared to discuss, score and rank them. Mr. Stolarwas
thereby excused by Procurement from participating on the Committee. The balance of the
Committee was provided with an overview of the project, information relative to the City's Cone of
Silence Ordinance and the Government in the Sunshine Law. Jo Asmundsson was nominated as
chairperson of the Committee.
The Committee was instructed to score and rank each proposal pursuant to the evaluation
criteria established in the RFQ, with the intent ofshort-listing the eighteen proposals to determine
which firms would be requested to attend a follow on meeting to be interviewed by the Committee.
The established evaluation criterion was as follows, for a total possible of 100 points:
• 15 points -The experience, qualifications and (portfolio) of the Principal firm;
• 20 points -The experience, qualifications and (portfolio) of the Project Manager;
• 10 points -The experience and qualifications of the professional personnel assigned to
the Project Team;
• 5 points -Project Approach;
• 5 points - Willingness to meet time and budget requirements as demonstrated by past
performance;
• 5 points -Certified minority business enterprise participation; Either the Prime
Consultant or the sub-Consultant team may qualify for proof of certification for minority
business enterprise participation. Accepted minority business enterprise certifications
include the Small Business AdminisVation (SBA), State of Florida, or Miami-Dade
County.
