A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, REGARDING THE
PORT OF MIAMI DREDGING PROJECT; THE METHOD OF
FUNDING FOR THE PORT OF MIAMI DREDGING PROJECT,
AND ANTICIPATED REVENUES GENERATED BY THE PORT
OF MIAMI ENHANCEMENT PROJECT, AND, SPECIFICALLY,
HOW SUCH REVENUES ARE TO BE UTILIZED WITHIN MIAMI-
DADE COUNTY; AND MITIGATION OF IMPACTS ON THE CITY
OF MIAMI BEACH ATTRIBUTABLE TO THE PORT OF MIAMI
DREDGING PROJECT.
WHEREAS, Miami-Dade County anticipates the dredging of the Port of Miaml
conunenciny in 2012; and
WHEREAS, the Port of Miami Dredyiny Project (the Project) is beiny undertaken
in order to allow the Port to be used by a new and laryer class of raryo vessels that will
be seekiny Port access upon completion of Panama Canal improvements in
approximately 2014; and
WHEREAS, the Project (both throuyh dredyiny and throuyh other infrastructure
improvements) is intended to preserve and to expand approximately $17 billion dollars in
ewnornic impact to the Miami area, as well as 176,000 johs and current Port inrome of
$101 million dollars, making such Project beneficial to South Florida; and
WHEREAS, it is anticipated that the Project together with other enhancements
will allow the Port of Miami to be competitive and more profitable; and
WHEREAS, the projected net new revenues io the Port of Miami derived from
the Project, and the Intended use for such excess revenues, has not been widely
discussed; and
WHEREAS, as a direct result of the Project, it is necessary to relocate an
existing 54 inch sanitary sewer line passing from Miarni Beach, under Government Cut
to Virginia Key; and
WHEREAS, the relocation of the existing 54 inch sanitary sewer line was
originally to be accomplished with a 12 foul utility tunnel, estimated to cost approximately
$197 million dollars; and
WHEREAS, the Project timeline has necessitated that the Miami-Dade Cuunly
Water and Sewer Department (WASD) expedite the relocation of the existing 54 inch
sewer line by substituting a project that will only replace, in kind, the Ci4 inch sanitary
sewer line deeper under Govemment Cut, at a cost of approximately $45 million dollars;
and
WHEREAS, the costs of the relocation of the existing water and sewer lines was
not included as a component of [he Project, and
WHEREAS, the cost of the reloc;aled sanitary sewer line under Government Cut
is expected to be paid by WASD throuyh user rates; and
WHEREAS, the new sanitary sewer line relocation project also raises a question
as to if, and when, the originally anticipated utility tunnel project will be completed: and
WHEREAS, this leaves the City of Miami Beach exposed to a potentially
unnecessary expenditure of S15 million dollars to wmplete a sanitary sewer system
booster pump station project.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE
CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, as follows:
1.) That Miami-Dade County be encouraged to both disclose and to discuss the
arnounl of excess revenue which is anticipated to be generated by the Port of Miami as
a result of the Project, and how those revenues will be used by Miami-Dade County; and
2.) Thal the Miarni-Dade County Board of Commissioners be encouraged to
disperse some portion of those revenues, in a proportionate share, to all municipalities in
Miami-Dade County; and
3.) Thal the Miarni-Dade County Board of Commissioners be encouraged to have
the cost of the 54 inch sanitary sewer line under Government Cut be paid as a part of
the Project and not borne by the rate payers in Miami-Dade County (as the Protect is the
cause for relocation); and
4.) That the Miarni-Dade County Board of Commissioners be encouraged to enter
into an agreement with the City of Miami Beach committing to build the original utility
tunnel by a time certain, thereby relieving the City of Miami Beach of the need to build a
$15 million dollar booster pump station, (or, in failing to build the utility tunnel at the
appropriate future date, assuming the responsibility to finance and build the sewer
booster pump station, as the change in design for the utility tunnel prompted by the
Project may cause the negative impact on the City of Miami Beach of having to build an
otherwise unnecessary $15 million dollar sewer booster pump station).
