OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO RESPOND TO A REQUEST FOR
INFORMATION (RFI) BY GOOGLE, INC., FOR CONSIDERATION OF MIAMI

ANALYSIS
On February 10, 2010, Google Inc. announced plans to launch an experiment to make
Internet access better and faster, through an "ultra-high speed" broadband network.
Google intends to develop these networks in one or more trial locations across the
country, to deliver Internet speeds more than 100 times faster than what most Americans
currently have access to. The proposal is to provide one (1) gigabit per second fiber to
the home connections, at a competitive price, to at least 50,000 (and potentially up to
500,000) people.
Google is asking local governments to express their interest in being selected to
participate in the fiber optic trial and to provide information regarding their communities
by completing a Request For Information (RFI). The deadline for submission of the RFI
is March 26, 2010. Responses will be evaluated and ranked by a selection team
designated by Google for that purpose. Upon completion of Google's evaluation, Google
will provide information about the responses and the next steps. As one possible
outcome of the RFI, a short list of responding communities may be asked to provide
further information. Google also plans to consult with local government organizations
and conduct site visits and meetings with local officials prior to announcing their final
decision.
Google intends to use the RFI to identify interested communities and to assess local
factors that will impact the efficiency and speed of the deployment, such as the level of
community support, local resources, weather conditions, approved construction methods
and local regulatory issues. Google will also consider broadband availability and speeds
that are already offered to users within a community.

should be seriously considered as a trial location by Google. The Administration
recommends that the Mayor and City Commission adopt the Resolution, authorizing the
submission of a response to the Request for Information by Google, Inc.
