A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OF THE CITY
MANAGER, PURSUANT TO REQUEST FOR QUALIFICATIONS (RFQ) NO. 10-
09/10, FOR PLANNING, DESIGN, BID, AWARD AND CONSTRUCTION
ADMINISTRATION SERVICES FOR THE PROPERTY MANAGEMENT FACILITY
PROJECT; AND AUTHORIZING THE ADMINISTRATION TO ENTER INTO
NEGOTIATIONS WITH THE TOP-RANKED FIRM, WOLFBERG ALVAREZ; AND
SHOULD THE ADMINISTRATION NOT BE ABLE TO SUCCESSFULLY
NEGOTIATE AN AGREEMENT WITH THE TOP-RANKED FIRM, AUTHORIZING
THE ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED FIRM,
ZYSCOVICH; AND SHOULD THE ADMINISTRATION NOT BE ABLE TO
NEGOTIATE AN AGREEMENT WITH THE SECOND-RANKED FIRM,
AUTHORIZING THE ADMINISTRATION TO NEGOTIATE AN AGREEMENT WITH
THE THIRD-RANKED FIRM, BORRELLI & PARTNERS.
WHEREAS, on September 09, 2009, the Mayor and City Commission approved the
issuance of Request for Qualifications (RFQ} No. 10-09/10, for Design, Bid, Award and
Construction Administration Services for the Property Management Facility Project (the
"RFQ"); and
WHEREAS, the relocation of the Property Management Facility to a site outside of
Flamingo Park has been a longstanding goal of both Flamingo neighborhood residents and
the City; and
WHEREAS, after completing an extensive evaluation, the Administration has made
the determination to relocate Property Management to the 24,000 square foot City-owned
property located at 1833 Bay Road; and
WHEREAS, on January 4, 2010, the RFQ was issued and notices were viewed by
over 130 firms, which resulted in the receipt of 23 proposals from Architeknics, Astorino,
URS, Revuealta, MCHarry Associates, Zyscovich, STA Architectural, PBS&J, Wolfl~erg
Alvarez, BEA Architects, Borrelli & Partners, Chisholm, Kobi Karp, Beilinson Gomes, Gum
Matute, Ben Lopez & Assoc., Urban Architects, Borges & Assoc., SBLM Architects, TWR
Engineers, Inc., LIVS Associates; and
WHEREAS, on February 5, 2010, the City Manager, via a Letter to Commission
(LTC) No. 038-2010, appointed an Evaluation Committee (the "Committee) consisting of the
following individuals:
• Mario Gonzalez-Pola, Senior Capital Projects Coordinator, CIP;
• John Toledo, Interim Director, Property Management;
• Thomas Mooney, Design & Preservation Manager, Planning Department;
• Ratree Miros, Engineer/Teacher, Leadership Graduate;
• Mark Craven, Sales, Leadership Graduate; and
WHEREAS, on February 25, 2010, the Committee convened to' shortlist, score and
rank the 21 responsive proposals; and
WHEREAS, based on the scoring and ranking, the Committee unanimously
recommended interviewing the top-ranked five (5) firms; and
WHEREAS, on March 1, 2010, the Committee reconvened for presentations from the
top-ranked five (5) firms; and
WHEREAS, the Committee unanimously ranked Wolfberg Alvarez, as the top-ranked
firm; Zyscovich as the second-ranked firm; and Borrelli & Partners as third-ranked firm; and
WHEREAS, the City Manager has reviewed and concurs with the Evaluation
Committee's recommendation.
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission hereby accept the recommendation of the City Manager, pursuant to Request
for Qualifications (RFQ) 10-09/10, for Design, Bid, Award and Construction Administration
Services for the Property Management Facility Project; and authorizing the Administration
to enter into negotiations with the top-ranked firm, Wolfberg Alvarez; and should the
Administration not be able to successfully negotiate an agreement with the top-ranked firm,
authorizing the Administration to negotiate with the second-ranked firm, Zyscovich; and
should the Administration not be able to negotiate an agreement with the second-ranked
firm, authorizing the Administration to negotiate an agreement with the third-ranked firm
Borrelli & Partners.

residents rated Ca ital Im rovement Projects as excellent or ood.

notices to 156 prospective proposers of which 19 viewed the documentation; BidSync sent notices to
1162 prospective proposers of which 108 viewed the documentation; which resulted in the receiptof23
proposals.
The City Manager, via a Letter to Commission (LTC) No.038-2010, appointed an Evaluation Committee
(the "Committee"). On February 25, 2010, the Committee convened to shortlist, score and rank the 21
responsive proposals. A motion was presented by Chairperson, Thomas Mooney, seconded by John
Toledo and unanimously approved by all Committee members to invite for interviews the five (5) top-
ranked proposers who scored less than 40 aggregate points based on the total scores and rankings.
On March 1, 2010, the Committee reconvened for presentations. Based on the scores and rankings of
the Committee members, a motion was presented by Thomas Mooney, seconded by Mario Gonzalez-
Pola, and was unanimously approved by the Committee to recommend Wolfberg Alvarez, as top-
ranked, Zyscovich as second-ranked, and Borrelli 8~ Partners as third-ranked.

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
On September 09, 2009, the Mayor and City Commission approved the issuance of
Request for Qualifications (RFQ) No. 10-09/10, for Design, Bid, Awarrd and Construction
Administration Services for the Property Management Facility Project (the "RFD").
The relocation of the Property Management Facility to a site outside of Flamingo Park
has been a longstanding goal of both Flamingo neighborhood residents and the City.
After completing an extensive evaluation, the Administration has made the determination
to relocate Property Management to the 24,000 square foot City-owned property located
at 1833 Bay Road.
The program requirements for the Property Management yard and facility are as follows:
Building Requirements:
• Administrative offices
• Workshops (A/C -Refrigeration, Electrical, Plumbing, Carpentry, Painting)
• Parts inventory warehouse
• Record storage
• Material storage

• Locker rooms / restrooms
Yard Requirements:
• Outside storage area for playground equipment and other large items
• Lay-down area for small construction activities
• Loading area
• Oversized vehicle parking
The parking needs of the Division will be addressed in the proposed Sunset Harbour
Garage, located across the street at 1840 Bay Road. The proposed garage will provide
approximately 104 parking spaces for Property Management Division vehicles with a
clearance height below 7'2". Oversized vehicles will be parked at the proposed Property
Management Facility.
On April 22, 2009, the Mayor and City Commission passed an Ordinance amending the
City Code of the City of Miami Beach, providing for City mandatory participation in the
Leadership in Energy and Environmental Design (LEED) Certification Program for new
construction or substantial renovations. The selected Consultant shall integrate building
materials and methods that promote environmental quality, economic vitality, and social
benefit through the construction and operation of the built environment in accordance
with the US Green Building Council LEED Standard. The final project shall meet at a
minimum the LEED Silver rating, with higher rating levels encouraged.
RFQ PROCESS
On January 4, 2010, the RFQ was issued with an opening date of February 4, 2010. A
Pre-proposal meeting to provide information to prospective proposers was held on
January 14, 2010. BidNet sent notices to 156 prospective proposers of which 19 viewed

During the review for responsiveness process performed by the Procurement Division,
the following two (2) proposals were deemed non-responsive:
• TWR Engineering, via email dated February 22, 2010, stated that due to time
constraints would not be able to complete requisite documentation (failed to
submit all qualification documentation pp. 21-31 of the RFQ) when requested, as
well as the Risk Assessment Plan, as required by the RFQ.
• LIVS Associates, via email dated February 22, 2010, stated that they would not
provide the Risk Assessment Plan, as required by the RFQ.
EVALUATION PROCESS
On February 25, 2010, the Committee convened to shortlist, score and rank the
proposals. The Committee unanimously agreed to nominate Thomas Mooney as
Committee Chair. In determining the best qualified firms, the Committee discussed each
firm's proposal according to the criteria as set forth in the RFQ.
The Committee proceeded to shortlist the firms for interviews based on the following

Furthermore, the Committee unanimously agreed to ask the firms presenting, to address
and discuss their methodology and approach, similar project(s), risk assessment, and
conceptual ideas in a general manner given the limited information available as of yet,
and to have each firms' Project Manager and Lead Designer present.
On March 1, 2010, the Committee reconvened for presentations from the five (5) top-
ranked firms. In the Committee's discussion, it was unanimously agreed that having the
capability of in-house qualitiy control and designers gave the firm an added benefit cost
wise as well as for timeline purposes.
After the presentations the Committee proceeded to deliberate and score and ranked the
proposers as follows:

Based on the scores and rankings of the Committee members, a motion was presented
by Thomas Mooney, seconded by Mario Gonzalez-Pola, and was unanimously approved
by the Committee to recommend Wolfberg Alvarez, as top-ranked, Zyscovich as second-
ranked, and Borrelli & Partners as third-ranked.
AGREEMENT
The results of the Negotiated Agreement to include total cost will be presented to the
Mayor and City Commissioner at a regularly scheduled City Commission meeting.
CONCLUSION
The Administration recommends that the Mayor and City Commission adopt the
attached Resolution accepting the recommendation of the City Manager pursuant to
Request for Qualifications (RFQ) No. 10-09110, for Design, Bid, Award and
Construction Administration Services for the Property Management Facility Project;
and authorizing the Administration to enter into negotiations with the top-ranked firm,
Wolfberg Alvarez; and should the Administration not be able to successfully negotiate
an agreement with the top-ranked firm, authorizing the Administration to negotiate with
the second-ranked firm, Zyscovich; and should the Administration not be able to
negotiate an agreement with the second-ranked firm, authorizing the Administration to
negotiate an agreement with the third-ranked firm Borrelli & Partners.
