2010-27346 ResoRESOLUTION No. 2010-27346 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND CITY CLERK TO APPROPRIATE FUNDS IN THE AMOUNT OF $496,498 TO ESTABLISH WATER MAIN FIRE FLOW REDUNDANCY OUTSIDE THE NEIGHBORHOOD IMPROVEMENTS PROGRAM ALONG COLLINS AVENUE FROM 41 sr TO 44r" STREETS; FROM THE 2010 WATER AND SEWER BONDS. WHEREAS, based upon recent development in the area, the Public Works Department identified a need to upgrade the water main along Collins Avenue from 41St to 44th Streets; and WHEREAS, the proposed water main enhancements will improve pressure and flow in the area to provide required flows in this area adequate for fire fighting; and WHEREAS, the City designed an upgraded water main in-house that will provide an improved level of service; and WHEREAS, the upcoming Florida Department of Transportation rehabilitation of Collins from 26th to 44th Streets Project necessitates and expedited construction schedule of the water main improvements; and WHEREAS, a Job Order Contract proposal has been negotiated and reviewed by City staff, including the Special Assistant to the City Manager, and that it is believed to be fair and reasonable and under the City's estimate. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to appropriate funds in the amount of $496,498 for the Water Main Improvements along Collins Avenue from 41St to 44~' Streets, from the 2010 Water and Sewer Bonds. Issue: Shall the Cit Commission a rove the funds a ro riation for the ro~ect? item summa The recent construction at the Fontainebleau and Eden Roc Hotels prompted the City to re-evaluate the existing water system's capacity to sustain the redundancy of the regional transmission service for the area. Computer modeling and fire flow testing of the water system indicates that a 12-inch water main in lieu of the 10" cast iron water main will provide adequate redundancy to maintain required fire flows to this area for firefighting purposes. Since the location of the currentwater main is within an FDOT road, the programming of this water line was never part of the neighborhood improvement projects. Water mains within County roads are also not part of the neighborhood improvement projects. The City has prioritized this ~roject due to an upcoming FDOT roadway rehabilitation project on Collins Avenue between 26'n and 44 n Streets. The project was designed in-house (saving the City an estimated $30,000 in engineering design fees) and by obtaining a Job Order Contract (JOC) proposal from a contractor performing similar work on adjacent streets. City staff requested a JOC proposal from Ric-Man International because this firm is doing similar work adjacent to the project site. The proposal was reviewed by City staff including the Special Assistant to the City Manager. The original construction cost proposal for this scope of work was $452,137. After negotiations and revisions to the scope, Ric-Man International submitted an acceptable proposal with a construction cost of $443,449. Including contingency and JOC fees, the total cost is $496,498. If approved, the work will be completed by the end of May 2010. Recent development on Indian Creek Drive north of 44th Street prompted the City to reviewthe current redundancy of the regional water transmission service provided to the area. The work will be completed by the end of May 2010. CONCLUSION The Administration recommends that the Mayor and City Commission authorize the City to appropriate funds in the amount of $496,498 for the Water Main Improvements along Collins Avenue from 415` to 44`h Streets; with funding from the 2010 Water and Sewer Bonds.
