A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR
AND CITY CLERK TO EXECUTE A LOCALLY FUNDED AGREEMENT WITH
THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR THE
CONSTRUCTION OF BI-DIRECTIONAL BIKE LANES ON 5T" STREET, FROM
LENOX AVENUE TO COLLINS AVENUE, AND STAMPED ASPHALT
CROSSWALKS ON 5T" STREET, FROM ALTON ROAD TO COLLINS
AVENUE, AS PART OF THE FDOT 5T" STREET ROADWAY IMPROVEMENT
PROJECT (UNDER FINANCIAL PROJECT NUMBER 414636-1 ); FURTHER
APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A
MAINTENANCE MEMORANDUM OF AGREEMENT AND A FINANCIAL
MEMORANDUM OF AGREEMENT WITH FDOT FOR THE CROSSWALKS.
WHEREAS, State Road A1A, 5th Street, is a federal classified Principal Urban Arterial under
the jurisdiction of the Florida Department of Transportation (FDOT); and
WHEREAS, improvements along 5th Street are currently listed as Financial Project Number
414636-1 in the Metropolitan Planning Organization 2009-13 Transportation Improvement Plan;
and
WHEREAS, the project work plan for the milling and resurfacing from West Avenue to
Collins Avenue includes the replacement of damaged sidewalks and curb and gutters, upgrades
to pedestrian ramps to comply with ADA standards, the installation of countdown and audible
pedestrian signals, and the implementation of safety recommendations; and
WHEREAS, FDOT has scheduled construction to begin on April 25, 2011, with an estimated
completion by October 25, 2011; and
WHEREAS, the City has requested that FDOT modify the scope of work to include four foot
(4') dedicated bike lanes along both sides of 5th Street, from Lenox Avenue to Collins Avenue,
and stamped asphalt crosswalks on 5`h Street, from Alton Road to Collins Avenue; and
WHEREAS, the additional cost to the project for the requested bike lanes is estimated to be
$157,224; of this amount, $78,612 will be funded with County Incentive Grant Program funds
and $78,612 must be funded with a local match; and
WHEREAS, the additional cost to the project for the requested crosswalks is estimated to be
$163,833.00; and
WHEREAS, in order to proceed with the aforestated additional work, the Administration
requests approval of the Locally Funded Agreement (LFA) with FDOT, as well as two (2)
accompanying agreements: a Maintenance Memorandum of Agreement, and a Financial
Memorandum of Agreement ;and
WHEREAS, FY 2006/07 People's Transportation Plan (PTP) funds in the amount of
$153,383 previously appropriated in the FY 2007/08 Capital Budget are available as the local
match for the bike lanes, and FY 2008/09 PTP funds previously appropriated in the FY 2009/10
Capital Budget and FY 2006/07 South Pointe Capital Funds in the amount of $10,500 previously
appropriated in the FY 2006/2007 Capital Budget are available for the City's contribution for the
crosswalks
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve
and authorize the Mayor and City Clerk to execute a Locally Funded Agreement with the Florida
Department of Transportation (FDOT) for the construction of bi-directional bike lanes on 5th
Street, from Lenox Avenue to Collins Avenue, and stamped asphalt crosswalks on 5th Street,
from Alton Road to Collins Avenue, as part of the FDOT 5th Street Roadway Improvement
Project (under Financial Project Number 414636-1 ); further approving and authorizing the City
Manager to execute a Maintenance Memorandum of Agreement and a Financial Memorandum
of Agreement with FDOT for the crosswalks.

results (often mentioned as a Key Quality of Life Issue). 24% of residents rated traffic flow as excellent or good, and
37% as poor. 35% of residents rated the availability of pedestrian trails and bicycle paths/lanes as excellent or good, and
30% as oor.

Avenue will eventually connect with the bike lanes that will be constructed on Ocean Drive from 5`" Street to South Pointe
Drive as part of the South Pointe Streetscape Improvement Project, as well as with an off-road multi-use recreational
path that is currently under design adjacent to the sand dunes from Ocean Drive to South Pointe Drive.
The additional cost to the project for the requested bike lanes is estimated to be $157,224. In September 2006, the City
applied for and received County Incentive Grant Program funds to pay for the construction of bike lanes requested in
FDOT's project. This funding requires a 50% local match that must be provided by the City to FDOT through the
execution of a Locally Funded Agreement (LFA) with FDOT. FY 2006/07 People's Transportation Plan funds in the
amount of $78,612 that were previously appropriated in the FY 2007/08 Capital Budget are available to provide the 50%

FUNDING
The total cost for the construction of the bike lanes along 5th Street, from Lenox Avenue to Collins
Avenue is $157,224, of which $78,612 will be paid with County Incentive Grant Program funds that
require a 50% local match to be provided by the City. This Resolution is approving the City's 50%
match in the amount of $78,612 through the use of FY 2006/07 People's Transportation Plan (PTP)
Funds previously appropriated in the FY 2007/08 Capital Budget. It is also approving $163,883 forthe
construction of crosswalks along 5th Street, from Alton Road to Collins Avenue, from which $153,383
will be paid with FY 2008/09 PTP Funds previously appropriated in the FY 2009/10 Capital Budget and
$10,500 will be paid with FY 2006/07 South Pointe Capital Funds previously appropriated in the FY
2006/07 Capital Budget.
ANALYSIS
State Road A1A, 5th Street, is a federal classified Principal Urban Arterial under the jurisdiction of the
Florida Department of Transportation (FDOT). The 5th Street corridor is asix-lane divided roadwaywith
a landscaped median, curb, gutter, and sidewalk on both sides of the road running in the east-west
direction. The land-uses along the corridor include a mix of residential, commercial and recreational
facilities.
Improvements along 5`h Street are currently listed as Financial Project Number 414636-1 in the
Metropolitan Planning Organization 2010-14 Transportation Improvement Plan. The project work plan
for the milling and resurfacing from West Avenue to Collins Avenue includes the replacement of
damaged sidewalks and curb and gutters, upgrades to pedestrian ramps to comply with ADA
standards, the installation of countdown and audible pedestrian signals, and the implementation of
safety recommendations. FDOT has scheduled construction to begin on April 25, 2011, with an
estimated completion by October 25, 2011.

The City has requested that FDOT modify this scope of work to include 4-ft dedicated bike lanes along
both sides of 5th Street from Lenox Avenue to Collins Avenue (see Attachment 1). To accomplish this,
the existing 12-ft travel lanes need to be reduced to 11 feet. The requested bike lanes are consistent
with the City's Atlantic Greenway Network (AGN) Master Plan, which was adopted by the City
Commission on October 17, 2007 (see Attachment 2). The bike lanes will provide a major east-west
connection in the South Beach Neighborhood, providing direct access to important destinations for
bicyclists, such as the new 5th and Alton shopping center and nearby schools and parks.
The bike lanes on 5th Street from Lenox Avenue to Collins Avenue are part of the first phase of bicycle
improvements in the AGN Master Plan. As part of the second phase, a future City project will be
recommended to construct bicycle facilities on 5'h Street from Collins Avenue to Ocean Drive in orderto
provide a safe connection to other existing and planned bicycle facilities in the surrounding area. This
future project proposes either to restripe the roadway to accommodate for bike lanes or to restripe the
intersection at 5ch Street and Collins Avenue so that bicyclists can safely connect to the existing wide
sidewalks and use them as a shared use bicycle path. Bike lanes will be constructed in the future on
Ocean Drive from 5th Street to South Pointe Drive as part of the South Pointe Streetscape Improvement
Project, as well as a future off-road multi-use recreational path that is currently underdesign adjacentto
the sand dunes from Ocean Drive to South Pointe Drive.
The additional cost to the project for the requested bike lanes is estimated to be $157,224. In
September 2006, the City applied for and received County Incentive Grant Program (CIGP) funds to
pay forthe construction of the bike lanes requested in FDOT's project. The CIGP funds will be provided
directly to FDOT by the grantor. This funding requires a 50% local match that must be provided by the
City to FDOT through the execution of a Locally Funded Agreement (LFA) with FDOT (See Attachment
3). FY 2006/07 People's Transportation Plan funds in the amount of $78,612 that were previously
appropriated in the FY 2007/08 Capital Budget are available to provide the 50% match.
The City also requested that FDOT modify this scope of work to upgrade the standard crosswalk
striping currently provided in the project to a textured stamped asphalt pattern that is aesthetically
appealing and highly visible for motorists and pedestrians (see Attachment 1). Although state roads do
not require a formal application and approval from the City's Historic Preservation Board (HPB),
because 5th Street lies within a historic district, FDOT presented the 5th Street Roadway Improvement
Project to the HPB on February 9, 2010. At this meeting, HPB members passed a resolution that
recommended paver crosswalks along 5th Street. The resolution states that if this is not financially
feasible, then stamped asphalt crosswalks would be recommended in place of standard crosswalks.
The Planning Department was requested to be a part of the review and approval process for the final
pattern and color of the stamped asphalt crosswalks. Planning Department staff has requested that the
crosswalks consist of an English Cobblestone pattern and a Raspberry Red color. Although of a
different pattern than the brick herringbone utilized on other intersections in the City located outside of
an historic district, the concept of a reddish colored stamped asphalt crosswalk will remain the same.
The additional cost to the project for the stamped asphalt crosswalks will be $163,883. This funding has
been included in the LFA. Pursuant to Section 2(g) of the LFA, the City is also required to enter into a
Maintenance Memorandum of Agreement and a Memorandum of Agreement with FDOT for the
crosswalks only (See Attachment 4 and Attachment 5.
