2010-27369 ResoRESOLUTION NO. 2010-27369 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, APPROVING AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE A MAINTENANCE MEMORANDUM OF AGREEMENT WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION (FDOT) FOR PEDESTRIAN AND LANDSCAPE IMPROVEMENTS ON 71St STREET, FROM WEST BAY DRIVE TO 50 FEET WEST OF COLLINS AVENUE, AS PART OF THE FDOT 71ST STREET ROADWAY IMPROVEMENT PROJECT (UNDER FINANCIAL PROJECT NUMBER (FPN) 419825-1 ). WHEREAS, State Road (SR) 934/Normandy Drive/715` Street is a federal classified Principal Urban Arterial under the jurisdiction of the Florida Department of Transportation (FDOT); and WHEREAS, improvements along SR 934 are divided into the following four projects in the Metropolitan Planning Organization 2010-14 Transportation Improvement Plan (TIP): Normandy Drive, from West Bay Drive to Rue Notre Dame; Normandy Drive, from Rue Notre Dame to East Bay Drive; 71S` Street, West Bay Drive to East Bay Drive; and 71St Street, from East Bay Drive to 50 feet west of Collins Avenue; and WHEREAS, construction is scheduled to begin along Normandy Drive and 71St Street from West Bay Drive to 50 feet west of Collins in November 2010 with an estimated completion by September 2011; and WHEREAS, the scope of work for all four projects will include the milling and resurfacing of the roadway and the reconstruction of pedestrian ramps to comply with American with Disabilities Act (ADA) standards, as well as other roadway and pedestrian improvements; and WHEREAS, the City has requested that FDOT modify this scope of work to include the installation of planters with sod, sidewalk pavers, and pedestrian crosswalks that are of a certain style consistent with previous Citywide applications at other intersections, such as along 41st Street from Alton Road to Pine Tree Drive; and WHEREAS, FDOT has included the additional improvements at no additional cost to the City; however the City will be responsible for the maintenance of the upgraded crosswalks and landscaping improvements, which will require the execution of a Maintenance Memorandum of Agreement (MMOA) with FDOT; and WHEREAS, the Administration recommends that the Mayor and City Commission approve a MMOA with FDOT for pedestrian and landscape improvements on 715` Street, from West Bay Drive to 50 feet west of Collins Avenue, as part of the FDOT 71S` Street Roadway Improvement Project. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and authorize the Mayor and City Clerk to execute a Maintenance Memorandum of Agreement with the Florida Department of Transportation for pedestrian and landscape improvements on 71S` Street, from West Bay Drive to 50 feet west of Collins Avenue, as part of the FDOT 71St Street Roadway Improvement Project (under Financial Project Number (FPN) 419825-1 ). The North Shore Streetscape Improvement Project was acommunity-initiated project that included decorative sidewalk pavers, crosswalks, landscaping and lighting throughout the commercial areas of North Beach. The capital improvements were funded by assessments on the property owners, which are still being collected in yearly increments today. FDOT agreed to maintain this commitment to the community and replace the decorative crosswalks and those sidewalk pavers that will be disturbed by the ADA ramp construction at no cost to the City. At the request of the City, FDOT is adding bulbouts at several intersections to increase pedestrian safety. Some of these new bulbouts will have planters that will be maintained by the City. All pedestrian crosswalks will consist of a stamped asphalt material which will also be maintained by the City. THE ADMINISTRATION RECOMMENDS APPROVAL OF THE RESOLUTION. Normandy Drive from Rue Notre Dame to East Bav Drive: The conversion of Rue Vendome to a one-way came as a result of a study conducted by FDOT to address safety concerns on Rue Vendome between Normandy and 71s` street. This improvement was proposed based on the crash analysis and the crash patterns identified in the collision diagrams, to eliminate conflicts between westbound to southbound traffic and northbound to westbound traffic, and conflicts between eastbound to westbound turn around traffic and westbound to southbound traffic. As a result of the study the conversion to one-way northbound will be implemented as is now part of the plans. In addition other work includes: restriping of travel lanes between East Bay Drive and Rue Versailles in order to accommodate a 4-foot bike lane along this block; installation of high emphasis crosswalks and a pedestrian countdown signal head and push button on the west side of the intersection of Normandy Drive and Rue Versailles; and the modification of the existing island on the west side of East Bay Drive. • 715` Street from West Bav Drive to East Bay Drive: cross slope correction; a new 4-foot bike lane from Biarritz Drive to Rue Notre Dame; and new stamped asphalt crosswalks at the intersection of Rue Vendome and 7152 Street. • 71st Street from East Bav Drive to 50 feet west of Collins Avenue: installation of bulb outs, stamped asphalt crosswalks, landscaping planters at certain locations; drainage improvements to address existing flooding; cross slope corrections; new 4-foot bike lanes from East Bay Drive to 110 feet east of Byron Avenue; and a new mast arm for the traffic signal at Indian Creek Drive. The City has been responsible for maintaining the upgraded sidewalks, crosswalks and landscaping in the North Beach commercial districts since the North Shore Streetscape Improvement Project was installed in the mid-1990's. This proposed maintenance agreement is an update to reflect the FDOT project that will be constructed in 2010-2011. City staff does not foresee any maintenance related expenditures for the first two years after completion of the improvements indicated as part of this agreement. This will require the execution of the following: Planters: • Intersections of 71st at Dickens Avenue, Carlyle Avenue, Byron Avenue, Abbott Avenue, Bay Drive East. • Median Island on the south side of 7151 Street at Bonita Drive. Commission Memorandum - 71ST Street MMOA April 14, 2010 Page 3 of 3 Sidewalk Pavers: • Intersections of 71St Street at Rue Vendome, Bay Drive East, Bonita Drive, Indian Creek Drive, Byron Avenue, Abbott Avenue and Harding Avenue. • Intersections of Normandy Drive at Rue Notre Dame, Rue Versailles and Rue Vendome. Specialty Surface Crosswalks: • Normandy Drive at Rue Vendome • Intersections of 71St Street at Rue Vendome, Bonita Drive, Dickens Avenue, Carlyle Avenue, Byron Avenue, Harding Avenue and Abbott Avenue.
