The purpose of this LTC is to inform you that the Planning Department will hold two
community workshops on Wednesday, May 5, 2010 on the proposed North Beach Town
Center zoning amendments. The two meetings will be held at:
4:00 - 5:30 PM at the Shane Rowing Center, 6500 Indian Creek Drive
(or businesses and property owners)
6:30 - 8:00 PM at the North Shore Youth Center, 501 72 Street
The proposed North Beach Town Center zoning amendments are a direct result of the
Master Plan for the North Beach Town Center, which was developed during numerous
community workshops and adopted by the City Commission in July 2007. The purpose of
these meetings is to give residents and property owners an additional opportunity to team
about the proposed amendments and to ask questions in an informal setting. The zoning
amendments are scheduled for a public hearing at the Miami Beach Planning Board on May
25, 2010.
The proposed zoning code would create a special district called "Town Center" (TC), with
three sub-districts tailored to replace the current CD-3, CD-2 and RM-1 zoning districts. The
TC district is intended to enhance the built environment with custom-tailored land use, urban
design and parking regulations. The area affected by the proposed TC zoning revision is
bounded on the north by 72 Street, on the east by Collins Avenue, on the south by 69 Street
and on the west by the Indian Creek waterway.
The attached flyer will be mailed to all property owners in the affected area and within 375
feet of the affected area. North Beach residents will be notified through the City's other
communications channels.

Community Meeting
Summary of proposed TC Zoning Code
The proposed North Beach Town Center "TC" zoning districts will create new zoning districts specifically
designed to fit the needs of the North Beach Town Center, as defined in the North Beach Town Center
Plan, adopted in July 2007. The area affected by this zoning change is bounded by 72 Street on the
north, Collins Avenue on the east, 69 street on the south, and Indian Creek waterway on the west.
If adopted, there will be 3 new zoning districts as follows:
TC-1 Town Center Core district, which will replace the existing CD-3 commercial district
TC-2 Town Center Mixed-Use district, which will replace the existing CD-2 commercial district
TC-3 Town Center Residential Office district, which will replace the existing RM-1 residential district
Purpose -
• To create a blueprint for developing a vibrant central business district that would support the variety of
quality shopping, services and cultural activity that is desired by residents and visitors.
• Also to attract development of office space to create more employment opportunity for North Beach
residents to live and work in the same community.
• This code follows the principles of Smart Growth - to create a compact, walkable, mixed-use district,
served by public transit, that will encourage less reliance on automobile travel, reduce traffic
congestion and greenhouse gas emissions.
Highlights --
• Existing limits on development intensity (Floor Area Ratio) will be retained
• Retail, restaurant or entertainment uses will be required at the ground level facing 71 Street and
Collins Ave.
• Standards for designing streets, sidewalks and front yards of buildings will be given equal attention
compared to the design of buildings. This is because the quality of the public space is what will
determine the walkability and economic success of the district as a whole.
• A mix of offices, hotels and neighborhood-friendly retail uses will be permissible for the first time in
areas that were formerly limited to residential. This applies to a relatively small area within one block
of 71 Street, but it is intended to activate the area, stimulate reinvestment and provide opportunities for
small businesses to open in the Town Center.
• Waterfront pedestrian walkways and service alleys will be created within required setback areas.
• Parking requirements for new development will be reduced and shared parking will be encouraged in
public lots and garages. Minimum standards for bicycle parking will be added.
