A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AMENDING RESOLUTION NO. 97-
22451, WHICH APPROVED THE CO-NAMING OF THE POLICE
A THLETIC LEAGUE BUILDING AS THE "MIAMI BEACH POLICE
ATHLETIC LEAGUEILEAH AND CHAIM RESNICK CAMPUS"; SAID
AMENDMENT CHANGING THE CO-NAME TO THE "MIAMI BEACH
POLICE ATHLETIC LEAGUE/ABE RESNICK YOUTH RESOURCES
CENTER" .
WHEREAS, on July 2, 1997, the Mayor and City Commission adopted Resolution No. 97-
22450, interpreting certain provisions of Article VI of Chapter 82 of the Miami Beach City Code so
as to allow the "co-naming" or "sub-naming" of public facilities or main streets without adhering to
the provisions in said Chapter which require referendum approval; and
WHEREAS, on July 2, 1997, the Mayor and City Commission adopted Resolution No. 97-
22451, co-naming the Miami Beach Police Athletic League Building, located at 999 11 th Street, as
the "Miami Beach Police Athletic League/Leah and Chaim Resnick Campus"; and
WHEREAS, on June 17, 1998, the Mayor and City Commission adopted Resolution No.
98-22797, prohibiting the further co-naming and sub-naming of City streets and public facilities, but
continuing to allow the existing co-names, as approved prior to the repealer; and
WHEREAS, the Resnick family has requested that the co-name of the building be changed
to the "Miami Beach Police Athletic League/Abe Resnick Youth Resources Center," to honor the
memory of Mr. Abe Resnick, a former Miami Beach City Commissioner and long time supporter
of many charitable causes in the City, who passed away in 1998; and
WHEREAS, the proposed amendment to the former co-name is not inconsistent with the
Mayor and City Commission's prior action, as it is a non-substantive amendment to a co-name that
was properly approved, pursuant to Resolution Nos. 97-22450 and 97-22451.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve an amendment to Resolution No. 97-22451, which approved the co-
naming of the Police Athletic League Building as the "Miami Beach Police Athletic League/Leah
and Chaim Resnick Campus"; said amendment changing the co-name to the "Miami Beach Police
Athletic/ Abe Resnick Youth Resources Center".
PASSED and ADOPTED this 14th day of April, 1999.

Amendment to Resolution No. 97-22451, changing the co-naming of the Miami
Beach Police Athletic League Building from the "Leah and Chaim Resnick Campus",
to the "Abe Resnick Youth Resources Center"

On February 20, 1996, and July 2, 1997, the Mayor and City Commission adopted
Resolution Nos. 96-21897 and 97-22450, respectively, interpreting certain provisions of Article VI
of Chapter 82 of the Miami Beach City Code so as to allow the "co-naming" or "sub-naming" of
public facilities or main streets without a referendum.
On July 2, 1997, by Resolution No. 97-22451, the Mayor and City Commission approved
the co-naming of the "Miami Beach Police Athletic League Building/Leah and Chaim Resnick
Campus." Subsequently, on June 17, 1998, by Resolution No. 98-22797, the Mayor and City
Commission repealed Resolution Nos. 96-21897 and 97-22451, prohibiting the co-naming and sub-
naming of City streets and public facilities.
What is proposed for consideration by the Mayor and City Commission on April 14, 1999
-- a resolution changing the previously approved co-name of the PAL Facility from the "Leah and
Chaim Resnick Campus", to the "Abe Resnick Youth Resources Center" -- would not be in conflict
with the City Commission's prior actions with regard to repealer of co-names and sub-names.

The initial co-name was properly approved by the Mayor and City Commission during such
time as co-names and sub-names were allowed, pursuant to the aforestated Resolutions interpreting
Article VI of Chapter 82 of the City Code. The proposed amendment to ~e current co-name is non-
substantive; the "Resnick" name is still being maintained; however, atlhe request of the Resnick
family, and to honor the memory of recently deceased City Commissioner Abe Resnick, the family
has requested that the surnames be changed from "Leah and Chaim" to "Abe". Additionally, during
such time as co-names and sub-names were allowed pursuant to the aforestated Resolutions, a
limited number (i.e. three) of co-names were actually approved; t~erefore, any "precedent" set by
the City Commission's actions with regard to an amendment to the proposed co-name herein, would
have a very limited scope (i.e. as only applicable to the other two names).

ADMINISTRATION RECOMMENDATION
Adopt the Resolution.
BACKGROUND
In conjunction with the awarding of a bid for the new Miami Beach Police Athletic League Building,
the Resnick family has requested that the name of the building be changed.
In July 1997, the Mayor and City Commission adopted Resolution No. 97-22451, co-naming the
new Miami Beach Police Athletic League Building the "Leah and Chaim Resnick Campus." The
naming of the new building was to recognize the generosity of the Resnick family's financial support
of the Miami Beach Police Athletic League.
Sadly, the patriarch of the family, Mr. Abe Resnick passed away in 1998. Mr. Resnick served the
citizens as a Miami Beach City Commissioner and was a well known supporter of many charitable
causes in the City. The family wishes to honor his memory by renaming the building the "Miami
Beach Police Athletic League Abe Resnick Youth Resources Center."
CONCLUSION
The amendment of the Resolution will authorize the changing of the name of the new Miami Beach
Police Athletic League building to the "Miami Beach Police Athletic League Abe Resnick Youth
