A RESOL~JTION ®F .THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, 'FLORIDA, IN LIGHT OF THE
RECENT OIL R1G DISASTER IN THE GULF. OF MEXICO,
. REITERATING. A'telD 1TS OPPOSITION TO THE APPROVAL OF
OLL DRILLING IN FLORIDA'S WATERS 1N AREAS OTHER
. ~ - THAN THOSE ALREADY APPROVED FOR OIL LEASING AND .
OIL EXPLORATION.
WHEREAS, on September 10, 2008, the. Mayor and City Commission of
Miami .,Beach ,adopted Reso ution no. 2008-26889 urging all. elected officials at
~.. -the County, State and Federal ..levels to oppose legislative attempts to allow off
shore oil- :drillingexpansion past the areas. already apprroved for pre-(easing, '
. leasng:and oii production activities; and
..
. ~ - WHEREAS; the recent incident destroying an oil drilling rig, in the Gulf of,
,..
Mexico: and. resulting in possibly millions of gallons, of oil being spilled in theGulf
and having adverse effects on the Gulf coast, and threatening Florida's coast and
.. .
~. tourist ;economy, reminds us of -.the -not just .potentially but actually disastrous
consequences of oil drilling in and adjacent o Florida waters; and
WHEREAS, prior to this disaster the Ne'w. York Times reported on March
30, 2010 that the federal government announced it~~-was. proposing to open vast
expanses of water along the. Atlantic coastline, the- eastern. Gulf of Mexico and
thenorth coast of Alaska, to oil and natural gas drilling, much of it for the first
. ~ time; and ,
. WHEREAS, President Obama justified-this proposal by~ stating,, according
~.
~to the media: "'The bottom.. Line," [President] Obama said, 'is this: Given our
energy needs, in order, to sustain economic growth, ,produce jobs, and keep our F
.'businesses competitive, we'regoing to need to harness traditional. sources-of fuel.
even as -we ramp up production of new sources of renewab e,. homegrown
energy;,,,_ and
WHEREAS, it should be obvious to everyone reviewing the Gulf disaster
that the. risks and conser~uences of. drilling greatly outweigh-the advantages of
drilling for-.oil near environmentally sensitive and tourist dependent Gulf of Mexico
,.
and Florida resources;. and
WHEREAS, it is our belief that despite technological advances in ~ oil
driU'ing technology, there is no positive-assurance .that further catastrophic
.damage to Florida's coastline, beaches, plant and fish life .could be avoided; and
WHE'REAS`, scientists, reviewing the current disaster predict that due to
the Gulf Loop, a current that is part of the .Gulf Stream system, could drag oi'I
from the Gulf of Mexico through the Florida~Keys and up the state's Atlantic coast
to South Florida; and
- : WHEREAS, the media has reported that at least one scientist believes
. ~ .; =thaf result is inevitable; and -
WHEREAS, Florida Senator B~i11 Nelson in a May 3rd letter to the Inspector
General of the Department of the Interior .asks fora "review [of] the process by
:. - which [Min:eraf Management Service] reviewed and finalized 3.O C'FR §250.515
and all other regulations relevant to blowout preventers and well control's. I ask
'that you determine in your investigation the extent to which the oif and natural
- gas industry exercised influence in the agency's rulemaking process;" and
_ ~ WHEREAS, Iiffing the moratorium on of and gas leasing and drilling in the
:Gulf of 'Mexico and waters, near Florida's 'coasts,: poses an intolerable threat to
- the 'beaches, waterways; and tourist and fishing economies of Florida; and
` WHEREAS, Senator Nelson has also introduced ~ legislation to increase..
the cap on liability for damages, from $75 million to $10 billion, arising from oil
. spills like, has occurred in the Gulf, which is urgently :needed to `protect against
- losses. that are likely to .result .from the spill.

THEREFORE, BE 1T RESOLVED by the Mayor and City Commission of
the ~ City ~of Miami Beach, Florida, .that we ~ (a) AGAIN strongly encourage all
elected. officials at all levels .of government to oppose attempts to .allow offshore
oildrilling in or adjacent to Florida's and other states' waters beyond areas
already approved for pre-leasing, leasing and oil production activities, and that `~
;the moratorium on` oil and gas leasing: and drilling in the Gulf of Mexico and
waters near Florida's coasts not be lifted; ('b) urge that no new drilling ceases, be
approved until such time as the investigation requested by Senator Nelson and
:implementation of-new oversight are complete; (c) urge. that immediate additional
steps are taken to encourage and assist in the. development of alternative
sources of ever
gy; and (d) urge .that the United `States Congress pass the
. legislation introduced by Senator Ne son increasing the cap on liability for
damages from. oil spills.
