APPLICATION: 1) NATIONAL ENDOWMENT FOR THE ARTS., IN AN

AS THE APPLICANT AND THE CITY OF MIAMI BEACH. PROVIDING THE
MATCHING- FUNDS; APPROPRIATING THE ABOVE GRANT AND
MATCHING FUNDS,. IF APPROVED AND ACCEPTE® BY THE CITY, AND
AUTHORIZING THE EXECUTION OF ALL NECESSARY DOCUMENTS
RELATED TO THESE APPLICATIONS
ViIHEREAS, since 1986, the Mayors' Institute on City Design® {MICD) has
helped transform communities through design by preparing mayors to be„the chief urban
designers of their cities; and .
WHEREAS, ~to build on the momentum created by the MICD over its history,'
the Arts ~ Endowment is announcing the NEA Mayors' _ Institute on City Design 25tH
Anniversary Initiative which will award a Limited number of grants to showcase and
celebrate the goals of the MICD during+ its anniversary in 2011.; and
WI~EREAS, .the City of Miami Beach is an eligible applicant for this program
and has submitted a Statement of interest, and has been invited to apply by the NEA;
and.
WI-IEREAS, the Arts Endowment plans to support a variety of projects that may ...
include planning, design and arts engagement activities; and
WHEREAS, the City 'of Miami Beach is an eligible applicant for this program
,and, as required by the grant guidelines, submitted a Statement of .Interest to the~~NEA in
March .2010.. The. City's Statement of Interest .was well-received; and the NEA
. subsequently issued the City with an Invitation to Apply; and
WHEREAS, the City of Miami Beach plans to seek support from the NEA
Mayors' Institute of City Design 25t" Anniversary Initiative for two elements of a visionary
programming and. placemaking effort for its new Lincoln Park, located immediately
adjacent to .the new Frank Gehry-designed campus of the New World Symphony; and
WHEREAS, Lincoln Park is the result of a significant public/private. partnership,
- with the New World Symphony to transform surface parking lots into a vibrant cultural
destination. and connective community meeting place and for this proposal the city is
-extending that partnership to include the Wolfsonian-FIU, Bass Museum of Art, Miami
City Ballet, ArtCenter/South Florida, Miami Design Preservation League, .Jewish
Museum of Florida, Miami Contemporary Dance .Company, Miami. Beach Cinematheque,
Arts at St. John's, Miami Beach Botanical Garden, SoBe Institute of the Arts and the
Miami .Beach .Regional Library; and
WHEREAS, the- project consists of two distinct initiatives: first, to create a series
of outstanding short films, each one featuring one of the abovementioned cultural
partners, for projection on the wall at various times of .might throughout the year; and
.second, to design and implement a social network software and response capacity to
enable us to communicate with, and establish relationships with, the residents and
visitors who enter the park; and
WHEREAS, this second element would enable all of our cultural partners to build
constituencies and to keep in touch with tourists between visits; and
. WHEREAS, this project requires a $1:$1 match and matching funds in the
amount ,of $250,000 will be secured through apublic-private fundraising partnership
between. CMB, its Cultural Arts Council and the Visitors and Convention Authority and
- the Miami Beach Chamber of Commerce and local philanthropists; and
WHEREAS, this project supports the key .intended outcome: maximize Miami
Beach as a destination brand; and

. WHEREAS, approval is requested to submit an application to the .National
Endowment for. the Arts, in an amount not to exceed $250,000 for the NEA Mayors'
Institute on City Design 25t" Anniversary .Initiative for the Lincoln. Park Arts in the Park
multimedia and messaging project; and
WHEREAS, the Knight Foundation is a nonprofit, section 501(c)(3) philanthropic
organization. incorporatEd' in the State of Florida since 1990, when it .moved from Akron,
®hio and the mission of the Knight Foundations is to seek opportunities .that can
transform both communities and journalism, and help them reach their highest potential;
and
WHEREAS, the Administration intends to submit an application to the Knight
Foundation far the Lincoln Park project (described above); and ~ .~ ~ .
WHEREAS, the grant requires a $1:$1 match of funds, if approved, and the
source of matching funds will be secured through apublic-private fundraising partnership
between the City, its Cultural Arts Council and the.Visitors and Convention Authority and
the Miami Beach Chamber of Commerce and local philanthropists; and
WHEREAS, this project supports the key intended outcome: maximize Miami
Beach as a destination brand.
WHEREAS, approval is requested to submit an application to the Knight
Foundation, in an amount not to exceed $2`50,000 for the NEA Mayors' Institute on City
Design 25th Anniversary Initiative for the Lincoln Park Arts in the Park multimedia and
+ messaging project; and
WHEREAS, the Administration also intends ~to submit an application, to the
:Knight Foundation (described above) for funding for Sleepless Night over the next three
. ~ years, November 201.1 -November 2013; anal.
WHEREAS, the grant requires a $1:$1 match of funds, if approved, and the
. source of matching funds will be secured through corporate support; and
WHEREAS, this project supports the key intended ,outcome: maximize Miami
Beach as a des#ination brand; and
WHEREAS, approval is requested to submit an application to the :Knight
Foundation, in an amount not to exceed $450,000 over a period of three years for the
. City's Sleepless Night events from 2011-2013; and
_ WHEREAS, the primary goal of the Assistance to Firefighters Grant (AFG) is to
meet the firefighting and emergency response needs of fire departments and
nonaffiliated emergency medical service organizations; and
WHEREAS, the AFG funding. priorities for Fire Departments are: a) Fire
Operations and_ Firefighter Safety (includes firefighter training, firefighting equipment
acquisitions, .firefighter personal protective equipment, firefighter wellness and fitness,
and modifications to .fire stations and facilities.); and b) Firefighting vehicle acquisition;
and
VVHE~EAS, the City intends to apply to the AFG pragrarYi for funding for city
projects, including but not limited to Automated External Defibrillators (AEDs) and other.
fire-fighting equipment in an amount not to exceed $1,000,000; and
.~ ~ 1f~HE~EAS, the grant requires a 20% match and the source of m~tchir~g funds
. will be determined upon award; and -
. ~ WH~~~AS, the project supports the key intended outcome: maximize efficient
delivery of services; and
~s'HEREAS, approval. is requested to subrrrit an application to Assistance to
Firefighters grant program in an amount not to exceed- $1,0.00,000 for the. City's fire-
rel~~tad needs; and
WHEREAS, the American Recovery and Reinvestment Act (ARRA) provides.
$650 million for the Investing in Innovation Fund (i3) for local school districts and
. nonprofit organizations working with districts or ~ a consortium of -schools that have a
record of improving student achievement and attainment,. to develop fresh ideas, expand
. promising programs, and scale up what works in an effort to dramatically improve our
nation'sschools; and
WHEREAS, specifically, projects ,funded- under i3 will expand the
implementation of -and investment in innovative practices that are demonstrated o have
an impact on improving student achievement or growth for high-need students, closing
achievement gaps, decreasing dropout rates, increasing high school graduation rates,
and increasing .college enrollment and completion rates.
Since local governments are not eligible to apply, IVliami-Dade County Public Schools
will serve as the applicant, and the City will support and partner on the application and
provide. the required 20% match; and
WHEREAS,. on review of this. grant, the City Administration contacted M-DCPS
to recommend that . a proposal be submitted, in partnership with the City for the
Lnternational Baccalaureate (IB) program for grades -K through 12; and- ~ ~ -
WFIEREAS, in response, the 1B program model proposed by M-DCPS for this
application is for elementary and middle. schools, which is a continuum of K through 8
grades only. , M-.DCPS is concurrently applying for another grant from the Department of
Education. M-DCPS staff has advised the city that they will not include Miami Beach
.Senior High School in the i3 grant application because it is included. in the other grant
apptica ion, and they feel that it may jeopardize their chance of being awarded funding. if
they include the High School in both applications to the same funding agency; and
WHEREAS, M-DCPS, in partnership with the City of Miami Beach will apply for
funding for the International Baccalaureate Program, which is part of ,the City's
Education Compact with M-DCPS; and
WHEREAS, the grant requires a 20% match, which can be in the form of cash
or- in-kind donations and the City will be responsible for the 20% match required by the
funding agency; and
WH~I~EAS, the ~ match- amount is not to exceed $700,.000 over five years, ~ and
the City. has funding.. allocated for the .International Baccalaureate.. Program, and will
combine .this with in-kind donations of salaries., and in-.kind City cultural event fees
. donated to the, program for the matching. funds; and
WHEREAS, this project supports the key intended outcome: enhance learning
opportunities for youth; and
WHEREAS, approval is requested. to support and partner with fVliami-Dads
County Public Schools (M-DCPS), on an application to the US Department of Education,
under .the Investing In Innovation Fund. (i3) grant program for American Recovery and
Reinvestment Act (AR~:A) funding, ih an amount not. to exceed $'1,500,000, for the
International Baccalaureate Program fog the elementary and middle.school level, with M-

NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF°MIAMI ~DEACH hereby approve and authorize the City
Manager or his designee to submit the following application: 1) National Endowment for
The Arts, in an amount not to exceed $250.,000, for the NEA Mayors' Institute on City
Design 25th Anniversary Initiative for the Lincoln Park Arts in the Park multimedia and
messaging project; and, 2) to support. and partner with Miami-Dade County Public

their designees) thaf-have participated in the Mayors' Institute on City Design®during its 25-
year history.
The City of 'Miami Beach is an eligible applicant for this program and, as required by the
graht guidelines., submitted a Statement of Interest to the NEA in .March 2010. -The City's

On November 7, 2009, more than 130;000 people of all ages and backgrounds merged into
a single community ~of arts lovers for. the 13 hours of Sleepless Night. Thanks largely to the
..support of. the Knight Foundation, 400 arfists and technicians were.employed to present 150
free -arts offerings at 80 different locations; free shuttle buses with .onboard arts
' ~ programming connected the four main zones of activity and remote .parking locations.
Included were free museum adrriissions, indoor and outdoor art and sound installations and. .
performances, architectural tours, theater, music, dance, slam poetry, film, video, fashion,
- circus, comedy and more. Sleepless Night transformed the city and its residents and visitors,
. .
and achieved 919,153,81.0 media impressions, marketing exposure valued at $211,405,376,
. - and a$6,772,662 boost to ..the local economy.
The Administration intends to submit an application to. the Knight Foundation (described _
above) for. funding for Sleepless Night for the next three years, November 20.1:1 -November
201'3. The grant requires a $'1:$1 match of funds,. if approved, and the source of matching
funds will be secured throughcorporate support.

4. Approval to submit an application to Assistance to Firefighters grant program in an
amount not to exceed $1,000,000 for the City's fire-related needs

. emergency response needs of fire departmen#s and nonaffiliated emergency medical service
' . ~ ~ organizations. Since 2001, AFG ..has helped firefighters and other first responders to obtain
critically needed equipment, protective gear, emergency-'vehicles, training and other
resources needed to protect the public and -emergency personnel from fire and related
. 'hazards.. .
The: AFG funding priorities for Fire Departments ..are: a) Fire Operations .and firefighter
'Safety (includes firefighter training, firefighting equipment acquisitions, firefighter personal
protective equipment, firefighterwellnessnnd fitness, anal modifications_to fire stations and
facilities); and' b) Firefighting vehicle acquisition'.
The City intends to apply to the AFG program for funding for city projects, including but not. .
limited to Automated External Defibrillators (AEDs) and other fire-fighting. equipment. The
city will apply for funding. in an amount not.to exceed $1,.000,000. Thee grant requires a 20%
. match. The source of matching funds will be the Fire Department's operating budget.

. on an application to the US Department of Education, under the Investing In
Lnnovation Fund (i3) grant program for American Recovery and Reinvestment Act
- ~ (ARRA) funding, in an amount not to .exceed $3;500,000, for the International
' Baccalaureate Program for the elementary and middle school level, with M-DCPS
• serving as the applicant }
. The American Recovery and Reinvestment ,Act (ARRA) provides $650 million for the
. Investing in Innovation Fund (i3) for local school districts and nonprofit organizations. working
with districts or a consortium of schools that have a record of improving student achievement
and attainment,. to develop fresh ideas, expand promising. programs, and 'scale up what.
works in an effort to dramatically improve our nation's schools. Specifically, projects funded
_~ .under i3 will expand the implementation of and investment in innovative practices that are
demonstrated o have an impact on improving student achievement. or growth for high-need
students, closing achievement gaps, decreasing dropout rates, increasing high school
graduation rates, and increasing college enrollment and. completion rates.
Since local governments are not eligible to apply, Miami-Dade County. Public Schools will
. serve:as the applicant; and the City will support and partner on the application and. provide
the required 20% match. On review of this grant, the City Administration contacted M-DCPS
to .recommend that a proposal.be submitted, in partnership with the City for the International
Baccalaureate (IB) program for grades K through 12..
In .response, the IB~. program model proposed by• M-DCPS for this application is for
elementary and==middle schools, which is a continnuum of K through 8 grades only. M-DCPS
is concurrently applying for another grant from the Department of Education. ; M-DCPS staff
has advised. the city that they will not include Miami Beach Senior High School in the' i3 grant
application because ~it is included in the other grant application, and they feel- that it may
• .. jeopardize their chance of being awarded funding. if they include the High School in both
applications to the same funding agency. As such; M-DCPS, in partnership with, the City will .
apply for funding for the International Baccalaureate Program, which is part of the .City's
Education Compact with M,-DCPS.

- ~ The grant requires a 20% match.., which can be in the form of cash or in-kind donations. The
City will be responsible for the.20% match .required by the funding agency. Match amount is
not to exceed $700,000 over five years. The City has funding allocated for the International
Baccalaureate Program, and wilt combine this with in-kind dona#ions of salaries,. and in-kind
City cultural event fees donated to the program. This project supports the, key intended
outcome: enhance learning opportunities for youth.
CONCLUSION
The Administration requests approval. to authorize the City Manager or his designee to
submit the following grant application: 1) National- Endowment for The Arts; in an amount
notTto exceed $250,000, for the NEA Mayors' Institute on City Design 25th Anniversary
.Initiative for the Lincoln: Park Arts in the Park multimedia and messaging project; 2}Knight
Foundation for funding in an amount not to exceed $250,000 for the Lincoln .Park Arts in the
Park multimedia and messaging project; 3) Knight Foundation forfunding in.an amount not
to; exceed $450,000 over three years,. for the city's Sleepless Night events from 2011-2013;
4) Assistance to Firefighters grant program for funding, in- an amount not to .exceed
$1;000,000 for the City's fire-related needs; and, 5) to support and partnerwith Miami-Dade.
