A RESOLUTION OF THE MAYOR. AND CITY COMMISSION OF THE CITY OF
MIAMI BEACH, FLORIDA, AUTHORIZING THE APPROPRIATLON FUNDS tN THE
AMOUNT OF $185,000 TO RELOCATE FIRE HYDRANTS AND WATER MAINS IN
. ADVANCE OF A FLORIDA DEPARTMENT OF TRANSPORTATLON PROJECT ON
COLLINS AVENUE FROM 26T" TO 44T"STREETS; FROM THE 2010 WATERAND
SEWER BONDS.
WHEREAS,~the Florida Department of Transportation (FDOT) is undertaking a roadway
rehabilitation project on Collins Avenue between 28th and 44th Streets; with work scheduled to begin
in June 2010; and
WHEREAS, in addition to milling and resurfacing, the FDOT improvements include additional
drainage to relieve spot flooding problems; and
WHEREAS, the City, through a Job Order Contract (JOC), is relocating certain fire hydrants
along the corridor from, the FDOT established clear zone; and .
WHEREAS, after the work began, the City determined that additional existing City fire
hydrants and water mains are in conflict with the .proposed FDOT drainage improvement$ and.
WHEREAS,fDOT cannot relocate its drainage improvements as they are sited in the best
locations needed to remove stormwater spot flooding and
WHEREAS; FDOT .i$ requiring the City to relocate the fire hydrants and water mains in
advance of its project to avoid conflicts between. contractors and delays to the work and
WHEREAS, should the City fail to relocate the fire hydrants and water mains, FDOT will
relocate them and then charge the City for the work and for any resulting delays to .its project;. and
WHEREAS, the City believes that it is in the best position to relocate its own utilities, can do
this,work for,less than FDDT; and can reduce the risk of delays to the FDOT project, which would
have a negative impact on Miami Beach residents who livein and travel through the area; and
WHEREAS, the City is negotiating a JOC proposal that includes fire hydrant and water mains
adjustrnerits at 15 intersections and demolition, excavation, reconnection, backfilfing, trench and
sidewalk restoration, mobiiizafion, and maintenance of traffic
WHEREAS, he estimated total cost for this work is $185,OOQ
NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND THE CITY COMMISSION
OF THE CITY OF M1AM1 BEACH, .FLORIDA that the Mayor and. City. Commission hereby approve
and authorize the appropriation of funds in the amount of $185,000 to relocate fire hydrants and
.water mains in advance of a Florida Departmen# of Transportation project on. Collins Avenue from
26t" to 44th Streets; from. the 2010 Water and Sewer Bonds.

The Florida Department of Transportation (FDOT) is undertaking a roadway rehabilitation project on Collins
Avenue between 26th and 44th Streets. Work is scheduled to begin in June 2010. In addition to milling and
resurfacing, the improvements include additionaldrainage to relieve spot flooding .problems.
The City, through a Job Order Contract (JOC), is relocating fire hydrants along this corridor to remove them
from the FDOT established clear zone. While relocating the fire hydrants from the clear zones, the City
discovered that additional existing City fire hydrants and water mains are in conflict with the proposed FDOT
.drainage improvements.
The City will .use the same contractor to perform the additional. utility relocation work required by FDOT. in
addition, if the City does this work now, it reduces the risk of delays to the fDOT project, which would Piave a
negative impact. on Miami Beach residents who live in and travel through the area.
As a result, the City is negotiating a JOC proposal with Ric-Man. International. This firm was selected because
it is already doing the fire hydrant relocation work for the City on Collins Avenue so that time and money
savings will be realized from already being mobilized at the site..
The work consists of fire hydrant and water mains adjustments at 15 intersections and will require demolition,
excavation., water main adjustment and reconnection, backfilling, trench and sidewalk restoration, mobilization
and maintenance of traffic. The proposed, not yet negotiated final cost of this construction is $155,288.Other
costs include a 10% contingency, testing fees, and the JOC procurement fee. Therefore, the total work should
not exceed $185,000.

ANALYSIS
- The Florida:Department of~Transportation (FDOT) is undertaking a roadway rehabilitation project on
Collins Avenue between:26th and 44th Streets. Work is scheduled~to ..begin in June 20.10. In addition to -
.~ milling and :resurfacing, the ..improvements include additional drainage ~to relieve spot flooding ~ ~~
problems.
Initially, FDOT required-the City to relocate certain~fire hydrants~along this corridor tomeet-FDOT clear
:zone requirements. The-City, through a Job Order Contract (JOG) with Ric-Man International, is
undertaking ..this work through the Fire Hydrant and Manhole Adjustment .project in~~the~ Capital
Improvements Program. ~ ~ ,
While .relocating theafire hydrants from the clear,zones, the City discovered that additional existing. City
fire hydrants and~water mains-are.in conflict with. the proposed FDOT drainage improvements. FDOT
cannot relocate the drainage improvements asthey are sited in_the best locations needed-to remove
~stormwater spot flooding. Therefore, FDOT is requiring the Cityto relocate the additional-fire hydrants
and water mains. ~ .
As a result of the additional work required, the City Administration chose to negotiate a second JOC
work order with Ric-Man International dueto.the~potential time and money savings from already being
mobilized at the site. The work order consists of fire hydrant and water.. main adjustments'at 15
intersections and will require demolition, excavation, water .main adjustment and- reconnection, ..
backfilling, trench. and sidewalk restoration, mobilization and maintenance of~traffic. The City has a
proposal for this work in the amount of $155,288.Other costs include a 10% contingency., testing fees,.
and~the JOC procurement fee. While the=final cost has not yet been determined, $185,000 will be
adequate to fund the final. negotiated amount.
