WHE '
. REAS,. Haiti- suffered a 7.0 magnitude earthquake on January 12, 201.0, which
resulted in catastrophic .damage. to .the country's .:infrastructure and its people, further.
devastating what is ;considered the .poorest nation in the Western Hemisphere; and
~. ~ WHEREAS,'the City of Miami Beach immediately .responded. by establishing donation
sites at fire .stations ~~and collecting non-perishable food items, clothes, water, and other goods to
donate to the people of Haiti as part. of aCounty-organized effort; and

WHEREAS,: Commissioner Edward L. Tobin referred a discussion on the City's efforts
for. Haiti relief to -the Neighborhoods & Community .Affairs Committee ands. on February 16
2010,: the Committee directed the Administration to look at additional' ways to support .Haiti relief
efforts;. and ~ ~ i .
WHEREAS,?atthe April.2010 Commission Meeting, the City. of Miami Beach declared as
_ surplus two emergency transport vehicles; and approved their donation to Project Medishare for
Haiti, _ Inc., a 50;1(c)3 non-governmental organization organized in ~ 1984 to assess the need for
healthcare in Haiti, .for their -use in providing much-.needed medical services in their field
hospitals in that country; and
WHEREAS, the two.emergency transport :vehicles require retro-fitting at a cost in excess

WHEREAS;;the: City of Miami Beach continues to support Haitian.relief.efforts,including'
collections at City-sponsored events .and "Payday Mayday," a fund drive to collect money.
directly from employee .paychecks to donate to Project Medishare to retrofit the .two donated

WHEREAS, ahe.Mayor and City Commission of the. City of Miami Beach hereby find that{
a public purpose will. be served by efforts to raise funds. to assist in fhe retrofit of the .vehicles!
through a benefit concert, "Rock for Haiti," to be organized and produced by the City of Miarni
Beach and to beheld, on May 22, 2010 at the Byron Carlyle Theater; and

WHEREAS, fall proceeds collected through the "Payday Mayday" and "Rock for Haiti"
. efforts will be donated to Project Medishare, ~lnc. to assist in covering the .costs of preparing they
vehicles for use in Haiti.

NOW, THEREFORE, BE IT • DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the City Administration is
hereby authorized to organize and produce the "Rock for Haiti" benefit concert; to be held on
May 22, 2010 at the Byron Carlyle Theatre.

Item Summa' -/Recommendation:
Following the devastating earthquake ~in Haiti; -the City of Miami Beach .immediately resporided by
establishing donation sites- at fire stations and collecting non-perishable food items, clothes, water and
~
other goods to donate to the people of Haiti as part of aCounty-organized effort. We coordinated pick up
sites..on a weekly basis with Miami-Dade County to deliver goods to their collection points,. in order toy
'coordinate shipments to .Haiti. The Parks Department has also been. picked up and .dropped off supplies. ~;

initiative was inn place through April 1, 2010. {
At,the April 2010 Commission Meeting,: the City of Miami Beach declared as surplus three emergency ;(
transport vehicles, and approved the donation of two of the vehicles to Project Medishare for-Haiti, Inc.
.The two surplus rescue vehicles will require retrofit. To assist in covering the costs of the retrofit, the City
Administration is sponsoring an employee paycheck donation program for Haiti via a.one-time payroll
deduction. ,.

Recently, Commissioner Tobin has been working on producing a "Rock. for Haiti" concert to assist in ~.
raising funds to also cover the retrofit. This event is scheduled to be held at 7:00pm on May 22, 2010 at
the Byron Carlyle Theater and features Haitian bands, local band "Jetstream,"and. our very own talented ,
employees who will. performfree~of charge to.raise money to donate to Project.Medishare, .Inc. to assist
incovering the-costs of preparing the vehicles for use in Haiti,.
In light ofthe desire of the City to support relief efforts for Haiti, it is recommended that the Mayor and
'.City Commission adopt the attached-resolution adopting. and supporting the "Rock for Haiti" benefit
concert,, including support; from City staff and resources to organize the event, and accepting any
donafiions received from this and any other fundraising event, to be provided to Project Medishare, Inc.
. for their Haiti Relief efforts.

. - Following the devastating earthquake in Haiti, the City of Miami Beach. immediately responded by
establishing donation sites at,fire stations and collecting non-perishable food items, clothes, water
and other goods to donate to the people of Haiti as part of aCounty-organized effort. We

on February.16, 2010' the Committee directed the Administration to look at additional ways to
. - support Haiti relief. The Committee discussed various options for the City#o continue .supporting
relief efforts in :Haiti,, and staff was. directed' #o identify. opportunities to raise funds or otherwise

. Staff researched other efforts underwa in the Count to su
y y pport Haiti relief. For example, they
contacted= the .Miami-Dade League .of. Cities regarding their program. This program tasked
municipalities fora .monetary contribution. However, the League recommended that any decision
~. ~ on where the funds. would be donated should .wait until it was known what impacts there :are to
Miami-Dade, County as a. result of the. disaster and, if necessary, the decision could. be made to
spend -the money locally
As.:a result,.staff focused. their efforts on any activities. that could be implemented within the City to
assist with the recovery efforts. Subsequently, the Parks and Recreation, sponsored a "Teen ;dance
for Haiti on April; 24 with all proceeds for Haiti Relief. The Parks Departmerit has also "been
fundraising. at other. community events since "February (e:g, Arts in the Parks; Movie in the .Parks,

The Admini tration also began; researching whether there might be vehicles in the City fleet that.
might become surplus in the near future ands could be appropriate to donate to assist in recovery
efforts: As part of the replacement cycle for City vehicles., it was determined that three Fire Rescue
~tr-ticks re.~ scheduled for rep acement at this time.. Concurrently, staff began researching
organizations that might be able to use these surplus vehicles. We were able to .discuss this
gpportunity with Ron Bogue from Project Medishare for Haiti, Inc., a 501(c) 3non-governmental
organization organized in 1984, and affiliated. with the ~ University of -Miami, that works to assess
'the ,need. for healthcare in. Haiti and coordinate much-needed medical ,services. Project Medishare
. responded::to fhe -Haiti disaster immediately, erecting a tent hospital. in-Port Au Prince irnrnediately
to provide emergency medical care for the many earthquake victims. They continue to provide.
relief.efforts in Haiti, .with-a goal of moving :their temporary hospital into a building, and expanding
other facilities throughout the island _to care for the many who were injured and continue to require
medical services. .Mr. rogue .advised us that .they. wouldwelcome the receipt of these two
vehicles,- as they would .greatlyassist, them. with their medical response efforts in ~ Haiti. .
Additionally, ~ Mr: ~$ogue indicated that they .would be able. to coordinate (at -their cost) the
transportation of the two vehicles. Subsequently, at the April 2010 Commission Meeting, the City
of Miami Beach declared as surplus three emergency transport vehicles, and approved fhe
donation.of,two of the vehicles to Project Medishare for Ha:iti,.Lnc.~The two surplus rescue vehicles
wi'II require retrofit.
To assist in covering the. costs of. the retrofit, the City Administration is sponsoring an employee
.paycheck donation program for' Haiti. -via.- a one-time payroll deduction. The ..program, called
"Payday Mayday" is .currently underway: Employees -that make a payroll contribution wi11 be
entered into a drawing for variousprizes .that have :been donated to the City for this purpose. The
raffle wilt be held on May 28#ht" at ~2 pm in the Commission Chambers.

and; City Commission adopt the attached- resolution .adopting and supporting the "Rock for Haiti"
benefit concert, including support .from City staff and resources to organize the event,: and
accepting any donations received from this and any other fundraising. event, to be. provided to
Project Med'ishare, Inc. ,for their-..Haiti Relief efforts:
