WHEREAS,. the National Marine Manufacturers Association (NMMA) Boat Show. . intends tko .enter into a Lease Agreement with the City. for use of space in the Miami - Beach Convention. Supporting Data (Surveys, Environmental Scan, etc.): 74% of residents and 72% of businesses rate the availability of parking. across the City as too little or much too little. Availability of parking was one of the changes residents identified to Make Miami Beach better to live, work or play. Issue: Item Summa /Recommendation: The City has maintained a lease for parking with NMMA (National Marine Manufacturers Association) the NMMA Miami International Boat Show, for the rental of the Preferred Parking Lot and related pul areas a's extended exhibit space since 1993. The lease expired after the 2010 Boat Show. It is desire that the Parking Lease Agreement be extended and that it run concurrent with the NMMA lease be negotiated with the Miami Beach Convention Center for the same term. Anew three year agreement I been negotiated. Primary changes are :rental rate increases grid related- language and reduc supplemental shuttle services provided by the City. All other terms remain consistent with the previc agreements. Rents are.being increased by CPI or 3% whichever is greater over each of the three years. Rents will $114,799 in 2011; $118,243 in 2012; and $121,790 in 2013. The Citywill continue to provide shuttle sere with a reduced number of shuttles. "BACKGROUND: . . 0n April 16, 1.993, the City of Miami .Beach entered into a Lease Agreement with NMMA . ~ (National :Marine Manufacturers Association) for specific days in February 1994, 1995, 1996, 1997 and 1998 for the NMMA Miami international Boat Show, for the rental of the Preferred- - Parking Lot and related public areas as extended. exhibit space. The Mayorand; Commission approved a three (3) year agreement in 1998 for specific, days in February 1999, 2000,.. and - 2001 Subsequently; the Mayor. and Commission approved a three (3) year agreement in 2001 for specific days. in February 2002; 2003, and 2004. Again in 2004, the Mayor and Commission approved a four year agreement for specific dates in February in 2005, 2006, 2007, and 2008. Most recently, the'Mayor and Commission. approved a two year agreement ~~ for specific dates in February in 2009 and- 2010. It is desirous that the Parking `Lease Agreement run concurrent with°the NMMA lease of the .Miami Beach. Convention Center:. ~_ " ~ ~ ,N'MMA is currently. negotiating with the Miami Beach. Over the years, NMMA has had excellent results by way of high ridership on their shuttle vvhich~ services their venues. NMMA fully fiunds their own shuttle which services the Miarni BeachConvention Center and other NMMA Boat Show venues on the mainland. NMMA wilt ' ..continue to fully fund a * ~ ~ nd provide their shuttle service: ~ 1 ~.I~n addition to the NMMA shuttle, the City's :Parking Department has traditionally provided a j _ park-and-ride shuttle servicing various: beachfront parking lots; hotels along Collins Avenue ' between 21st Street and 41St Streets (shuttle route; and the 42"d Street Garage. The shuttle .has operated on all show dates, however, the 42" Street Garage was serviced.on Saturday; .Sunday, and Monday/holiday only. The total cost of. the shuttlelast yearwas almost $1.7,000 + April.1'4, 2010' NMMA Boat Show Parking Agreement .Page 3 of 3 i and was fully funded by the City. Historically, the City's park=and-ride shuttle has had very . ' low ridership;.. however, fihis past year ridership was even lower. in order to provide a higher .. level of~service, as well as continuing to provide and encourage multiple parking options, the ' ~ City has continued to provide the shuttle service throughout the years... However;. in light of . an expectation of reduced show attendance by both exhibitors and the public, and to offset increasing costs o run the current level of shuttle service, the City's.. shuttle service will be adjusted by reducing the number of shuttles: Although this .reduction -may increase- headways slightly, this wilt also lower costs while providing an efficient route, as it will service the 42~~d .Street Garage and the Collins Avenue hotels (on the shuttle route) on Saturday, Sunday, .and Monday (holiday weekend) only. Please note.that NMMA will continue to provide its full shuttle services on all show dates and . to all of its show locations and the MDT South. Beach Local (SBL)-will continue to operate -~ and support park and ,ride options from municipal lots and garages along Collins Avenue south of 17th Street. Notices: . It is important to note that in light. of the discussions regarding the Miami Beach Convention Center expansion,ahe Agreement includes language providing for a six (6) months notice to NMMA~ prior to any construction/capital improvements to the Preferred Parking Lot and/or its vicinity.: .CONCLUSION: . .The Lease Agreement proposed for the 2011., 2012,. and 2013.Boat Shows commands a rental. rate for all parking related areas and services~in the amount of $114,799 in 2011;. ' ~ $118,243 in 2012;-and $121,790 in 2013. This equates to an average annual increase of 3% -which is based on CPI or 3%whichever "is greater., In addition, any amendment to the City's parking rate ordinance that is applicable to the .parking rates contained herein shall amend . this agr-eement.accordingly. The proposed lease represents a consensus document, and is in the best interest of the City of Miami'Beach. The Administration recommends approval of the.Resolution and the Lease Agreement.
