WHEREAS, the Edward Byrne Memorial Justice Assistance' Grant (JAG) Local
Solicitation Program is the primary provider of federal criminal justice funding to state
and local jurisdictions and JAG supports all components of the criminal: justice system;
and.
.. _ WHEREAS, the•Administration intends-to utilize these funds to support planning,-
evaluation; and technology improvement programs; and
WHEREAS, matching funds are not required to support this grant and this grant
supports~the key intended outcome increase visibility of police; maintain crime rates at or .
below national trends; and
WHEREAS, approval is requested to submit an application to the US .Department
,of Justice., Edward Byrne Memorial' Justice Assistance Grant (JAG) for funding in an
amount not to exceed $103,000, for Police Department Initiatives;. and
WHEREAS, the Florida Junior Golf Council (FJGC) was created in 2002 by the
Dade _ Amateur Golf Association and formed for the benefit of Florida's junior golf
programs and.
WHEREAS, the "Golf Capital of the World" license plate wa"s passed .into law by
. the Florida legislature and the revenue derived from the "golf .license plate" is used to
assist organizations -in the State that offer instruction and playing opportunities in
conjunction with education and support the FJGC's junior golf initiatives of serving the
- disadvantaged and disabled; and .
WHEREAS, the City is desirous of using the funds to support the youth golf clinic
at Normandy Shores Golf Course; and '
WHEREAS, the grant does not require a cash match; however, the FJGC
encourages applicants to develop a variety of individual; community and private funding
sources and this project supports the key intended outcomes: increase satisfaction with
family recreational activities and' enhance learning opportunities for youth; and
WHEREAS, approval is requested to submit an application to Florida Junior Golf
Council Funding in an amount not to exceed $10,000for the Normandy Shores Junior
` Golfi Program; and ~ .
WHEREAS, Culture Builds Florida is designed to fund projects .that directly
- .promote. one or more elements of the state's cultural strategic. plan and the four key
-areas are: strengthening the economy; promoting .learning and wellness; building
leadership and advancing design and development; and
WHEREAS,. the goals of Sleepless .Night 2011 are to strengthen South Florida's
- `"reputation as a top cultural tourism destination by becoming a major annual signature
event ands
WHEREAS, Sleepless Night 2011 will present over 150 free arts and
.entertainment offerings at 80 different locations spread throughout the city and the 13-
hour night That marks the end of Daylight Savings Time; and
` WHEREAS, this grant requires a $1:$1 match which will be funded through
corporate support for the event and. this,-project supports the key intended outcome
maximize Miami Beach as a destination brand; and ~ •
WHEREAS, approval. is requested to submit an •application to the State of
.Florida, Division of Cultural, Affairs, Culture .Builds Florida under the Specific Cultural
.Projects Program, for funding in an amount not to exceed $25,000 for Sleepless Night
2011; and
WHEREAS; on June 16, 1998, the Bulletproof Vest Partnership Grant Act of
1998 was signed into law and the purpose of the Act is #o save the lives of law
enforcement officers by helping states and local units of government equip their law
enforcement officers.with bulletproof vest; and

. WHEREAS, this..innovative program will ,provide funding towards the purchase
'• ~ .price. of new 'bulletproof 'vest for police officers"and the City would like to participate in
. this grant program to offset the :costs ofi purchasing new or replacement vests forsworn
• law enforcement personnel;.-and
WHEREAS,. the .grant `will pay for only 50% of each vest;.. ,and the vests are
~. approximately $1,000 each; the .Administration will be applying for funding for 40 vests, .
` so;the total for the grant will be $20,000 and matching funds from the City are available
from the Police Department Operating budget; and.
WHEREAS, this° program supports the key intended outcomes .increase visibility
of Police; maintain crime rates at or below national trends; and
WHEREAS, approval is requested to submit an application to the: US Department
of Justice, Bulletproof Vest„ Partnership. Program, for funding in an amount not to exceed
. : $20,000 for bulletproof vests; arid,

,' Neighborhoods Grant .Program is to significantly improve- the educational and
` '. developmental outcomes of children in the nation's most distressed communities; and to
transform those communities; and
. WHEREAS,_program priorities include the following: supporting efforts to improve
- 'child: outcomes; .identifying, and increasing the capacity. of eligible. entities that are
focused. on.achieving results and building acollege-going culture; building a complete
continuum. of cradle-through=college-to-career solutions with academic programs. and
. ~ ~ ~~ family. and community supports; and supporting the efforts of eligible entities to build the
infrastructure needed to sustain proven, effective solutions; and
WHEREAS, the Department of Education will fund. one-year grants that support
' ,the development~of a` plan to implement a Promise Neighborhood:, and, at the conclusion
of thee, planning .grant period, grantees should, at a minimum, have a feasible. plan to
` implement a continuum of solutions with the potential to improve results for children in
the community being served; and ~ ~ .
WHEREAS; Success University is an integrated, service• program- that partners
with community agencies to provide Miami Beach youth at risk for. truancy with personal
and academic supports, ~rvhile providing their families ,with holistic, comprehensive,
services to ensure family stability and youth. success, and' -
,. WHEREAS, service components include: tutoring,,family assessments, care plan.
coordination, Family Group Gonferencing, and referrals to community-based services
and participants predominantly have indicators showing them to be at-risk; and
. ` _ WHEREAS, students are:. referred to the program when they.. have unexcused
school days and parents, primary caregivers and extended. family will also receive
services; and
` ~ ,WHEREAS, since local governments. are not eligible to apply for the Promise
Neighborhoods grant, the City will work with eligible entities '(a nonprofit organization or

This. application is for feder<~I funding directly from the US Department of Justice. ` The
" ~ .Edward Byrne Memorial Justice Assistance Grant (JAG) Local Solicitation Program. is the
primary provider of federal criminal justice funding to state and local jurisdictions.

JAG supports all components of the criminal justice system, from multijurisdictional drug and
gang task forces to crime prevention and domestic violence programs, courts, corrections,
treatment, and justice information sharing initiatives. JAG funded projects may address
crime through the provision of services directly to individuals and/or communities and by
improving the effectiveness and efficiency of criminal justice systems, processes, and
procedures.
JAG funds may be used on the following areas:
• Law enforcement programs.
• Prosecution and court programs.
• Prevention and education programs.
• Corrections and community corrections programs.
• Drug treatment and enforcement programs.
• Planning, evaluation, and technology improvement programs.
• Crime victim and witness programs
The Police Department will utilize these funds to support planning, evaluation;, and
technology improvement programs. Matching funds are not required to support this grant.
This grant supports the key intended outcome increase visibility of police; maintain crime
rates at or below national trends.
2. Approval to submit an application to Florida Junior Golf Council Funding in an
amount-not to exceed $10,000 for the Normandy Shores Junior Golf Program
Created in 2002 by the Dade Amateur Golf Association,.the Florida Junior Golf Council was
formed for the benefit of Florida's junior golf programs. Through the efforts of golf advocates
throughout the state,. the "Golf Capital of the World" license plate was passed into law by the
Florida legislature and the revenue derived from the "golf license plate" is used to assist
organizations in the State that offer instruction and playing opportunities in conjunction with
education. Funds are also used in support ofjuniorgolf initiatives serving the disadvantaged
and disabled.
The mission of the Florida Junior Golf Council is to improve the lives of Florida's youth by
introducing them to the game of golf and the values embodied in the game. The
organization provides funds to junior golf programs that offer instruction and playing
opportunities in conjunction with education in golfs core values of integrity, honesty,
personal responsibilityandspnrtsmanship. Additionally, the grant program assistsjuniorgolf
organizations that serve economically disadvantaged youth, children with special needs and
the general population.
The City of Miami Beach was awarded funding last year from the United States Golf
Association for the first year funding for the youth golf clinic at Normandy Shores Golf
Course. The program was successful and included three six- week sessions for 22 youth
from low-income backgrounds. The City has continued this program, and this year, for the
second program year, plans to apply to the Florida Junior Golf Council (FJGC) forfunding to
continue this popular program. The FJGC places great emphasis on providing affordable
golf course access to program participants, both during scheduled programming and after
programming is concluded. The grant does not require a cash match; however, the FJGC
encourages applicants to develop a variety of individual, community and private funding
sources. This project supports the key intended outcomes: increase satisfaction with family
recreational activities and enhance learning opportunities for youth.

. United States Department of Justice has created the Bulletproof Vest PartnersGrant
Program thatwill assiststateand local law enforcementagencies in the purchaseagencies
in the purchase of bulletproof vests.
This innovative .program will provide funds towards the purchase price of new bulletproof
vest for .police officers. The City would like to participate in this grant program. In
participating, the program will- offset the costs of purchasing new or replacement vests for
sworn law enforcement personnel.-
' .The grant pays for' 1%2 the cost of each vest, and the vests are approximately $1,000.00
each,.. the Administration will be applying for funding for 40 vests, so the total forthe grant will
be $20,000.00. The grant will pay for only 50% of each vesf, matching funds from the City
.are available- in the Police Department Operating budget up to a maximum of $1.0,000,
'based on the.number of vE~sts purchased by the City.. This program supports th'e key
intended outcomes increase visibility of Police; maintain crime rates at or below national
trends.

5. Approvalto submit an application to Miami-Dade CountyforEdward Byrne Memorial
Justice Assistance Grant Program funds in an amount not to exceed $20 000 forthe
City's Police Department .Initiatives
This application is for federal funds that are passed through from the US Department of
Justice to the State of Florida, Florida Department of Law Enforcement and then to Miami-
Dade County. Miami-Dade County disburses these funds to cities. It is the Administration's
intent to apply forfunds from the County's allocation forfunding of initiatives within the Police
Department. This source of funding is in addition to the federal funding mentioned in Item
#1 of this Commission Memorandum. .
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the ,primary
provider of federal criminal justice funding to state and local jurisdictions. JAG funds support
all components of the criminal justice system, from multijurisdictional drug and gang task
forces to crime prevention and domestic violence programs, courts, corrections, treatment,
technology improvement programs and justice information sharing initiatives. This, grant
does not require matching funds. This project supports the keyintended outcome: maintain
crime rates at or below national trends.
6. Approval to accept a Congressional Earmark from the U S Department of Justice
Office of Justice Programs for funding in an amount not to exceed $500 000 for the
City of Miami Beach Teen Club. Gang and Drug Prevention Program
The U.S. Department of Justice's Office of Justice Program is the primary providerof federal
criminal justice funding to state and local jurisdictions. The City has obtained a
congressional earmark in the. amount of $500,000 through the City Manager's Office,
Ecoriomic Development & Intergovernmental Affairs. The City has previously received
congressional earmarks from the Department of Justice for the last three years in the
amounts of $49,351 (fiscal year 2006/07); $648,403 (fiscal year 2008/09); and $200,000
(fiscal year 2009/10). The program has been very successful.
The Teen Club, which was established in 2004 with only nine teens at the North Shore Park
. Youth Center, now boasts more than 290 Teens registered between North Shore Park Youth
Center and the 21st Street Teen Center. The Teen Club has had many success and
accomplishments. Teen Club members have accumulated over 10,000 hours of community
service; 40 members recently went to Orlando to volunteer in the State Special Olympics,
and over 60 members participated indifferent youth leadership summits as mentors to their
. ,peers. The Teen Club cheerleading team has been. first place in 5 different local and state
competitions; and the dance team recently came in second place in an Orlando competition.
One of our Teen Club members has recently had her poetry published;. another received an
award from Congresswoman Ileana Ros-Lehtinen for most improved Miami-Dade County
student. All the seniors enrolled in our program are graduating this year. .
Of the many programs offered to our teens, over 200 of our members have completed the
drug. prevention program and over 100 teens have completed the social skills program. Over
80 youths completed a program hosted by a local judge that teaches the consequences of
delinquent behavior. The Teen Club. drama program, recently performed in front of
thousands of youth; and over 300 people attended the Teen Club's Thanksgiving Family
Night which tackled obstacles teens face on a daily basis, such, as underage drinking and
teenage violence. The Teen Club's accomplishments have been published in various local
news articles. Matching funds are not required to support this appropriation. This program
supports the key intended outcome enhance learning opportunities foryouth.

7. Approval to support ah application to the US Department of Education Promise
Neighborhoods Grant Program, for funding, in an amount not to exceed $500 000 to
complement the City's Service Partnership Program, Success University
The purpose of the Department of Education's .Promise Neighborhoods Grant Program is to
significantly improve the educational and developmental outcomes of children in the nation's
most distressed communities, and to transform those communities. Priorities of the program
include the following: supporting efforts to improve child outcomes; identifying and
increasing the capacity of eligible entities that are focused on achieving results and building
a college-going culture; building a complete continuum of cradle-through-college-to-career
solutions with academic programs and family and community supports; and supporting
eligible entities to build the infrastructure needed to sustain proven solutions. The grant will
fund cone-year program that supports the development of a plan to implement a Promise
Neighborhood. At the conclusion of the planning grant period, grantees should, at a
minimum, have a feasible plan to implement a continuum of solutions with the potential to
improve results for children in the community being served.
Success University is an integrated service program that partners with community agencies
to.provide Miami Beach youth at risk for truancy with personal and academic supports, while
providing their families with holistic, comprehensive services to ensure family stability and
youth success. Service components include: tutoring, family assessments, care plan
coordination, Family Group Conferencing, and referrals to community-based services.
Participants predominantly have indicators showing them to beat-risk. Students are referred
to the program when they have unexcused absences, and parents, primary caregivers and
extended family may also receive services.
Since. local governments are not eligible to apply for the Promise Neighborhoods grant, the
City will work with eligible entities (a nonprofit organization or an institute of higher
education) to complete and support the grant application. Matching funds, equal to at least
50 .percent of the grant award are required; an in-kind match is acceptable. The City will
provide an in-kind match in the form of services and staff salaries to support this initiative.
CONCLUSION
The Administration. requests. approval to authorize the City Manager or his designee to
submit the following grant applications: 1) US Department of Justice, Edward Byrne
Memorial Justice Assistance Grant for funds in an amount not to exceed $103,000,- for
Police Department initiatives;.2) Florida Junior Golf Council for funds in an amount not to
exceed $10,000 for the Normandy Shores Youth Golf Clinic; 3) State of Florida, Culture
Builds Florida Program for fund in an amount not to exceed. $25,000 for Sleepless Night
2041; 4) US Department of Justice, Bulletproof Vest Partnership Program, for funds in an
amount not to exceed-$20,000 for bulletproof vests; 5) Miami-Dade County for Edward
Byrne Memorial Justice Assistance Grant funds in an amount not to exceed $20,000 for the
City's Police Department initiatives; and, 6) Approval to accept a Congressional Earmark
from the U.S. Department of Justice, Office of Justice Programs for funding iri an amount
not to exceed $500,000 for the City of Miami Beach Teen Club; and, 7) Approval to support
an application to the US Department of Education, Promise Neighborhoods grant program,
for funding to complement the City's Service Partnership program; appropriating the above
grant and matching funds, if approved and accepted by the city, and authorizing the
execution of all necessary documents related to these applications.
