WHEREAS, .Section 163.3187(13), Florida Statutes, requires each local government to address
in its comprehensive plan, 'the watE:r supply sources necessary to meet and achieve the existing and
projected water use demand for anestablished planning period; and
WHEREAS, Section 163,3177(4)(a), ~ Florida Statutes, requires 'coordination of the local
comprehensive plan with. the water management district's regional water supply plan; and

18 months after the water management district approves a regional 'water supply plan or its update; and

SETTING FIRST READING PUBLIC HEARING
At the May 12; 2010 meeting; the City. Commission referred to the Planning Board for its review and
recommendation, the proposed 10-year Water Supply Facilities Work Plan as well'as the-ordinance that
amends several elements of thE~ City's Comprehensive Plan. to strengthen coordination between water'
supply and .focal land use planning as required by Florida Stat es
On June 24, 2005, Senate Bill 3130, which later became-known as th`e Growth Management Act of 2005,
was signed by thin .Governor Bush to ensure that the roads, schools and water supply are available to
meet the needs of cornmuriities throughout the State. This bill amended Section 163.3177(6) (c)~which
requires thaf each .municipality identifies. and plans for the water. supply sources and facilities needed-,to
serve existing and, new developmentwithin the local government's jurisdiction.
Because of discrepancies and different ways of estimating andprojecting population in the future, -many
municipalities have not been able to meet the deadline for'adoptlon of a WaterSupply Plan. There have
also been difficultiescoordinatinla with the County in arriving at appropriate population projections: It must''
be noted that because.of the discrepancies among the different~agencies in projecting population for the
~
City
and those found in the Miami=Dade WASD 20-Year Water Supply. Facilities Work Plan for the;planning
period, for the purpose of water supply planning the Miami-Dade 1NASD projections are utilized and at the
time of the 2010 Census all population projections will be revisited t

of Florida BEBR (Bureau of Economic and Business Research) population projections

Environmental Scan, population projections for 2004'was 85,368, which was expected to
- ,decrease gradtaally for the next five years, .but would modestly •increase .thereafter. The.
' :population data. are .basedon the U.S. Census and from population estimates provided'
by 'the University of Florida for revenue sharing purposes:,. which differ from the U.S.

.The` City's 40-Year Water Supply 'Facilities Work Plan (1Nork, Plan).wilf reference the
., .initiatives already identified in Miami-.Dade County's 20year Work Plan since the City is
~_ 'a wholesale buyer. According to state guidelines, the Work Plan and the comprehensive
. ~ ~ plan amendment must address the development of traditional and alternative water
;supplies, bulk sales agreements. and conservation and reuse programs ,that are
y necessary to serve existing and new development for at' least a 10-year planning period. R
` PLANNING .BOARD ACTION.
At ..:the. May 25 2010 meeting the Planning - Board recommended. that the City
Commission adopt the proposed Plan and amending ordinance by a vote of 5-0 (two
. 'members absent). '

Pursuant to Section. 163.31E{4 (15), F.S., "Process for adoption of comprehensive-plan or
plan amendment," the procedure for'transmittal of a complete proposed comprehensive
,plan`or plan amendment, tlhe local. governing body shall hold at least two advertised
public ..hearings on the .proposed comprehensive plan or plan amendment as follows;
• °1. The first public hearing shall be held at the transmittal stage. It shall be held on a
. vveekday at least 7-.days aftE~r the .day that the-first advertisement is published. , - ,

' . ;2. ~ Thee-second: public .hearing` shall be held at the adoption stage. It shall ~be held on
,a weekday at least 5 days ai~ter the day-thatthe second advertisement is published.
