WHEREAS, on February 3, 2010 the Mayor and Gity Commission authorized the .issuance of an RFP forTemporary Personnel Services; and ~ . WHEREAS, temporary personnel are needed to cover for regular City employees who .- are on vacation or leave of absE:nce, to temporarily fill vacancies until they are permanently filled, . and: to work on special projects;. and WHEREAS, on February 10, 201.0, RFP No. 22-09/10 was issued and notices sent to • over 50 temporary agencies; and • WHEREAS, the RFP resulted in the receipt of twenty-seven (27) proposals; and • WHEREAS; on.April 2E~, 2010, the City Manager via`Letfer to Commission No. 121-201.:0 appointed an Evaluation Committee (the "Committee"), consisting of the following. individuals: ' Tamika Clear- Sanitati~~n Coordinator; ., George Fisher - Fleet.Management Analyst;. Eric'Hirsch- Miarni Bearh Resident and Leadership Academy Graduate; Neville Johnson =Human Resources Specialist; ~ • Brain Keane -;Miami Beach. Resident. and Leadership Academy Graduate; Mirizza Menendez, Center Director UNIDAD; ~ - Martha Torres, Public VVorks, Warehouse Supervisor; and ., ~ - .WHEREAS,' the Committee convened on May,13, 2010, and was .provided with 'an overview of the.,RFP, information relative to the City's Cone of Silence Ordinance and the Government in the Sunshine Law; and . WHEREAS, the Committee scored`and ranked :each proposal pursuant to the evaluation.. criteria established in the RFP; and .; WHEREAS,. the CorYVmittee unanimously passed a imotion~ to recommend that the Administration negotiate agreements with-the following ten (i10) top ranked proposers: Deanna Enterprises di'b/a A1A Employment; GDKN; ' . Supporting Data (Surveys, lEnvironmental Scan, etc.): According to the City's 2009 Community Satisfaction Survey 69.6% of the City's residents strongly ag reed, or agreed, that they were overall satisfied with their experience contacting the City; also 67.8% s~ rongly agreed, or agreed, that it was easy to et to someone that could hel them. Issue: ~ Shall the City Commission adopt the resolution? Item Summary/Recommendation: Request For Proposals (RFP) No.22-09-10 was issued for Temporary Personnel Services, as authorized by the City Commission at its FE;bruary 3, 2010 meeting. The purpose of this RFP is to establish multiple contracts for Temporary Personnel Services, on an "as needed basis" as specified in the RFP, from qualified Temporary Personnel Agencies ("Temporary Agencies"). Temporary personnel are needed to cover for regular City employees who are on vacation or leave of absence; to temporarily fill vacancies until they are permanently filled;. and to work on special projects. An Evaluation Committee appointed by the City Manager reviewed the proposals. The Committee discussed the evaluation criteria as well as the various options of ranking the agencies. Ten responsive Temporary Agencies submitted proposals that satisfied the requirements of the RFP, which include, but were not limited to: (1) compliance with the Living Wage Ordinance; (2) the City's option to interview multiple candidates for any position; (3) working with the Miami Beach One Stop Career Center; (4) drug screening; (5) background checks; (6) criminal checks; (7) interviewing; (8) skills testing; (9) And customer service training. There was a unanimous decision to go forward with a recommendation, to negotiate agreements with all responsive agencies. There was an additional recommendation that, after the agreements are in place, the designated contract manager should solicit feedback from the departments that are utilizing the Temporary Agencies, as well as facilitate .performance .reviews on the temporary personnel at regular intervals.
