WHEREAS, Request for Qualifications (RFQ) No. 01-09/10 for Architectural -and Engineering Services in various professional specialties to provide professional services on an, "as- needed basis" for projects in which basic construction costsfido not exceed $2 million or for study activities when the fee for such professional service does not exceed $200,000, was issued on October 14, 2009, with an opening date of December 1, 2009; and WHEREAS, apse-proposal conference to provide information to the proposers submitting a response was held on October 28, 2009; and WHEREAS, BidNet issued bid notices to 143 prospective proposers, BidSync (formerly known as RFP Depot) issued bid notices to 91 prospective' proposers, and 132 proposers were notified via mail, a-mail, and fax circulation, which resulted inf the receipt of seventy (70) proposals; and WHEREAS, the City Manager, via.. Letter to Commission (LTC) No. 356-2009, appointed an Evaluation Committee ("the Committee") consisting of the following individuals: • . Abbas Muayad, Resident and. Leadership Academy Graduate; • Allan Hall, Resident and Leadership Academy Graduate; • Carla Dixon-Vincent, Capital Project Coordinator, CIP Department; • Diana Rio, Senior Planner, Planning Department; • Jose Perez,. Civil Engineer III, Public. Works Department; • Lisa Botero, Environmental Resources Manager, Public Works Department; • Michael Laas, Resident and Leadership Academy Graduate; and WHEREAS, committee member Diana Rio, recused herself and was replaced by Thomas Mooney, the City's Preservation. and Design Manager; and WHEREAS, the Committee convened on February 111, 2010, February 24, 2010, March 16,' 2010, April 28, 2010, and May 20, 2010; and WHEREAS, the Committee was provided with general information on the scope of services, Performance Evaluation Surveys, and other pertinent information from all responsive proposers; and } WHEREAS, the Committee discussed their individual perceptions of the proposer's qualifications, experience, and competence, and further ranked the proposers on the applicable discipline accordingly; and WHEREAS, on each discipline, the recommendati jn was unanimously approved by all Committee members;. and WHEREAS, as part of the City Manager's due dilige `ce, feedback was requested from the City's CII' Office, Pubic Works Department, Planning Department, and Parks and Recreation Department, which resulted in the recommendation of additional architects and engineers, based. on their past performance on previous projects performed for the City, or on their proven past performance and experience and qualification.
