A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE A SECOND AMENDMENT TO AN EXISTING
PROFESSIONAL SERVICES AGREEMENT BETWEEN THE CITY AND
CARR SMITH CORRADINO, IN THE AMOUNT OF $62,000; SAID
AMENDMENT TO DEVELOP AN IMPLEMENTATION PLAN/PROGRAM
OF INTERRELATED PROJECTS FOR THE MIAMI BEACH
MUNICIPAL MOBILITY PLAN'S VISION FOR TRANSPORTATION; AND
FURTHER APPROPRIATING $50,000 FROM A FISCAL YEAR 1999
METROPOLITAN PLANNING ORGANIZATION GRANT, MATCHED AT
$12,000 BY THE FISCAL YEAR 1999 MIAMI BEACH PARKING
ENTERPRISE FUND.
WHEREAS, on April 16, 1997, the Mayor and City Commission approved Resolution No.
97-22354, authorizing the Mayor and City Clerk to execute an Agreement between the City of
Miami Beach and Carr Smith Corradino, for the development of a Municipal Mobility Plan (MMP)
for Miami Beach, in an amount of $150,000; and
WHEREAS, on November 18, 1998, Resolution No. 98-22963 authorized the Mayor and
City Clerk to execute a First Amendment to the existing contract to reflect an increased number of
meetings and workshops (33 instead of the 15 agreed upon), the printing of additional plan copies
with color graphics, and an extended plan development time line, in the amount of $9,800; and
WHEREAS, also on November 18, 1998, Resolution No. 98-22970 adopted the City's
Vision for Transportation, as proposed by the MMP, and further directed the Administration to
develop an implementation plan for the MMP Vision, for subsequent consideration by the Mayor
and City Commission.
NOW, THEREFORE, BE IT RESOL VED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein approve and authorize the Mayor and City Clerk to execute a Second
Amendment to an existing Professional Services Agreement between the City and Carr Smith
Corradino, in the amount of $62,000; said Amendment to develop an Implementation Plan/Program
ofInterrelated Projects for the Miami Beach Municipal Mobility Plan's Vision for Transportation;
and further appropriating $50,000 from a Fiscal Year 1999 Metropolitan Planning Organization
grant, matched by $12,000 from the Fiscal Year 1999 Miami Beach Parking Enterprise Fund.

BACKGROUND
The firm of Carr Smith Corradino has been under contract with the City. since April 16, 1997, for
the development of a first, citywide tr nsportation plan for Miami Beach, known as the Municipal
Mobility Plan (MMP). The basic plan d its "Vision for Transportation" were finalized in October,
1998, after undergoing an extensive nd thorough development and review process. The MMP
benefitted from 32 meetings whic were held with the Study Steering Committee, the
Administration and City staff, the Mi i Beach residents via four (4) citywide public involvement
workshops and other group meetings, d guidance from the Transportation and Parking Committee
(TPC). Planning Board, and City Co mission.
On November 18, 1998, the City Commission adopted the MMP Vision for Transportation.
authorized a First Amendment to the contract with Carr Smith Corradino. This amendment. in the
amount of $9,800, compensated the consultants for additional professional services performed,
above and beyond scope of work of the original contract. The Commission further directed the
Administration to prepare an Implementation Plan for the MMP.

The cost of developing an Implementation Plan for the MMP was estimated at $62.000. On March
3, 1999. the City Commission approved Resolution No. 99-23089, as recommended by the
Administration, which requested that the Metropolitan Planning Organization (MPO) reallocate a
$50,000 grant (originally awarded for the "Mirabella Study") to the Implementation Plan/Program
of Interrelated Projects (PIP) for the MMP, professional services to be performed by the on-going
MMP consultants. On March 26, 1999, the MPO Director responded affirmatively to the City's
request as shown in the MPO letter which is herein attached.
ANALYSIS
With $50,000 from the MPO and $12,000 from the Miami Beach Parking Enterprise Fund, the City
now is able to proceed with a Second Amendment to the Carr Smith Corradino contract in the
amount of$62,000, to develop the MMP Implementation Plan!PIP. The main elements of the scope
of services for this project (Exhibit A-I to Second Amendment to the contract). are briefly
described, as follows:
<) Refine the MMP Project Bank. improvements into specific recommendations.
<) Develop cost estimates for each Project Bank improvement.
<) Prioritize and develop, with TPC input, phasing schemes for the Project Bank. improvements.
<) Jointly with the City, develop a work program for each City-identified Transportation
Concurrency Management Areas (TCMA), also known as "urban transit villages."
<) Develop a Program ofInterrelated Projects for the Project Bank. improvements and prepare
Capital Improvement Program (CIP) items, using the City's format.
<) Provide a reliable standard process/procedures to approach County, for traffic flow items.
<) Research/analyze/recommend nationwide approaches to traffic calming techniques.
<) Identify funding sources for each improvement, provide sample application packets.
<) Provide strategy for combining projects, specifically to attract FederaVState/County funding.
<) Identify an organizational structure and staff roles forthe implementation of the MMP.
<) Make presentations to TPC, Planning Board, City Commission, and MPO.
<) Prepare a comprehensive Implementation Plan document and executive summary.
<) Produce 150 copies of the Implementation Plan/Program ofInterrelated Projects.
The consultants propose to complete the above-mentioned plan within 120 days of a notice to
proceed, thereby meeting the City's needs and the September 30, 1999 deadline of the MPO grant.
CONCLUSION
With this additional effort. the MMP will be ready for immediate implementation. and its Program
of Interrelated Projects (PIP) will be submitted to the appropriate agencies for FY 2001 funding, as
a comprehensive packet. The Administration recommends approval of the Resolution and
amendment.

Dear Mr. ~auez:
On June 2nd, 1998, the City of Miami Beach was awarded $50,000 from the Metropolitan
Planning Organization. Governing Board to conduct a Traffic and Environmental Study for Collins
Avenue from 59th Street to 63rd Street. To date there has not been any indication on behalf of
the City to proceed with this study. The funding assigned to this effort will expire on
September 30, 1999.
Based on the guidelines of the grant program, expired funds revert back to the pool of the overall
program funds and are made available for the next round of studies.
Please advise us of your intent on initiating and or completing this study before the expiration
date.

TO
DEVELOP AN IMPLEMENTATION PLAN/PROGRAM OF INTERRELATED PROJECTS
FOR THE MUNICIPAL MOBILITY PLAN
THIS SECOND AMENDMENT to Agreement dated April 16, 1997, is made this
day of , 1999, by and between the CITY OF MIAMI BEACH,
FLORIDA (City), which term shall include its officials, successors, legal representatives,
and assigns, and CARR SMITH CORRADINO (Consultant).
NOW, THEREFORE, in consideration of mutual covenants and mutual promises
hereafter exchanged and other good and valuable consideration, the receipt of which
is hereby acknowledged, the City and Consultant agree as follows:
1 . Section 2 of the Agreement, entitled "Scope of Work and Services
Required," and Exhibit A thereto, are herein amended to incorporate the proposal
attached to this Second Amendment as Exhibit A-1, to provide the following:
a) Develop and Implementation Plan for the Municipal Mobility Plar"; and
b) Develop a Program of Interrelated Projects for the Project Bank of
improvements of the Municipal Mobility Plan.
2. Except as modified herein, all other terms and conditions of the
Agreement are hereby ratified and confirmed. :.

Amendment to the Agreement to be executed by their appropriate officials, as of the

SCOPE OF SERVICES
MMP IMPLEMENTATION PLAN/PROGRAM OF INTERRELATED PROJECTS
April 5, 1999
Resolution No. 98-22970 directed the Administration to develop implementation
tasks for the Miami Beach Municipal Mobility Plan (MMP). Such implementation
tasks, or Implementation Plan/Program of Interrelated Projects (PIP), are a direct
result of the recommendations made in the MMP. The MMP produced a "Project
Bank" of transportation-related improvements chosen in response to the MMP's
assessment of the City's mobility needs. The Implementation Plan/PIP, to be
developed by consultants with City input, will analyze and organize the Project
Bank improvements and produce the following work products:
<> The Project Bank improvements, some of which are currently conceptual in
nature, will be refined into a set of specific recommendations and placed into
four (4) categories: Traffic Analysis Zone (T AZ), Districts, Neighborhoods,
and Transportation Concurrency Management Areas (TCMA).
<> The boundaries of potential TCMAs will be defined by the City Planning staff,
while a work program for the planning policies and strategies mandated by
State legislation for each proposed TCMA will be developed jointly by the
Consultant and City.
<> Cost estimates will be developed for each City-identified Project Bank
improvement, including estimates for any supporting studies or related work
that will be required for purposes of funding application, approval,
design/engineering, permitting, and construction.
<> The Project Bank improvements will be prioritized with phasing schemes
developed as appropriate, with the input of the Transportation and Parking
Committee and City staff.
<> The PIP will include the development of each project into a capital
improvements program (CIP) item, using the City's preferred formats.
<> All potential funding sources will be identified for each improvement, and the
applicable forms, regulations, procedures, timelines, matching obligations
(cash and/or in-kind), and other pertinent information will be provided for
each funding source. Sample funding-application pac~ets will also be
provided.
<> A reliable standard process with formal procedures will-be developed for the
City to approach State and County officials regarding desired amendments to
the 1997 Miami-Dade County Street Closure/Traffic Flow Modification
Manual. The most significant of these amendments would establish a less
restrictive policy for compact urban-infill, high-density areas, such as Miami
Beach, and allow for greater municipal autonomy, creativity and flexibility in
the use of innovative non-traditional traffic calming tools and techniques.
This new approach would ultimately prove to be less expensive and more
effective in establishing and enhancing the livability of the various Miami
Beach neighborhoods.
<) Special consideration will be given to the types of traffic calming techniques
and solutions that have been planned, implemented, and proved successfull'
in residential neighborhoods of tourist destinations such as Seattle, Portland,
and San Francisco. The City of West Palm Beach has recently received,
through the TEA-21 Bill, a $21 million earmark over a six-year period, for
continued development and implementation of effective traffic calming
measures for its residents and neighborhoods.
<) Consultants will suggest policies and strategies for combining certain PIP
projects to attract the attention of Federal, State, County and other funding
agencies, thereby maximizing the City's chances of being funded.
<) Consultants will identify an organizational structure for the implementation of
the MMP, and the roles to be played by the various City departments and
current personnel in the implementation process of MMP projects and other
transportation-related improvements.
<) Consultants will work with designated City staff as needed for
Implementation Plan development.
<) Consultants will make presentations to the Transportation and Parking
Committee, Planning Board, City Commission and MPO.
<)
Consultants will prepare a comprehensive document known as the MMP
Implementation Plan, which will include a user-friendly and thorough
Executive Summary.

NOTE: Under the Concurrency Management System Study, the Project Bank
improvements will be analyzed for their cumulative impacts and relationship to one
another, prior to finalizing the above-mentioned PIP. This analyses will result in a
clearer understanding of the Project Bank as a system of improvements, and the
implications of phasing. :..
