SUBJECT: Bob Middaugh Appointed As County Administrator of James City County,
Virginia
The purpose of this LTC is to advise you that Assistant City Manager Bob Middaugh has accepted
the position of County Administrator for James City County, Virginia and his appointment was
approved unanimously by the James City County Board of Supervisors on Tuesday. His
appointment is effective August 2, 2010. James City County is home to the Jamestown Historic
Site, and is adjacent to Williamsburg and Newport News, Virginia. D.C. James City County has
more than 63,000 residents and is 144.1 square miles in size. It was the first permanent English
settlement in America.
I hired Bob as an Assistant City Manager in April 2001 -among my first hires at the City of Miami
Beach. During his tenure at the City, Bob oversaw a portfolio which included Public Works, Parks,
CIP, Parking, Fleet, Police, Fire, Emergency Management and Neighborhood Services. Most
recently, Bob has been working on important special projects, including the implementation of the
Red Light Camera Intersection Safety Program and the energy efficiency program with contractor
Ameresco.
Over my almost 10 years as City Manager, I have taken great pride in building a strong organization,
bolstered by professional administrators. With more than three decades of public administration
experience, Bob has been a valuable asset to me, my team and this organization. He has served
this organization and our community with professionalism, dedication and professional ethics.
Personally, I am grateful to Bob for his years of service to this community and for being part of my
team. He and I will be meeting shortly to coordinate an efficient transition.
Please join me in congratulating Bob on his appointment as County Administrator for James City
County, Virginia. James City County is fortunate to have such an experienced and qualified
professional at their helm.

James City County Announces New County Administrator

In a unanimous vote, the James City County Board of Supervisors has agreed to hire Robert C. Middaugh, Jr.,
as the next County Administrator. Middaugh has been an Assistant City Manager for the City of Miami Beach,
Florida since 2001 and will bring over 34 years of public service, local government leadership and fiscal
management experience to James City County. He will succeed County Administrator Sandy Wanner who
retires August 1.
Middaugh will begin as County Administrator on Monday, August 2 with a compensation package that includes
a salary of $165,000, a car allowance and access to County fringe benefits. His initial contract is for two years.
The Board of Supervisors began the formal search process for a new County Administrator over six months ago by developing a
community profile based on feedback received through interviews with community and business leaders; County and school staff; and
the media. Over 70 resumes were received through a national search consultant, Springsted Incorporated. According to Board of
Supervisors Chairman Jim Kennedy, the Board worked collaboratively and diligently to find the right fit. 'The entire Board is pleased that
Bob Middaugh will be joining our team. We agree that he has the right experience and management style for James City County
especially as we look at a challenging future coupled with the County's continued growth and demand for services. We look forward to
working with him."
Middaugh's experience highlights a strong background in organizational leadership, fiscal management, ethics and communications. He
has experience in strategic planning, capital improvement projects, and citizen outreach and intends to use those skills in his new role.

concerns of residents and business owners to help the Board of Supervisors make this beautiful and historic community even better than
it is today," says Middaugh.
As a City of Miami Beach official, Middaugh brings a wealth of experience in tourism by working closely with tourism partners to market
and promote the destination and support large scale events including Super Bowls, contemporary art shows and food and wine festivals.
In his role as Emergency Management Coordinator, he has managed numerous incidents including four hurricanes.
Besides the City of Miami Beach, Middaugh has experience in several localities across the country as Town Manager of Davie, Florida;
City Manager of Wheat Ridge, Colorado; Town Manager of Watertown, Connecticut; and City Administrator of Elk River, Minnesota.
Robert Middaugh has been married to his wife Melissa for 36 years. They have 3 children and 5 grandchildren.
