A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, APPROVING AND
AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT
AN APPLICATION TO: 1) THE CHILDREN'S TRUST SERVICE
PARTNERSHIP PROGRAM FOR FUNDING, IN AN AMOUNT NOT TO
EXCEED $300,000, FOR SUCCESS UNIVERSITY; AND,
APPROVING RENEWAL OF THE FOLLOWING GRANT
CONTRACTS: 2) THE CHILDREN'S TRUST FOR THE PROMOTION
AND PREVENTION PROGRAM (YOUTH EMPOWERMENT
NETWORK) FOR FUNDING, IN THE AMOUNT OF $173,441, FOR
THE CITY'S YOUTH EMPOWERMENT NETWORK; AND, 3) THE
CHILDREN'S TRUST FOR THE OUT-OF-SCHOOL PROGRAM FOR
FUNDING, IN THE AMOUNT OF $343,563, FOR THE CITY'S AFTER
SCHOOL AND SUMMER PROGRAMS; APPROPRIATING THE
ABOVE GRANTS, IF APPROVED AND ACCEPTED BY THE CITY;
AND AUTHORIZING THE EXECUTION OF ALL NECESSARY
DOCUMENTS RELATED TO THESE APPLICATIONS

WHEREAS, The Children's Trust Service Partnership Program provides
funding to address targeted geographic areas and to reach at-risk populations in Miami-
Dade County, and the purpose of the program is to target resources to meet the more
complex needs of vulnerable children and families in the area; and
WHEREAS, Success University is an integrated service program that partners
with community agencies to provide Miami Beach youth at risk for truancy with personal
and academic supports, while providing their families with holistic, comprehensive
services to ensure family stability and youth success; and j

WHEREAS, the City, through the Miami Beach Service Partnership, seeks'to
continue and expand its service to eligible youth and families of Miami Beach Senior
High and Nautilus Middle through Success University; and

WHEREAS, service components include: tutoring, family assessments, care plan
coordination, family group conferencing, employment services, and referrals to community-
based services; and
WHEREAS, participants are aged 11 to 18 and predominantly have indicators
showing them to be at-risk, and students are referred to the program when they have
missed 15 or more unexcused school days during the previous school year and parents,
primary caregivers and extended family, teachers etc. will also receive services; and
WHEREAS, Success University was evaluated by The Children's Trust last year
and received a score of 85.10%, which was one the highest ratings in the program; and
WHEREAS, this program supports the key intended outcome: enhance learning
opportunities for youth and this grant does not require matching funds; and ~,

WHEREAS, approval is requested to submit an application to the Children's
Trust for the Service Partnership Program for funding, in an amount not to exceed
$300,000, for the City's Success University Program; and ~
WHEREAS, the Promotion and Prevention Program provides services that
promote early learning, literacy, improve academic performance, youth development,
parenting skills, involvement in the arts, awareness of health and safety issues and
education regarding the needs of children with disabilities; program goals are to prevent
violence, child abuse and neglect, reduce school truancy, school dropout, and substance
abuse; and
WHEREAS, the City's Youth Empowerment Network (YEN), funded through
the Promotion and Prevention Program, has been operating successfully since 2005 i06
and seeks to serve youth at-risk of academic failure and their families; and
WHEREAS, YEN targets youth in the third, fourth and fifth grades at Fienberg
Fisher K-8 Center and Biscayne Elementary who have five or more unexcused
absences and/or less than a 2.5 grade point average; and
WHEREAS, during the last program year, the program scored 91.68% rating' in
The Trust's Program Evaluation and 85% of youth improved school grades, and 50%' of
youths improved school attendance; and
WHEREAS, this contract renewal for FY 2010/11 provides $173,441 in funding
for the following services for clients: after-school tutoring, personal and interpersonal skill
development, care coordination and family assessments; and
WHEREAS, this contract does not require matching funds, and the project
supports the key intended outcome: enhance learning opportunities for youth; and
WHEREAS, approval is requested to renew the grant contract with The
Children's Trust for the Promotion and Prevention Program, for funding in the amount of
$173,441, for the City's Youth Empowerment Network; and
WHEREAS, The Children's Trust Out-of-School Program provides funding for
the City's summer camp and after-school program at North Shore Park and Youth
Center (NSPYC) to enhance academic, athletic, cultural and social learning in' a
nurturing and supervised environment while parents are working and during times of day
when adolescents are most prone to at-risk behavior; and
WHEREAS, the City's Out-of-School Program at NSPYC provides after school
services for more than 400 children; The Children's Trust funds services for 250 of these
children, ages 5-12 years old residing primarily in the City of Miami Beach and the City's
summer camp program provides services for over 500 children, and The Children's Trust
funds services for 270 of these children, ages 5-12 years old residing primarily in the
City of Miami Beach; and
WHEREAS, program activities include physical fitness, nutrition education,
homework and literacy support and program goals are to improve academic skills,
literacy, physical health and fitness and the program received a performance review
score of 92.56% mid-year from The Children's Trust; and
WHEREAS, this program supports the key intended outcome: enhance learning
opportunities for youth and this grant does not require matching funds; and
WHEREAS, approval is requested to renew the contract with The Children's
Trust for the Out-of-School Program, for funding in the amount of $343,563, for the City's
After school and Summer Programs at North Shore Park and Youth Center. ~
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit the following application: 1) The Children's Trust
Service Partnership Program for funding, in an amount not to exceed $300,000, for
Success University; and approval to renew the following contracts: 2) The Children's
Trust Promotion and Prevention Program for funding, in the amount of $173,441, for the
City's Youth Empowerment Network; and, 3} The Children's Trust Out-Of-School
Program for funding, in the amount of $343,563, for the City's After School and Summer
Programs; appropriating the above grants, if approved and accepted by the City, aind
authorizing the execution of all necessary documents related to these applications.

not to reduce; 2007 Community Satisfaction Survey: 24% of residents were dissatisfied or very dissatisfied
with local schools on Miami Beach; safety across the City (preventing crime, drugs, gangs) appeared as one
of the most important areas affecting resident's quality of life, The Children's Trust grants provide funding to
reduce truanc ,crime and angs. ~

University Program
The Children's Trust Service Partnership Program provides funding to address targeted
geographic areas and to reach at-risk populations in Miami-Dade County. The purpose of
the program is to target resources to meet the more complex needs of vulnerable children
and families in the area.
The City was awarded an initial planning grant for Success University in 2007, and the City
has been operating the program successfully since then. Success University is an
integrated service program that partners with community agencies to provide Miami Beach
youth at risk for truancy with personal and academic supports, while providing their families
with holistic, comprehensive services to ensure family stability and youth success.
The City, through the Miami Beach Service Partnership, seeks to continue and expand its
service to eligible youth and families of Miami Beach Senior High and Nautilus Middle
through Success University. Participants are aged 11 to 18 and predominantly have
indicators showing them to beat-risk, such as school absences. Students are referred to the

program when they have missed 15 or more unexcused school days during the p
school year; parents, primary caregivers and extended family, teachers etc. will also
services.
Service components include: tutoring, family assessments, care plan coordination, family
group conferencing, employment services, and referrals to community-based services. The
application will include the following providers for services under Success University:
1) Teen Job Corps for Supervision and wages for youth clients;
2) Choices et AI, Inc., for the provision of Family Group conferencing facilitation and
completed family contracts;
3) Unidad of Miami Beach for the provision of initial home visits and completion of
intake documents, provision of Family Group conferencing facilitation and the
provision of job placement services;
4) Ayuda, Inc. for the provision of initial home visits and completion of intake
documents;
5) South Florida Center for Family Counseling for the provision of initial home visits and
completion of intake documents;
6) Florida's Comprehensive Assessment Testing (FCAT)/Afterschool Tutoring for FCAT
preparation and general studies tutoring by certified Instructors;
7) Community Involvement Specialists for two contracted Community Involvement
Specialists to serve as school representatives at all designated meetings.
Success University was evaluated by the Children's Trust last year and received a score of
