2010-27430 ResoRESOLUTION NO. ~ 2010-27430 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, WAIVING, BY 5/7THS VOTE, THE COMPETITIVE BIDDING REQUIREMENT, FINDING SUCH WAIVER TO BE IN THE BEST INTEREST OF THE CITY; AND APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE AFIVE-YEAR AGREEMENT WITH MIAMI RESCUE MISSION, IN A FORM ACCEPTABLE TO THE CITY ATTORNEY, FOR THE PROVISION OF FIFTEEN (15) SHELTER BEDS TO BE USED TO PROVIDE EMERGENCY SHELTER TO THE CITY'S HOMELESS POPULATION, AT A COST OF $82,125 ANNUALLY. WHEREAS, the Homeless Services Division of the Office of Real Estate, Housing, and Community Development served 1,196 homeless persons in FY 2008/2009; and WHEREAS, on October 15, 2003, via Resolution No. 2003-25387, the City Commission waived competitive bidding and authorized the City Manager to execute an agreement with Salvation Army, Miami Rescue Mission, Miami-Dade County Homeless Assistance Center, St. Luke's Addition Treatment Center, and authorized the Administration to add other homeless shelter providers as they become available and identified funding to provide emergency shelter beds to the City's homeless population; and WHEREAS, the City has utilized and paid for the Miami Rescue Mission shelter beds since 2003, however, no formal agreement is in place and the Administration recommends that a five-year agreement be authorized and executed in order to guarantee emergency shelter beds for men when necessary; and WHEREAS, occupancy of the City's contracted 31 beds at the Salvation Army is at or near 100% on a daily basis, which indicates a strong need to contract with other providers that can offer other emergency shelter beds when necessary; and WHEREAS, in order to continue to and enhance the City's aggressive homeless outreach and placement and to maintain a stable and continuous relationships with existing shelter bed providers, and to ensure that there is no interruption in services and that beds are available when the need arises, it is recommended that the City enter into afive-year agreement with Miami Rescue Mission for 15 guaranteed beds at the existing fixed fee of $15 per bed, per day, for a maximum of $82,125 annually. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that Mayor and City Commission hereby waive, by 5/7ths vote, the competitive bidding requirement, finding such waiver to be in the best interest of the City, and authorize the City Manager and City Clerk to execute afive-year agreement with Miami Rescue Mission, in a form acceptable to the City Attorney, for the provision of fifteen (15) shelter beds to be used to provide emergency shelter to the City's homeless population, at a cost of $82,125 annually. Item Summary/Recommendation: The Homeless Services Division of the Office of Real Estate, Housing, and Community Development, served 1,196 homeless persons in FY 2008/2009. The City has utilized and paid for 15 shelter beds for males at the Miami Rescue Mission since 2003 pursuant to Resolution No. 2003-25387, to provide alternative emergency shelter placements to homeless individuals who are willing to engage in services. No formal agreement is in place and the Administration recommends that afive-year agreement be authorized and executed in order to guarantee emergency shelter beds for men when necessary. In order to continue and enhance the City's aggressive homeless outreach and placement, there is a need for stable and continuous relationships with existing shelter bed providers as to ensure that there is no interruption in services and that beds are available when the need arises. The City currently funds the Miami Rescue Mission and the Salvation Army to provide emergency shelter beds; there are no emergency shelter beds in the City. The Miami Rescue Mission is a homeless men's shelter facility which provides shelter, meals, basic case management, supervision, laundry services, and clothing when necessary. Requests for mental health assessments and evaluations are referred to outside organizations. The cost of shelter beds at the Miami Rescue Mission is $15 per bed, per day. The need to contract with more than one provider is based on the availability and type of beds for each provider. The City's Homeless Outreach Team conducts a comprehensive assessment of each homeless client to determine the factors leading to his/her homelessness. Each of the shelter providers offer varying degrees of service levels and employ different service models. The Administration recommends that the City authorize the City Manager to enter into an agreement with Miami Rescue Mission in order to secure 15 emergency shelter beds, at a cost of $15 per day, for afive-year term, for a maximum cost of $82,125 per year. The Miami Rescue Mission is a faith-based homeless men's shelter facility that provides shelter, meals, case management, supervision, laundry services, and clothing when necessary. Requests for mental health assessments and evaluations are referred to outside organizations. The cost of shelter beds at the Miami Rescue Mission is $15 per bed, per day. No formal agreement is in place and the Administration recommends that afive-year agreement be authorized and executed in order to guarantee emergency shelter beds for men when necessary. This indicates a strong need to contract with other providers that can offer identical or similar emergency shelter beds with case management services. In order to continue to an enhance the City's aggressive homeless outreach and placement, there is a need for stable and continuous relationships with existing shelter bed providers as to ensure that there is no interruption in services and that beds are available when the need arises. As a comparison, cost of the shelter beds at the Salvation Army is $17.81 per day. The cost of the treatment beds provided by Citrus Health Network, Inc. is 65 per day. In order to continue to enhance the City's aggressive homeless outreach and placement efforts, there is a need for stable and continuous relationships with existing shelter bed providers as to ensure that there is no interruption in services and that beds are available when the need arises and homeless persons that are being engaged agree to services. Currently, the City of Miami Beach also contracts with the Salvation Army for 31 guaranteed emergency shelter beds which are available to men, women, and families, and with Citrus Health Network,: Inc. for two specialized treatment beds for homeless persons with substance abuse and mental health problems. The need to contract with more than one provider is based on the availability and type of beds for each provider. The City's Homeless Outreach Team conducts a comprehensive assessment of each homeless client to determine the factors leading to his/her homelessness. Each of the shelter providers provide varying degrees of service levels and employ different service models. CONCLUSION In light of the continuing homeless outreach efforts and the existing relationship with Miami Rescue Mission which provides shelter, meals, basic case management, supervision, laundry services, and clothing to homeless males, the Administration recommends that the Mayor and City Commission waive competitive bidding and authorize the City Manager to enter into an agreement with Miami Rescue Mission, for fifteen (15) shelter beds, in order to better address homelessness in our City.
