REINVESTMENT ACT (ARRA) FUNDS FROM THE HENEDON AVENUE BRIDGE PROJECT, SUNSET ISLAND NO. 3 BRIDGE PROJECT, AND THE MILLING & RESURFACING OF BYRON AVENUE 81ST STREET - 87T" TERRACE PROJECT, TO FUND ADDITIONAL IMPROVEMENTS TO THE.. SUNSET ISLAND NO. 4 BRIDGE PROJECT AND THE MILLING & RESURFACING OF DICKENS AVENUE 71ST TO 81ST ST. PROJECT, IN THE AMOUNT OF $339,258, FUNDED IN THE FISCAL YEAR 2009/10 CAPITAL IMPROVEMENT PLAN. WHEREAS, the American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law by President Obama on February 17, 2009; and WHEREAS, ARRA funds were allocated by the Florida .Department of Transportation (FDOT) as formula grants for local or regional entities for construction ready transit projects; and . WHEREAS, the FDOT grant money was divided among the Henedon Avenue Bridge Project; Sunset Island No. 3 Bridge Project; the Sunset Island No. 4 Bridge Project; the Milling & Resurfacing of Indian Creek Drive 63~d - 71St Street Project; the Milling & Resurfacing of Dickens Avenue 71St -81St Street Project; and the Milling & Resurfacing of Byron Avenue 71St Street - 87th Terrace Project; and WHEREAS, FDOT has indicated that the City must use alt the ARRA grant funding on these. projects; and WHEREAS, the Henedon Avenue Bridge Project, Sunset Island No. 3 Bridge Project, .and the Milling & Resurfacing of Byron Avenue 71St Street - 87th Terrace Project are under budget; and WHEREAS, City staff and FDOT have worked together to identify additional scope and have agreed to mill and resurface the approaches to all the bridges; paint all the bridges; add sidewalk and curb repair to the milling and resurfacing projects; and WHEREAS, this additional scope will provide ancillary benefits to the City and will use the remaining ARRA funding. NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY. OF MIAMI BEACH, FLORIDA, that; the Mayor and City-Commission hereby approve and authorize the reallocation of unexpended ARRA Funds from the. Item tiumma /Recommendation: The City has six American Recovery and Reinvestment Act of 2009 (ARRA) grants that are administered by the Florida Department of Transportation (FDOT) including the rehabilitation of the Henedon Avenue, Sunset Island No. 3, and Sunset Island No. 4 bridges, which are now under construction, and three milling and resurfacing projects on Indian Creek Drive, Dickens Avenue, and Byron Avenue from 63~d Street to 87th Terrace. The Dickens Avenue and Byron Avenue projects have been advertised and proposals have been received. The costs for the bridges were less than the grant amounts, and the estimates for the milling and resurfacing projects were less than the grant amounts. Therefore, FDOT recommended adding scope to the projects in orderto use all the grant funding. FDOT will not allow the City to create a new project in order to use `the remaining grant funding. It indicated that if the grant funding was used on these existing projects, the City would lose the funding. City staff and FDOT identified additional improvements for the Bridge Projects and determined that the City could mill and resurface the approaches to all the bridges, paint all the bridges, and increase the rehabilitation on Sunset Island No. 4 Bridge. FDOT and the City also added sidewalk and curb repair to the Milling and Resurfacing projects. It is proposed that $20,218 be added to the Sunset Island No. 4 Bridge Project from the Henedon Avenue Bridge Project and that the remaining $319,040 in ARRA grant funding available from these projects be transferred to the Milling & Resurfacing Dickens Avenue 71St -81St Street Project. The remainder of the cost for the Milling & Resurfacing Dickens Avenue 71St -81St Street Project will come from a combination of the North Shore Neighborhood Improvements Project and negotiations with the proposed contractor to reduce scope and prices. FUNDING In the amount of $319,040 to the Milling & Resurfacing Dickens Avenue 71St - 81St Street Project with $104,525 from the Henedon Avenue Bridge Project, with $84,969 from the Sunset Island No. 3 Bridge Project, and with $129,546 from the Milling & Resurfacing Byron Avenue 81St Street - 87tH Terrace Project. In the amount of $20,218 to the Sunset Island No. 4 Bridge Project from the Henedon Avenue Bridge Project. BACKGROUND The American Recovery and Reinvestment Act of 2009 (ARRA) was signed into law by President Obama on February 17, 2009. The purposes of ARRA are to preserve and createjobs and promote economic recovery; to assist those negatively affected by the recession; and to stabilize State and local government budgets in order to minimize reductions in essential services. ARRA includes measures to modernize the nation's infrastructure, enhance America's energy independence, expand educational opportunities, increase access to health care, provide tax relief, and protect those in greatest need. The City has six (6) ARRA grants that are administered by the Florida Department of Transportation (FDOT) including the rehabilitation of three bridges, which are now under construction, and three milling and resurfacing projects, two of which have been advertised and bids have been opened. i Before opening the bids on the Milling and Resurfacing Projects, FDOT noted that the costs for the Bridges and the cost estimates for the Milling and Resurfacing Projects were less than the ARRA grant amounts. Therefore, FDOT recommended adding scope to all of the projects in orderto use all j of the grant funding. ANALYSIS City staff has worked with FDOT to identify ancillary improvements for the three (3) Bridge Projects which could be funded with the remaining grant funds, and determined that the City could mill and resurface the approaches and paint all the bridges. FDOT and the City have also added new sidewalk and curb repair to the Milling and Resurfacing Projects. With these increases in scope, the Henedon Avenue Bridge, Sunset Island No. 3 Bridge, and the Mill &Resurf. Byron Ave 81St Street - 87th Terrace Projects still have grants that exceed project costs, while the Sunset Island No. 4 Bridge and the Mill &Resurf. Dickens Ave 71St Street - 81St Street Projects now have costs that exceed their grants. However, the differences balance, and FDOT will allow transfers of grant money to cover these differences. Of the $339,258 proposed to be reallocated from ARRA funded Projects, $20,218 can be added to the Sunset Island No. 4 Bridge Project from the Henedon Avenue Bridge Project and the remaining $319,040 in ARRA grant funding can be transferred to the Milling & Resurfacing Dickens Avenue 71St -81St Street Project.
