SUBJECT: Declaration of Impasse with Communications Workers of America (CWA .-. '~

Please find attached a letter to the Florida Public Employee Relations Commission (PERC)
wherein an impasse is being declared in the contract negotiations between the City and the
Communications Workers of America (CWA).
As you know, on July 16, 2010, the City and the CWA had met and reached a verbal
tentative agreement. After numerous attempts by the City to finalize this tentative
agreement, the CWA has not done so.. Pursuant to Section 447.605, Florida Statutes, a
closed Executive Session will be held on Wednesday, August 25, 2010 at 12:30 pm, in the
Mayor's Conference Room for a discussion relative to collective bargaining and the next
steps involved with the impasse proceedings with the CWA.
As you also know, there are six (6) positions that were scheduled to be eliminated from the
FY 2009-2010 budget that the City had held off on eliminating. pending the outcome of the
contract negotiations with the CWA. These positions will now be eliminated effective August
20, 2010:
In addition, the alternatives which have been developed to fill the gap in the proposed FY
2010-2011 budget as a result of not reaching an agreement with the CWA will.. be finalized
and presented to the City Commission for review at a later date.
