A RESOLUTION OF THE MAYOR AND THE CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE MAYOR AND
CITY CLERK TO EXECUTE THE SECOND MAINTENANCE CONTRACT
RENEWAL TO THE MEMORANDUM OF AGREEMENT (MOA), CONTRACT
NO. B-A986, WITH THE FLORIDA DEPARTMENT OF TRANSPORTATION
(FDOT) FOR THE TURF & LANDSCAPE MAINTENANCE SERVICES ON 1-
195 (JULIA TUTTLE CAUSEWAY), FROM THE EAST END OF THE
WESTERNMOST BRIDGE TO ALTON ROAD, FOR THE PERIOD OF
SEPTEMBER 1, 1999, TO AUGUST 31, 2000, AT AN ANNUAL COST OF
$150,000, TO BE PAID TO THE CITY BY FDOT.
WHEREAS, FDOT has landscaped the Julia Tuttle Causeway from the East end of the
Westernmost bridge to Alton Road; and
WHEREAS, in 1994, the City entered into a Memorandum of Agreement with FDOT to
perform the landscape maintenance services on the Julia Tuttle Causeway for a total of $150,000 per
year, to be paid to the City; and
WHEREAS, the FDOT agreed to compensate the City $37,500 per quarter, for a total of
$150,000 per year, for the cost of the City maintaining said landscaping, pursuant to the existing
Agreement; and
WHEREAS, the current Agreement expires on August 31, 1999, and the City wishes to
exercise the second and final one year renewal option in the Agreement with FDOT for the period from
September 1, 1999 to August 30, 2000.
NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and the City
Commission hereby authorize the Mayor and City Clerk to execute the second maintenance contract
renewal to the Memorandum of Agreement (MOA), contract No. B-A986, with the Florida Department
of Transportation (FDOT) for the turf & landscape maintenance services on I -195 (Julia Tuttle
Causeway), from the East end of the Westernmost bridge to Alton Road, for the period of September
1, 1999, to August 31,2000, at an annual cost of$150,000, to be paid to the City by the FDOT.

ADMINISTRATION RECOMMENDATION:
Adopt the Resolution.
BACKGROUND:
In 1994, the City Commission approved Memoranda of Agreement with the Florida Department of
Transportation (FDOT) to provide for maintenance oflandscaping along the Julia Tuttle Causeway,
specifically from the east end of the westernmost bridge to Alton Road. To ensure that the
maintenance levels meet acceptable standards of the City of Miami Beach, FOOT agreed to
compensate the City $37,500 per quarter for a total of $150,000 per year for the cost of maintaining
the Julia Tuttle Causeway landscaping. This agreement has been renewed annually since that time.
The current agreement for the Julia Tuttle Causeway expires on August 31, 1999.
For the past several years, the City has out-sourced the Julia Tuttle Causeway to a private landscape
maintenance company. The compensation from FOOT pays for the total cost of the agreement with
the private contractor and replacement landscape materials. The Parks and Recreation Department's
Landscape Maintenance Division monitors the work of the contractor on a regular basis to ensure
the established specifications are being followed and the landscape materials are properly
maintained. Any deviations from the contract are noted in writing and sent to the attention of the
contractor for resolution.

ANAL YSIS:
To ensure the Julia Tuttle Causeway continues to be maintained at the high standards set by the City
of Miami Beach, and to receive the FOOT funding necessary to support ~hese maintenance standards,
the City must approve the attached Contract Renewal. The period of this agreement is from
September 1, 1999 to August 30, 2000. This is the second and final one year renewal option of the
current Agreement.
CONCLUSION:
Adopt the Resolution.

WITNESSETH:
WHEREAS, the Department and the Contractor heretofore on June 10, 1997
entered into an Agreement whereby the Department retained the Contractor to perform
MAINTENANCE SERVICES ON 1-195 (JULIA TUTTLE CAUSEWAY)

; and
WHEREAS, said Agreement has a renewal option which provides for a renewal if mutually agreed to by both
parties and subject to the same terms and conditions of the original Agreement;
NOW, THEREFORE, this Agreement witnesseth that for and in consideration of the mutual benefits to flow each
to the other, the parties agree to a renewal of said original Agreement dated June 10, 1997
for a period of one year beginning the ~ day of September ,1999 and ending the 31st
day of August ,2000 at an annual cost of $ 150,000.00

All terms and conditions of said original Agreement shall remain in force and effect for this renewal.
