A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE -CITY OF MIAMI
BEACH, FLORIDA, APPROVING AND OFFICIAL' LY ADOPTING THE BASIS OF DESIGN
` REPORT (BODR) .FOR THE. LITTLE STAGE THEATER COMPLEX (THE PROJECT)
WHEREAS, the Little Stage Theatre Complex is comprised of the Carl Fisher
.Clubhouse, the Acorn Theater, the 21St Street bandshell, :and adjacent site areas,including a
pedestrian path running parallel and adjacent to the Collins Canal.
WHEREAS, it is proposed that the pedestrian path which is parallel and adjacent to the
Collins Canal will eventually become part of the Miami Beach Atlantic Greenway Network; and
WHEREAS, the Carl Fisher Clubhouse, designed by August (Gus) Geiger, is one of the
oldest buildings still standing in the City (built in .1916); and
WHEREAS, in_ 1937, the Little Acorn-Theater (often referred to as the "Little Stage"),
designed by Robert A. Taylor,.was added to the site.
WHEREAS, the 21St bandshell was later added to the site in the 1950's; and
WHEREAS, as per Resolution No.83-17323, adopted on April 20, 1983, the 21St Street
Community Center became a .historic preservation site; and
WHEREAS, in April 2005, the City commissioned Glavovic Studio, Inc. (Glavovic) to perform
planning servicesassociated with.a-Site feasibility Study (Study) for a skate plaza to be located at
the Little Stage Theater Complex site; and
WHEREAS, on December 2005, a full .presentation of the skate plaza concept was
presented to the Cultural Arts Council (CAC); and
WHEREAS, on January 6, 2006, the CAC passed: a motion expressing its support for an
alternate site and if the Carl Fisher Clubhouse site is to be pursued as a potential skate plaza/multi-
use area, that CAC be involved in the planning and design; and ~ ,
WHEREAS, on June 8, 2005, Resolution No. 2005-25928 was approved, authorizing the
issuance of Request for Qualifications (RFQ) No. 26-04/05 for the histoCic'preservation, restoration
and/or rehabilitation of the Little Acorn Theater and the Carl,Fisher Clubhouse, demolition of the 21St
Street band-shell, and potential recreation improvements adjacent to and/or part of the site; and
WHEREAS, on June 27, 2005, RFQ No. 26-04/05 was issued, resulting in the City's receipt
of five (5) qualification packages; and
WHEREAS, on October 19, 2005, the •Mayor and the City Commission authorized the •~~,.;
.Administration to negotiate a professional services agreement with Glavovic, for the Little Stage .
`Theatre Complex; and
WHEREAS, on December 6, 2006, the City Commission approved Resolution No. 2006-
26387, approving and authorizing the Mayor and City Clerk to execute a professional services
agreement with Glavovic, in an amount not to exceed $472,000, for architectural, engineering; and
- -.landscape architecture services for the master planning, design,. bid and award, and construction
administration services associated with the Little Stage Theater Complex project; and
WHEREAS, at the July 22, 2008, Community Design Workshop,, Glavovic presented two (2)
schemes: Scheme One and Scheme Two; and
WHEREAS, Scheme One proposes that approximately25,000 square feet of land area be
added to the contract boundary, most of which is the existing Parks and Recreation Building
Courtyard; an area immediately to the west of the existing courtyard.; a 30-foot expansion along the
south property line, where it abuts the Miami Beach Convention, Center; and an area at the
property's west entrance (entrance from Convention Center Drive); and
WHEREAS, Scheme Tvvo.proposes a smaller design within the contract boundaries; and
WHEREAS, the Cultural/Skate plaza is laid differently and located closer to the Carl Fisher
Clubhouse; and
WHEREAS, on December 10, 2008, in response to the community's interest to have the
Little Stage Theater building in operation as a viable venue prior to this project coming into fruition,
the City Commission adopted Resolutions No. 2008-26945, and 2009-27069, approving and
. authorizing the Administration to proceed with limited upgrades to the existing facility, as a
maintenance project through the City's Property Management Division; and further approved and
authorized up to $35,.000 to fund for these upgrades from the previously appropriated professional
services portion of the project; and
- WHEREAS, project funds were previously appropriated in Fiscal Year 2006/2007 from City
Center RDA Capital Fund; Fund 365, in the amount of $637,200, with a funding balance of $ 11,407.
WHEREAS, the City seeks to approve the BODR, and then seek additional funding forthis
project's implementation through the Capital Budget Process; and
NOW, THEREFORE, BE IT RESOLVED BY THE .MAYOR AND CITY COMMISSION OF
. THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission hereby approve and
officially adopt the Basis of Design Report (BODR) for the Little Stage Theater Complex

The Project is comprised of the Carl Fisher Clubhouse, the Acorn Theater, the bandshell (proposed to be

It is proposed.that the pedestrian path which is parallel and adjacent to the Collihs Canal will eventually become part
of the Miami Beach Atlantic Greenway Network (Greenway). The Greenway will provide a safe route for pedestrians
and bicycles, and is seen as an opportunity to bring people to the site. Located alongside the Collins Canal, the
Acorn Theater Complex (aka The Little Stage Theater) is an urban space seeking to be reconnected to the
surrounding fabric of the city. In April 2005, the City of Miami Beach commissioned Glavovic Studio, Inc. (Glavovic) to
perform planning services associated with a Site Feasibility Study (Study) for a skate plaza to be located at the site.
In December 2005, a full presentation of the skate plaza concept was presented to the Cultural Arts Council (CAC).
The concept was well received and the CAC referred the item for more discussion. to the CAC Facilities Taskforce
Subcommittee. On December 6, 2006, the City Commission authorized Resolution No.2006-26387, approving and
authorizing the Mayor and City Clerk to execute a professional services agreement with Glavovic, in an amount not to
exceed $472,000, for architectural, engineering, and landscape architecture services for the master planning, design,
bid and award, and construction administration services associated with the project.
On January 6, 2006, the CAC passed a motion expressing their support for an alternate site and if the Carl Fisher
Clubhouse site is to be pursued as a potential skate plaza/multi-use area, that CAC be involved in the planning and
design.
The Consultant's Notice to Proceed (NTP) for the Planning Phase was issued on August 30, 2007. Project planning
process has followed the standard project sequence, from project kick-off meeting to a community design workshop
(CDW) held on July 22, 2008.
At the July 22, 2008, CDW, Glavovic presented two (2) schemes (refer to attached power point presentation
documents, Attachment 1). Scheme One, proposes that approximately 25,000 square foot (SF) of land area be
added to the contract boundary, most of which is the existing Parks and Recreation Building Courtyard, an area
immediately to the west of the existing courtyard, a 30-foot expansion along the south property line, where it abuts
the Miami Beach Convention Center, and an area at the property's west entrance (entrance from ConventionCenter

The. total project funding currently-available for this project from the City Center RDA
Capital Fund is $11,407.
.BACKGROUND '
The Little Stage Theatre Complex( The Project) is comprised of the Carl Fisher Clubhouse,
." the Acorn Theater, the bandshell (proposed to be demolished), and adjacent site areas,
including a pedestrian .path running parallel and adjacent to the Collins Canal. It is proposed
that the .pedestrian path which is parallel and adjacent to the Collins Canal will eventually
become part of the Miami Beach Atlantic Greenway Network (Greenway).. The Greenway
will provide a safe route for pedestrians and bicycles, and is seen as an opportunity to bring
people to the site. Located alongside the Collins Canal, the Acorn Theater Complex (aka
The Little Stage Theater) is an urban space seeking to be reconnected to the surrounding
fabric of the city. This urban space is ideal for youth-oriented activities.
The Carl Fisher Clubhouse, designed by August (Gus) Geiger, is one of the oldest buildings
still standing-in the City. It was built in 1916, one year after the incorporation of the City of
Miami Beach, aspart of Carl Fisher.'s private executive golf course.. In 1937, the Little Acorn "
. Theater (often referred to as the "Little Stage"); designed by Robert A. Taylor, was added to
the site. The band-shell was later added to the site in the 1950's.
As per Resolution 83-1.7323, adopted on April 20, 1983, the 21St Street Community Center
became a historic preservation site. The 21St Street Community Center inciudes all the
above facilities as described in the background portion of this memorandum.

Planning and Zoning Department's review, that determined the program of a skate plaza is

conclusion of the CDW presentation, a question and answer session followed. In summary,
consensus was not reached and the attendees expressed the desire to have the following
items further addressed:
• Re-evaluate proposed multi-function characteristics of skate plaza component;
• Re-evaluate size of the proposed skate plaza;
~• Consult- skate boarding community- and/or reputable skate boarding ~ --~- - _ -
consultant during the design of the skate plaza component to ensure a
successful layout;
• Street boarding is only one type of skate boarding activity appropriate for the
proposed skate plaza component; however, consider alternate locations for a
professional facility to serve all other forms of skate boarding.;
• Consider .noise factor from adjacent streets when designing spaces
particularly activities along Washington Avenue; and
' • Consider the need for policing activities when designing spaces
During the planning process, the City decided. to upgrade the existing Carl Fisher Clubhouse
to meet ADA and Life Safety code requirements, prior to the full implementation of the entire
renovation project. The facility is currently in use, prompting the necessity to provide these
upgrades. Glavovic provided supplemental architectural and engineering services for these
improvements and the construction of these capital improvements has been completed..
ANALYSIS:
Neighborhood
The Little Stage Theater Complex is part of the 21St Street Community Center, and is located
west of Washington Avenue, and east of Convention Center Drive, on a tract of land
adjacent to an existing linear park along Collins Canal, just south of Dade Boulevard. On
the southern portion of the site, along Washington Avenue, is the Parks and Recreation
Center, which houses the Parks and Recreation Department administrative offices. The
Community Center site is zoned "CCC"- Convention Center District, and is part of the City

Center Neighborhood.
.Project Description
The Project is comprised of the Carl Fisher Clubhouse, the Little Stage Theater (aka Acorn
Theater), the Band-shell (proposed to be demolished), and adjacent site areas, including a
pedestrian path running parallel and adjacent to the site, along the Collins Canal, that will
eventually become part of the Miami Beach Atlantic Greenway Network (Greenway).
. The anticipated improvements consist of the following:
Restoration and/or rehabilitation of the existing Carl Fisher Clubhouse and
Acorn ("Little Stage") Theater.
Demolition of existing Band-shell facility
• New theater support facility building
New Parks Pavilion building
• .Pedestrian walkways
• Skate plaza
• Landscaping
• Irrigation
• Site lighting

additional land widens the view corridors into the site and further enhances the potential
programming of the site.
Scheme Two proposes a smaller design within the contract boundaries (refer to pages 48
and 49 of the BODR-Attachment 1). The Cultural/Skate plaza is laid differently and located
closer to the Carl Fisher Clubhouse. Another difference is the location of the Park
bathrooms, which have been relocated into the proposed "Little Stage Theater Pavilion".
Both schemes are designed for many activities to occur simultaneously by creating twelve
(12) different zones in the site that are linked and experienced as an integral site with native
gardens, landscaped tropical courtyards and integrated pathways. For example, Zone 5 is
the Central Plaza and the primary core of the site. Included in this space is an art water
feature element, the entrance to the Carl Fisher Clubhouse, a visual connection to the Skate
Plaza, and the landscape amphitheater lawn and canal walkway below, the expanded Parks
and Recreation Plaza, and Cafe Pavilion and a fun interactive tropical plaza space, all
further described as follows:
The Theater Plaza
A new multimodal active and passive space to re-energize the front of the Little Stage
Theater creating a forecourt with possibilities of outdoor performance space and art
installation opportunities. Contemplative gardens give prominence to the Little Stage
Theater and an arbor of evergreen trees provides a green view corridor from Washington
Avenue, and a resting area in the urban landscape, as well as also reducing sound from the

adjacent streets.
The Little Stage Theater
The interior renovation provides for 80 raked seats. Interior improvements include sliding
acoustical panels in front of windows for light and acoustic control: The restrooms are
proposed to be located on the north side and the stage on the south side. The design
concept proposes a new pavilion building to the south of the Little Stage Theater, where
utility support spaces and dressing rooms are to be located. The .new proposed pavilion
building is to be designed with movable exterior panels thus allowing the building to open up
and convert into an outdoor theater or for a casual park shade space (refer to pages 51 and
52 of the BODR-Attachment 1).
On December 10, 2008, in response to the community's interest to have the Little Stage
Theater building in operation as a viable venue, prior to this Project coming into fruition, the
City Commission adopted Resolutions No. 2008-26945, and 2009-27069, approving and
authorizing the Administration to proceed with limited upgrades to the existing facility, as a
maintenance project through the City's Property Management Division, and further approved
and authorized up to $35,000 to fund for,these upgrades from the previously appropriated
professional services portion of the project, with funds previously appropriated from the City
Center RDA Capital Fund No. 365, instead of appropriating additional funds. Since these
funds are already encumbered for the Consultant for the Project, the Consultant's Blanket
Purchase Order (BPO) has been reduced accordingly. Should the City Commission decide
to proceed with the proposed Project, these funds are to be replaced once additional funding
for the Project becomes available for construction.
The Carl Fisher Clubhouse
The Carl Fisher Clubhouse consists of the historical renovation of the existing facility
including a clubhouse terrace area facing the Collins Canal (recreating the facility's historical... - .- -. ..
connection with the canal). Since the facility was in use, the City decided to upgrade the
existing Carl Fisher Clubhouse to meet minimum ADA and Life Safety code~requirements;
prior to the Project coming into fruition. These limited. improvements were funded from
previously appropriated funds. Since the Project was only in the Planning Phase, only a
limited amount of construction funds were previously appropriated; therefore, in order to fund
these improvements, $50,000 was transferred from the previously encumbered construction
. administration services of the professional services agreement. These are to be replaced
once additional funding for construction becomes available for the Project, should the City
Commission decide to proceed with the Project as proposed in the draft BODR. To date,
these construction improvements have cost approximately $141,000. Additionally, the
contractor performing these improvements has encountered unforeseen conditions,
incurring additional costs (Change Orders), currently valued at $43,635, but not finalized by
CIP staff. These include, but are not limited to, the size and location of existing plumbing
fines affecting the connection of the new restrooms, floor structural framing conditions, and
clear space above the ceiling areas affecting distribution of the mechanical ductwork system
and location of restroom exhaust fans. Approximately $35,000 is currently available from the
Project's contingency to partially pay for these unforeseen conditions; however, additional
funds may need to be transferred from the previously encumbered professional services
agreement to be replaced once additional funding for construction becomes available for the
Project. .
The Central Plaza
The reconfigured plaza ties together all buildings and a sloped "Amphitheater Lawn"
elevated 3.5 feet above grade towards the west. The lawn could be used as an amphitheater

to an'impromptu play or music performance in the plaza:
Parks Facility Pavilion
A new support facility building located west of the existing Parks and Recreation courtyard..
The building .provides potential concession business opportunities that could significantly
erihance the site experience.. The building also provides a landscaped buffer between the
courtyard and the. Miami Beach Convention Center loading dock facilities.
The Canal Promenade •
The proposed design creates a series of unique spatial environments. A difference in site
elevation allows for a separation ,between the buildings and pathway. The improved
pedestrian path will provide a safe link to the surrounding community and further provides an
opportunity for cross programming with the adjacent Miami Beach Botanical Garden.
The Boat Dock -
This is an important north-south connection to the Central Plaza. It activates the space
between the Carl Fisher Clubhouse and the Little Stage Theater. It also reemphasizes the
historical connection to the canal.
The Cultural Skate Plaza
A multi-purpose plaza where outdoor cultural performances, theater troupes;. or skate
boarding activities,could take place depending on the site programming requirements. The
added land in Scheme One allows for the cultural skate plaza to be located further away
from the historical Carl Fisher Clubhouse and fora better plaza configuration enhancing
programming possibilities. The proposed design has also taken into consideration design
features that would help alleviate concerns of the skate plaza location on the site, adjacent
to the historic structures. •
. West Entrance`Plaza
The proposed concept provides for an improved entrance to the site from the west and an
area for potential native plantings, providing a learning experience and potential connection
to the .neighboring Miami Beach Botanical Gardens.
COST /BUDGET INFORMATION
The estimated project construction budget for the proposed two (2) schemes as shown 'in
the BODR, at this conceptual level, is shown in the Table 1 below. These include estimated •
design development and escalation factors, contractor's general condition, overhead. and
.profit, and insurance and bond premium costs.

Based on the estimated construction budget above, the overall project budget is estimated
