2010-27464 ResoRESOLUTION NO.~ 2010-27464 A RESOLUTION RETROACTIVELY APPROVING AND AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS TO: 1) US ENVIRONMENTAL PROTECTION AGENCY (EPA), CLIMATE SHOWCASE COMMUNITIES PROGRAM FOR FUNDING IN THE AMOUNT OF $500,000 FOR THE CITY'S WATER RECLAMATION PLANT PROJECT; 2) THE NATIONAL ENDOWMENT FOR .THE ARTS FOR FUNDING IN THE AMOUNT OF $100,000 FOR SLEEPLESS NIGHT 2011; 3) THE CHILDREN'S TRUST FOR ADDITIONAL FUNDING IN THE AMOUNT OF $100,000 FOR SUCCESS UNIVERSITY; AND, 4) FLORIDA' DIVISION OF EMERGENCY MANAGEMENT FOR HOMELAND SECURITY GRANT PROGRAM FUNDING. IN THE AMOUNT OF $9,000 FOR EMERGENCY. MANAGEMENT TRAINING; APPROPRIATING THE ABOVE GRANTS, IF APPROVED AND ACCEPTED BY THE CITY, AND AUTHORIZING THE EXECUTION OF ALL NECESSARY ~ DOCUMENTS RELATED TO THESE APPLICATIONS WHEREAS, the overall goal of the EPA's Climate Showcase Communities program is to create replicable models of sustainable community action that generate cost-effective and persistent greenhouse gas reductions while improving the environmental, economic, public health or social conditions in communities; and' WHEREAS, funds are provided for planning, demonstration ~ and/or implementation of projects:; designed to address climate change initiatives; and WHEREAS, in an effort to eliminate the use of potable water for irrigation at the Miami Beach , Golf Club, ,the city is proposing to install a membrane bioreactor wastewater plant to treat wastewater to a public access reuse standard and utilize the treated water to irrigate .the golf course; and WHEREAS, this project was included by Ameresco in the Preliminary Energy Assessment Summary Report provided to the City on June 2, 2009; and WHEREAS, the total project cost for this Energy Conservation Measure is $6,760,000 which will be funded through energy savings; and WHEREAS, the grant requires matching funds in the amount of $500,000 and if awarded, the match could come out of operating costs utilizing energy savings; and WHEREAS, this project supports the key intended outcome enhance the environmental sustainability of the community; and ._~ WHEREAS, retroactive .approval to submit this application to the US Environmental Protection Agency (EPA) Climate- showcase Communities Grant Program for funding in the amount of $500,000 for a Water Reclamation Plant is requested; and WHEREAS, the National Endowment for the Arts `Access to Artistic Excellence' program encourages and supports artistic creativity, preserves the nation's diverse cultural heritage, and makes the arts more widely available in communities throughout the country; and WHEREAS, support is available to organizations for projects that enable arts organizations and artists to expand and diversify their audiences and that provide opportunities for individuals to experience and participate in a wide range of art forms and activities; and WHEREAS, the goals of Sleepless Night 2011 are to strengthen South Florida's reputation as a top cultural tourism destination by becoming a major annual signature event, on par with Art Basel Miami Beach and the South Beach Wine and Food Festival; to build arts audiences, increase public awareness of the arts and- educate the local arts practitioners; to create community through the shared experience of diverse audiences; to forge dynamic partnerships of artists, arts organizations and public and private industry; and to enliven both culturally and economically the previously depressed final month of hurricane season; and WHEREAS, Sleepless Night 2011 will present over 150 free arts and entertainment offerings at 80 different locations spread throughout the city and the 13- hour night that marks the end of Daylight Savings Time; and WHEREAS, this grant requires a $1:$1 match which will be funded through corporate support for the event and this project supports the key intended outcome maximize Miami Beach as a destination brand; and WHEREAS, retroactive approval is requested to submit an application to the National Endowment for the Arts for funding in the amount of $100,000 for Sleepless Night 2011; and WHEREAS, the Children's Trust Service Partnership program provides funding to address targeted geographic areas and to reach at-risk populations in Miami-Dade County and the purpose of the program is to target resources to meet the more complex needs of vulnerable children and families in the area; and WHEREAS, the City was awarded an initial planning grant for Success University in 2007, and has been operating the program successfully since then; and WHEREAS, Success University is an integrated service program that partners with community agencies to provide Miami Beach youth at risk for truancy with personal and academic supports, while providing their families with holistic, comprehensive services to ensure family stability and youth success; and WHEREAS, the City, through the Miami Beach Service Partnership, seeks to continue and expand- its service to eligible youth and families through Success University; and WHEREAS, the City has recently submitted an application for funding for the current school year, however there is a gap in funding from August 1, 2010 through October 31, 2010 after which the new funding will commence; and WHEREAS, the period of time from August 1, 2010 through October 31, 2010 is a critical time for start-up and referrals into the program, as such, the Children's Trust has provided extension funding in-,the amount of $100,000 to cover this unfunded period of time until the new agreement commences; and WHEREAS, this program supports the key intended outcome enhance learning opportunities for youth and the grant does not require matching funds; and WHEREAS, retroactive approval is requested for the City to apply for and receive additional funding in the amount of $100,000 from The Children's Trust for Success University; and WHEREAS, the Statel of Florida is a subgrantee of the Homeland Security Grant program through the Division of Emergency Management; and WHEREAS, the State Homeland Security grant program provides funds to build capabilities at the state and local levels and to implement the goals and objectives included in state homeland security strategies; and WHEREAS, at ..least 25 percent of these funds must be dedicated towards law enforcement terrorism prevention-oriented planning, organization, training, exercise, and equipment activities; and WHEREAS, the City has applied for funding for specialized training, including Urban Search and Rescue training and Hazardous Materials training in the amount of $9,000 and matching funds are not required for this grant; and i WHEREAS, this program supports the key intended outcome: maintain crime rates at or below national trends; and WHEREAS, retroactive approval is requested to submit an application to the State Homeland Security Grant Program for funding in the amount of $9,000 for Training purposes; and NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH hereby retroactively approve and authorize the City Manager or his designee to submit the following application: 1) US Environmental Protection Agency (EPA), Climate Showcase Communities Program for funding in the amount of $500,000 for the City's Water Reclamation Plant Project; The program extends EPA's capacity to share with the public best practices by funding projects that can serve as living models of innovation and '-education. Funds are provided for planning, demonstration and/or implementation of projects designed to address climate change -initiatives. The City of Miami Beach currently irrigates the. golf course at Miami Beach Golf Club with potable water combined with brackish water from a golf course pond system. In an effort to eliminate this use of potable water for irrigation, the city is proposing to install a membrane bioreactor wastewater plant to treat wastewater to a public access reuse standard and utilize the treated water to irrigate the golf course. This project was included by Ameresco in the Preliminary Energy Assessment Summary Report provided to the City on June 2, 2009. Service components include: tutoring, family assessments, care plan coordination, family group conferencing, employment services, and referrals to community-based services. The City has recently submitted an application for funding for the current school year. The previous Children's Trust grant for Success University was awarded on September 10, 2009. The effective term of the contract was from August 1, 2009 through July 31, 2010. The City has applied for funding for the next fiscal year to continue the program; however there is a gap in funding from August 1, 2010 through October 31, 2010 after which the new funding will commence, and this is a critical time for start-up and referrals into the program. As such, the Children's Trust has provided extension funding in the amount of $100,000 to cover this unfunded period of time until the new agreement commences.
