HomeMy WebLinkAbout2001-24635 Reso RESOLUTION NO. 2001-24635 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RETROACTIVELY AUTHORIZING THE CITY MANAGER OR HIS DESIGNEE TO SUBMIT AN APPLICATION FOR GRANT FUNDS FROM THE FLORIDA DEPARTMENT OF ENVIRONMENTAL PROTECTION, DIVISION OF RECREATION AND PARKS, FOR THE PURPOSE OF RENOVATING THE PLAYGROUND AREA AND CONSTRUCTING A NEW RESTROOM FACILITY AT FLAMINGO PARK, IN THE AMOUNT OF $100,000, TO BE MATCHED WITH $100,000 OF CITY FUNDING, AS RECOMMENDED IN THE APPROVED $92 MILLION GENERAL OBLIGATION BOND PROGRAM, FUND 374; FURTHER APPROPRIATING THE GRANT, IF APPROVED AND ACCEPTED BY THE CITY, IN THE WORK ORDER FOR THE FLAMINGO PARK GENERAL OBLIGATION BOND PROGRAM RENOVATION PROJECT; AND AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE ALL NECESSARY DOCUMENTS RELATED TO THIS APPLICATION. WHEREAS, the State of Florida allocates funding annually to the Florida Department of Environmental Protection, Division of Recreation and Parks for the purpose of assisting local governmental entities to acquire or develop land for outdoor recreation purposes; and WHEREAS, these funds are made available to eligible governmental applicants through the Florida Recreation Development Assistance Program (FRDAP), examples of eligible projects include, but are not limited to the construction of playgrounds, restrooms, tennis courts, picnic facilities, bicycle trails, fishing piers, and boardwalks; and WHEREAS, on June 19, 1996, the City Commission approved the General Obligation Bond Parks Master Plan for the restoration of the City's Parks System and on November 2, 1999, the citizens of Miami Beach approved the $92 Million 1999 General Obligation Bond Program, including improvements and enhancements for Flamingo Park; and WHEREAS, the above referenced Flamingo Park improvements include but are not limited to the renovation of the playground and the construction of a new restroom facility, which are eligible costs to be funded by this grant source and, if approved, will contribute significantly to the Flamingo Park project. NOW THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein approve and authorize the City Manager, or his designee, to submit an application for grant funds from the Florida Department of Environmental Protection, Division of Recreation and Parks, for the purpose of renovating the Flamingo Park playground and the construction of a new restroom facility at Flamingo Park, in the amount of$1 00,000, to be matched with $100,000 of City funding, as recommended in the approved $92 Million General Obligation Bond Program, Fund 374; further appropriating the grant, if approved and accepted by the City, in the Work Order for the Flamingo Park General Obligation Bond Program Renovation Project; and authorizing the Mayor and City Clerk to execute all necessary documents related to this application. ANALYSIS The State of Florida allocates funding annually to the Florida Department of Environmental Protection, Division of Recreation and Parks for the purpose of assisting local governmental entities to acquire or develop land for outdoor recreation purposes. These funds are made available to eligible governmental applicants through the Florida Recreation Development Assistance Program (FRDAP). Examples of eligible projects include, but are not limited to the construction/restoration of playgrounds, restrooms, sports fields, tennis courts, picnic facilities, bicycle trails, fishing piers, and boardwalks. Included in these improvements are enhancements for Flamingo Park. These improvements include but are not limited to the renovation of the playground area and a new restroom facility, new tennis courts, a new swimming pool(s) complex, sports facilities lighting, signage, park furnishings, landscaping, sports field improvements and irrigation. The total recommended improvements are estimated at $5,300,000, The renovation of the playground area and the construction of a new restroom facility are eligible costs to be funded by this grant source and, if approved, will contribute significantly to the Flamingo Park project. lMG GMO/GCOIKS/OM'i)V\
