A RESOLUTION OF THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH,
FLORIDA, AMENDING RESOLUTION NO. 99-23225,
EXPANDING RESTRICTED PARKING AREAS FOR
RESIDENTIAL PERMIT PARKING ZONE ONE
(SOUTH POINTE).
WHEREAS, the City has, via its Resolution No. 99-23225, established
Residential Parking Permit Zone One (South Pointe); Zone Two (Flamingo Park);
Zone Three (Michigan Avenue); Zone Four (Convention Center-East); and Zone
Five (Art Deco), respectively, for the protection of residents competing for on-street
(curbside) parking with visitors to the area; and
WHEREAS, a publicly noticed workshop was held to consider the expansion
of restricted parking areas for Zone One (South Pointe); following the mailing of
notices to every household that could reasonably be established within the area;
and
WHEREAS, the Administration has received a petition from residents
regarding the creation/expansion of restricted parking areas in Residential Permit
Parking Zone One (South Pointe); and
WHEREAS, the Administration has surveyed Residential Permit Parking
Zone One (South Pointe) and identified the following additional restricted parking
opportunities for Residential Parking Permit Zone One (South Pointe) permit holders
and their guests:
Euclid Avenue, between 3rd and 4th Streets;
Meridian Avenue, between 2nd and 4th Streets;
Jefferson Avenue, between 2nd and 4th Streets;
Michigan Avenue, between 3rd and 4th Streets;
Commerce Street, between Washington and Jefferson Avenues (south
side/permit currently honored on north [metered] side); and
WHEREAS,Zone One/South Pointe restricted parking will be converted to
metered parking on Washington Avenue between First and Third Street (both sides)
and on Collins Avenue between First and Third Street (both sides); and
WHEREAS, Zone One/South Point Residential Parking decals will be
honored at said metered parking areas, first come/first served.

NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and
City Commission herein amend Resolution No, 99-23225, expanding restricted
parking areas for Residential Permit Parking Zone One (South Pointe) in the
following manner:
Additional restricted parking opportunities for Residential Parking Permit
Zone One (South Pointe) permit holders and their guests,
Restricted parking will be converted to metered parking on Washington
Avenue between First and Third Street (both sides) and on Collins Avenue between
First and Third Street (both sides).
Zone One/South Point Residential Parking decals will be honored at said
metered parking areas, first come/first served.

BACKGROUND:
On April 13, 1994, the Mayor and Commission approved the establishment of four (4)
restricted residential permit parking zones: Zone One/South Pointe; Zone Two/Flamingo
Park; Zone Four/Convention Center-East; and Zone Five/Art Deco (Zone Three-
Convention Center/West was not approved due to lack of citizen interest/participation),
On June 23, 1999, the Mayor and Commission approved an amendment to expand parking
opportunities at metered spaces within each respective residential parking zone and
reduced the number of visitor hang-tags per household from
two to one.
ANALYSIS:
The Parking Department received a petition (see attached) from citizens/residents in the
Zone One/South Pointe area requesting the creation of a restricted residential permit
parking zone for the area. Currently, there is an established restricted residential parking
zone (Zone One/South Pointe) in the area. A review of the existing program revealed that
certain north-south corridors within Zone One/South Pointe were not included. This
exclusion creates unregulated parking in the area and dilutes the effectiveness of the
program. Non-permitted vehicles are parking in unregulated areas within Zone One/South
Pointe, These non-permitted vehicles are displacing parking for bonafide residents of the
zone,
As aforementioned, the Parking Department's survey of Zone One/South Pointe yielded
the following additional areas that may be deemed restricted residential permit parking;

therefore, the Administration recommends that the following locations be included as
restricted parking in the Zone One/South Pointe program:
Zone One/South Pointe Proposed EXDansion
Euclid Avenue between 3rd and 4th Street.
Meridian Avenue between 2nd and 4th Street.
Jefferson Avenue between 2nd and 4th Street.
Michigan Avenue between 3rd and 4th Street.
Commerce Street between Washington and Jefferson Avenues (south side/permit currently
honored on north [metered] side),
On Thursday, September 6, 2001, a publicly noticed Workshop was held with South Pointe
residents in order to receive input and comments regarding the proposed
amendments/expansion. The amendments were well received and supported by the all
those in attendance.
On Monday, September 10, 2001, this recommendation was presented to the
Transportation and Parking Committee, The Transportation and Parking Committee
recommended that additional parking opportunities be identified for the business
community in the area in order to enhance the balance of parking for both residents and
businesses. This item, including the recommendation of the Transportation and Parking
Committee was forwarded to the South Pointe Advisory Soard (SPAS) for their review,
input, and approval.
On Thursday, September 13, 2001, the Administration's initial recommendation and the
subsequent recommendation of the Transportation and Parking Committee was presented
to the SPAS, The SPAS reviewed the matter and passed (unanimously) a motion
amending the Administration's recommendation as follows:
The Administration's recommendation to restrict parking in Zone One/South Point was
approved. The areas are as follows:
Euclid Avenue between 3rd and 4th Street.
Meridian Avenue between 2nd and 4th Street.
Jefferson Avenue between 2nd and 4th Street.
Michigan Avenue between 3rd and 4th Street.
Commerce Street between Washington and Jefferson Avenues (south side/permit
currently honored on north [metered] side),
In addition, in order to address the recommendation made by the Transportation and
Parking Committee, the SPAS approved the removal of Zone One/South Point residential
restricted parking from the following areas:
Washington Avenue between First and Third Street (both sides)
Collins Avenue between First and Third Street (both sides)
Furthermore, these two areas will be regulated with parking meters in order to
appropriately regulate parking for commercial uses; however, Zone One/South Point
parking permits will be honored at these parking meters, at all times. These metered
parking areas will be first come/first served.
The amended recommendation by the SPAS was presented to the Transportation and
Parking Committee on Monday, October 1, 2001 for their review and approval. The
recommendation, as amended by the SPAS, was approved by the Transportation and
Parking Committee,
Upon approval and implementation of said amendments, a progressive enforcement plan
is recommended. Warnings would be issued for a period of thirty (30) days, followed by
citation issuance for a period of thirty (30) days and after sixty (60) days, vehicles violating
the restriction may be towed, if necessary,
CONCLUSION:
The Administration recommends that the Mayor and City Commission approve the
resolution amending/expanding Zone One/South Pointe,
