2011-27624 Reso RESOLUTION NO. 2011 -27624 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, RATIFYING A NATIONAL MOMENT OF REMEMBRANCE AT 3:00 P.M. ON MEMORIAL DAY, MAY 30, 2011, TO COMMEMORATE AND HONOR THOSE MEN AND WOMEN IN UNIFORM WHO HAVE FALLEN WHILE SERVING THE UNITED STATES OF AMERICA. WHEREAS, since 1868, observances have held across this country to commemorate those men and women who have fallen while serving our nation in the armed forces; and WHEREAS, in 1971, Memorial Day was declared a national holiday by the United States Congress; and WHEREAS, in order to further honor American patriots who have lost their lives and gave the ultimate sacrifice in order to defend our great nation, and the principles upon which it was founded, the United States Congress, by Public Law 106 -579, enacted the National Moment of Remembrance Act on December 28, 2000, which designated 3:00 P.M. local time as the time for all Americans to observe a minute of silence to remember those who have died in service to our nation; and WHEREAS, a growing number of municipalities and local governments throughout the United States are ratifying a moment of silence in their jurisdictions to ensure that the National Moment of Remembrance Act is carried out in their locales and the City of Miami Beach would be the first city in Florida to do so; and WHEREAS, the Mayor and City Commission of the City of Miami Beach wish to recognize the moment of silence established in the National Moment of Remembrance Act in the City of Miami Beach as a means of properly remembering and paying gratitude to those who have made great sacrifices throughout our history to our nation; and WHEREAS, the Mayor and City Commission of the City of Miami Beach wish to ensure that those who have paid the ultimate sacrifice on behalf of our nation are properly remembered on Memorial Day during the National Moment of Remembrance by encouraging all City Police and Fire personnel not engaged in emergency services to lead in the observance of the National Moment of Remembrance. NOW, THEREFORE BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the National Moment of Remembrance Act is hereby ratified to be observed by the City of Miami Beach at 3:00 P.M. Eastern Standard Time, on Memorial Day, May 30, 2011, and that all City Police and Fire personnel not engaged in emergency response activities at that time should lead in the observance of the National Moment of Remembrance.
