A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI BEACH, FLORIDA, APPROPRIATING $137,400 FROM THE
GENERAL OBLIGATION (G.O.) BOND NEIGHBORHOOD FUND NO. 373,
USE $17,036 PREVIOUSLY APPROPRIATED FROM G.O. BOND PARKS
FUND NO. 374 AND PARKING FUND NO. 480, AND TO AWARD A
CONTRACT TO LRALLIANCE MANUFACTURING, INC., IN THE AMOUNT
OF $154,436, PURSUANT TO BID NO. 42-00/01 FOR THE SUPPLY AND
DELIVERY OF PAINTED STEEL TRASH RECEPTACLES AND BENCHES.
WHEREAS, on June 18, 2001, the City, issued Invitation to Bid No, 42-00101 for the
Supply and Delivery of Painted Steel Trash Receptacles and Benches; and
WHEREAS, the City received seven (7) bids, with the bid of $154,436 received from LR
Alliance Manufacturing, Inc. deemed as the lowest responsive and best bid; and
WHEREAS, the Administration would recommend that the Mayor and City Commission
authorize the contract award to LR Alliance Manufacturing, Inc.; and
WHEREAS, the City should herein appropriate $137,400 from the General Obligation
(G.O.) Bond Neighborhood Fund No. 373, use $17,036 previously appropriated from G. O. Bond
Parks Fund No. 374 and Parking Fund No, 480; and
WHEREAS, the City Manager has reviewed the Administration's recommendation, and
concurs with this recommendation,
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein authorize the Administration to appropriate $137,400 from the General
Obligation (G,O.) Bond Neighborhood Fund No. 373, use $17,036 previously appropriated from
G. O. Bond Parks Fund No. 374 and Parking Fund No. 480; authorizing the Administration to
award a contract to LR Alliance Manufacturing, Inc" in the amount of $154,436, pursuant to Bid
No. 42-00101 for the Supply and Delivery of Painted Steel Trash Receptacles and Benches.

Perfonnance Report on Recycled Plastic Benches and Trash Receptacles

In February, 2001 the City of Miami Beach Procurement Department issued standing order number
15391000 for the purchase of recycled plastic trash receptacles and benches. The benches and trash
receptacles were purchased in lieu of the City onantfard trash receptacles and benches the City had been
purchasing since 1997 and have been installed City-wide. Discussion on this purchase was held at the
prior City Commission meeting in which it was stipulated that a trial batch of the recycled trash
receptacles and benches would be purchased for use specifically on the Boardwalk. Additionally, the
Commission directed that a perfonnance report be completed approximately six months after the
installation of the benches and trash receptacles. Installation of the trash receptacles and benches were
completed in the third week of March of this year.
Accordingly, today I inspected the recycled trash receptacles and benches and noted the following
items:
a, The plastic divider bars installed on many of the plastic benches had been removed, apparently
by kicking the divider, leaving a sharp screw protruding from the surface of the bench. This
protruding screw is a safely hazard that can cause injury to anyone not seeing it and sitting on
the screw. Upon speaking with the maintenance supervisor, I was told that replacing the
dividers is a constant maintenance issue.
b, Several of the plastic benches and trash receptacles have been graffitied. It is apparent that the
graffiti removal clP.lln;ng products used on the benches and trash receptacles does not
adequately remove the graffiti paint nor can recycled plastic be painted with an acceptable
finish.
c, Several of the benches were noted to have pennanently deflected seating surfaces due to the
plastic losing its structural memory and the benches full-time exposure to the environment.
d. Although the trash receptacles utilized stainless steel rings to provide the structural shape of
the container, the recycled plastic "lumber" was attached to the stainless rings by carbon steel
bolts and nuts that have become ....t.emely corroded due to the environment.
e. Several of the recycled plastic trash receptacle "flapper" lids were missing due to vandalism or
handling by sanitation workers.
In conclusion, due to the extreme environmental conditions encountered on the boardwalk, the recycled
plastic trash receptacles and benches, with some modifications, are acceptable for purchase and
installation on the Miami Beach Boardwalk. Additionally, the design of the trash receptacles and
benches does fit with the rustic timber and wood design of the boardwalk. However, the design of the
recycled plastic trash receptacles and benches does not meet the design review guidelines that the City
of Miami Beach Planning, Design, and Historic Preservation Department has established for use in any
of the City's Parks or rights-of-way areas located throughout the City, thus it is recommended that the
recycled plastic furniture only be purchased for instaIIation on the Boardwalk.
Additionally, as the City has previously purchased and installed over 500 of the Design Review
approved steel trash receptacles and benches City-wide, including along Washington Avenue, Lincoln
Road, and numerous North Beach areas, it is highly recommended that the City continue to purchase
the Property Management designed steel trash receptacles to maintain uniformity in all areas of the City
where they are installed. The new batch of trash receptacles will be installed in areas where other trash
receptacles have been previously installed and will also be used as replacements for damaged trash
receptacles that require replacement due to vehicular accidents.
The Property Management designed steel trash receptacles and benches are similar to other commercial
trash receptacles and benches that City consultants have specified for the Bass Museum expansion,
South Pointe Park renovation and numerous other G,Q. Bond and other City projects.

SUBJECT Request for the approval to expend $142,500 from the various neighborhoods
GO Bond funding for a phase one, purchase and installation of 300 new "City
standard" trash receptacles in the different streetscape areas of the City as
outlined in the General Obligation Bond Project.
As part of the overall streetscape furnishings needed for the City as outlined in the GO Bond
program, the administration has estimated the need to place approximately 1000 new "City standard"
trash receptacles throughout the multiple neighborhoods of the City. Because of the logistics required
in the manufacturing, storage, and installation of the new trash receptacles, the administration is
recommending that the purchase and installation be done in phases over a three year period. The
areas, costs, and quantities addressed in the phase one portion are as follows:

The costs of the new trash receptacles is based on a recent bid for trash receptacles of the same type
and design that are currently being installed in the commercial areas of the City and the Boardwalk.
The cost of the receptacles is $425.00 each with an estimated cost for installation of $50.00 each.
The administration is requesting the approval to expend $142,500 for the purchase and installation
of the 300 new "City standard" trash receptacles for the different neighborhood's streetscapes as
outlined.

$154,436 Funding is available from the: General Obligation (G.O.) Bond Neighborhood Fund
No. 373 ($137,400); G.O. Bond Parks Fund No. 374 ($11,540); and Parking
Enterprise Fund No. 480 ($5,496)
ANALYSIS
The City of Miami Beach currently has a requirement for the supply and delivery of three- hundred-
twenty-two (322) painted steel trash receptacles, and ten (10) benches, The Property Management
Division will install these items at various locations within the City. The contractor will supply all
labor, materials, equipment and means of transportation necessary for the supply and delivery of
these units. This is a term contract for a period of one year with an option to renew for an additional
year with the same terms and conditions, provided this is mutually agreed upon by both parties. The
contractor will deliver fifty (50) units per month to one location, to be determined by the City, These
units will come with a two year warranty, which will cover any/all defects in the fabrication (labor)
and powder coating (materials). Should any defects to the units exist, the Contractor will pick up the
units, repair the defects and deliver the repaired unites) at no additional cost to the City.

Invitation to Bid No. 42-00101 was issued on June 18,2001, with an opening date of August 14,
2001. DemandStar.com issued bid notices to one-thousand-five-hundred-fifty-four (1554)
prospective bidders, resulting in fifty-four (54) vendors requesting bid packages, which resulted in
the receipt of six (6) responsive and one (1) non-responsive bid.
The lowest bid was received from AAA Automated Door Repair, Inc., however the bid is non-
responsive, as the bidder failed to sign the required bid form. The next lowest bid was a responsive
bid received from LR Alliance Manufacturing, Inc, References have been checked, and this
Contractor comes higWy recommended. The information provided, indicates that this contractor has
been in business for over thirty-seven years, and provides quality work and completes all work
within the required completion dates.
In February 2001, based on the approved recommendation of the City Commission, the City's
Procurement Division issued a Standing Order to EcoTech Products, Inc. for the purchase of
recycled plastic trash receptacles and benches, on a trial basis to be used specifically for the
Boardwalk. Additionally, the Commission requested a submittal of a performance report, explaining
the performance and condition of these trash receptacles and benches.
On September 13,2001, the Property Management Division inspected the recycled trash receptacles
and benches, and noted many maintenance and durability concerns. (See attached memo dated
September 13, 2001)
In conclusion, the recycled plastic trash receptacles and benches, with some modifications, are
acceptable for purchase and installation on the Miami Beach Boardwalk, however, they do not meet
the design review guidelines that the City of Miami Beach Planning, Design, and Historic
Preservation Department has established for use in the City's Parks, or Public rights-of-way areas
located throughout the City,
Based on this analysis, the City recommends that the contract be awarded to the lowest and best
bidder, LR Alliance Manufacturing, Inc.
