SUBJECT: Historic Preservation Board Resolution — Lincoln Road
Attached, please find a copy of a resolution pertaining to the physical condition of Lincoln
Road, which was adopted by the Historic Preservation Board at theirApril 12, 2011 meeting.
The Board is urging the City Commission of the City of Miami Beach to take the following
actions:
1. Refer to the Planning Board a comprehensive amend ment'pertaining to the operation of
sidewalk cafes and all businesses on Lincoln Road.
2. Refer to the appropriate - committee(s) an_ action item specifying that side streets and
applicable linkages to Lincoln Road need to be addressed.
3. To support the investment of capital dollars in refurbishing all blocks of Lincoln Road,
including the widening of sidewalks on side streets leading to Lincoln Lane.
4. To approve the proposed management & maintenance agreement with UTA Management,
LLC'for all of Lincoln Road and Sound Space Park.
The Administration recommends that the Commission consider this request at the June 8,
2011 Commission meeting, as part of the discussion regarding the proposed management
agreement for Lincoln Road.

HISTORIC PRESERVATION BOARD
RESOLUTION
WHEREAS, the City of Miami Beach Historic Preservation Board is charged by Ordinance as
serving in an advisory capacity to the City Commission and other.City Boards on issues affecting the,
City's architecture, design, historic districts and structures; and
WHEREAS, the Historic Preservation Board strongly supports the efforts of the City to recall
its unique social and architectural history, as well as further the dynamic character and attraction of
Lincoln Road; and
- , WHEREAS, Lincoln, Road is a unique, historic and highly significant retain and restaurant
pro.menad.e, which serves tourists and residents alike; and
WHEREAS, the need to maintain a careful balance between the -operational needs of
restaurant operators and other businesses., and the architectural character and integrity of the
. Streetscape; is critical for the long term success of Lincoln Road; and
WHEREAS, the members of the Historic Preservation Board and. various other stakeholders
have a serious concern with the overall quality, aesthetic and pedestrian experience on Lincoln
Road; and
WHEREAS, specific areas of. concern that need to be addressed by ordinance or_ policy
changes include,. but are not limited to, exterior speakers, heating & cooling fixtures, planters, -
displays, solicitation by restaurant employees, signage,.lounge chairs & oversized furniture, back of
house fixtures & bussing stations; and
WHEREAS, a re- evaluation of:the sidewalk cafe zones, as well as capital improvements for
the main thoroughfare and side streets, are an integral part of the long term stability of Lincoln Road.
THEREFORE, it is hereby resolved that the Historic Preservation Board urges the City Commission
of the City of Miami Beach to take the following actions:
1`. Refer to the Planning Board a comprehensive amendment pertaining to the operation of sidewalk
cafes and all businesses on Lincoln Road.
