A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF
THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE
CITY MANAGER, OR IDS DESIGNEE, TO AWARD AND SIGN ALL
CONTRACTS, AGREEMENTS, PURCHASE ORDERS, CHANGE
ORDERS AND GRANT APPLICATIONS THAT MAY AFFECT THE
HEALTH, SAFETY, OR WELFARE OF THE CITY; RENEW
EXISTING CONTRACTS WHICH MAY EXPIRE; TERMINATE
EXISTING CONTRACTS AS NEEDED; AND TOLL ALL ACTS
RELATIVE TO ADMINISTRATIVE APPEALS PROVIDED FOR IN
SUBPART B, LAND DEVELOPMENT REGULATIONS OF THE
CODE OF THE CITY OF MIAMI BEACH, FROM THE CITY
COMMISSION MEETING OF OCTOBER 17,2001, UNTIL THE
CITY COMMISSION MEETING OF NOVEMBER 28, 2001, SUBJECT
TO RATIFICATION BY THE CITY COMMISSION AT ITS
MEETING ON NOVEMBER 28, 2001.
WHEREAS, the Mayor and City Commission may not be in session between October 17,
2001, and November 28, 2001; and
WHEREAS, the Mayor and City Commission meeting on November 7 or 14,2001, will be
essentially organizational in nature and is when the successful candidates are sworn in; and
WHEREAS, there is a period up to six weeks between City Commission meetings where
City business is conducted; and
WHEREAS, the Mayor and City Commission historically have, during such periods in past
years, assigned approval authority to the City Manager or his Designee, to award and sign all
contracts, agreements, purchase orders, change orders, and grant applications that may affect the
health, safety or welfare of the City, subject to ratification by the City Commission; and
WHEREAS, there may be existing contracts which may expire and require renewal, or may
need to be terminated by the City Commission between its meeting on October 17, 2001 and
November 28, 2001, which should receive City Commission approval for renewal for an appropriate
period of time; and
WHEREAS, any administrative appeals to the City, as provided in Subpart B, Land
Development Regulations of the Code of the City of Miami Beach, would be unable to be held
between October 17,2001 and November 28, 2001, therefore, the time for the City Commission to
perform any required acts relative to such administrative appeals should be tolled during said period;
and
WHEREAS, the City Manager will report back to the City Commission, at its November
28,2001, seeking ratification of any actions relating to the aforestated authorizations.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE MIAMI BEACH, FLORIDA, that the City Manager, or his Designee,
is hereby authorized to award and sign all contracts, agreements, purchase orders, change orders, and
grant applications that may affect the health, safety, or welfare of the City, to renew any existing
contracts for an appropriate period oftime, and terminate existing contracts as needed, and to toll
all City Commission required acts relative to administrative appeals provided for in Subpart B, Land
Development Regulations of the Code of the City of Miami Beach, from October 17, 2001 until
November 28, 2001, subject to ratification by the City Commission at its first meeting on November
28,2001.

Adopt the Resolution.
ANALYSIS
Between the City Commission meeting of October 17, 2001, and until the City Commission
meeting of November 28, 2001, the Mayor and City Commission may not be in session.
While there is a meeting scheduled for November ih and if there is a run-off Election the
meeting will take place on November 14th, this meeting is essentially organizational in
nature and is when the successful candidates are sworn in, Traditionally, no City business
is considered, Thus a period of 6 weeks exists between the meetings where City business
is conducted, During this period of time there may be contracts in excess of the $25,000
limitation, which may need to be awarded or terminated. The City Commission has
historically, during such periods, assigned approval authority to the City Manager subject
to ratification by the City Commission,

Additionally, administrative appeals to the City Commission, as provided in Subpart B, Land
Development Regulations of the Code of the City of Miami Beach, would be unable to be held

Therefore, any required acts relative thereto should be tolled during said period.
It is therefore requested that the City Manager, or his designee, be authorized to award and
sign all contracts, agreements, purchase orders, change orders, and grant applications that
may affect the health, safety, or welfare of the City; renew any existing contracts, for an
appropriate period of time; terminate existing contracts, as needed and toll all acts relative to
administrative appeals provided for in Subpart B, Land Development Regulations of the Code
of the City of Miami Beach, from City Commission meeting of October 17, 2001, until City
Commission meeting on November 28, 2001, subject to ratification by the City Commission

Scope of Work: WORK to be performed under this Contract shall consist of furnishing
and installing all tools, equipment, materials, supplies, and manufactured articles and
furnishing all labor, transportation, and services, including fuel, power, water, and
essential communications, and performing all WORK, or other operations required for
the fulfillment of the Contract in strict accordance with the Contract Documents. Project
consists of improvements to three municipal parks throughout the City of Miami Beach.
The work consists of improvements to the following parks: 1) Fairway Park, 200 Fairway
Drive, Miami Beach. 2) Muss Park, 4400 Chase Avenue, Miami Beach. 3) Washington
Park, 210 2nd Street, Miami Beach.
Budgeted Amount: $1,189,314.47

AUTOMOTIVE SERVICES FOR CITY VEHICLES AND EQUIPMENT AT
MULTIPLE LOCATIONS WITHIN THE PRIVATE SECTOR ON A TWENTY-FOUR
HOUR BASIS
Estimated Cost: $800,000
Fleet Management is working to raise the level of service to the City's internal
customers, This bid will allow the City to contract viable suppliers 1 distributors of fuel
(both automotive and marine) and other miscellaneous automotive services from the
private sector that is cost effective. The providers of these goods and services are
required to be within the City limits of Miami Beach and West to North Bay Village.
The City can best be served by having multiple fueling sources for City vehicles and
equipment and other miscellaneous automotive services. It is our desire to have a
minimum of one provider of goods and services in South, Middle and North Beach areas.
Having access to multiple sites throughout the City of Miami Beach will eliminate
unnecessary employee travel time to Terminal Island to refuel. If successful, Fleet
Management will reduce or eliminate existing fuel storage capacity at various sites.

Renovation (Phase II)
Scope of Work: The work specified in this bid consists of furnishing all labor,
machinery, tools, means of transportation, supplies, equipment, materials, services
necessary for the Upgrade of the fire sprinkler system to meet N.F.P.A. 13 standards!
requirements at the City of Miami Beach Convention Center West Wrap.
Request for Approval to Award a Contract to Firepak in the Amount of $168,000.
Pursuant to Bid No. 52-00/01 for the Miami Beach Convention Center West Wrap
Fire Sprinkler System Renovation (Phase II) (MBCC)
Budgeted Amount: $180,000.

Rehabilitation of Sanitary Sewers
Scope of Work: The Project consists offumishing all labor, material and equipment for
rehabilitation, by the resin impregnated felt Icured in-place pipe lining method,
approximately 57,000 feet of 6, 8, 10, 12, 15, and 18-inch gravity sanitary sewers,
grouting approximately 7,000 pipe joints, performing approximately 190 spot repairs, and
rehabilitating approximately 100 manholes in Miami Beach, Florida.
Budgeted Amount: $4,500,000.

Scope of Work: The work specified in this bid consists of furnishing all labor,
machinery, tools, means of transportation, supplies, equipment, materials, services
necessary for the supply and installation of four (4) air conditioning package units and
two (2) split units, ranging in size from two to four tons for Fire Station #3, located at
5303 Collins Ave Miami Beach, FL 33140
Budgeted Amount: $60,000.

Temporary Personnel Services
The purpose of this bid is to establish multiple contracts for Temporary Personnel
Services, as needed, for the various DepartmentslDivisions of the City as
specified in the Bid, from sources of supply that will give prompt and efficient
service. Temporary personnel will used to cover for regular City employees who
are on vacation or leave of absence; to temporarily fill vacancies until they are
permanently filled; and to work on special projects.
The City estimates that approximately 65,000 hours will be contracted for during
the tenn ofthis contract.
The estimated total contract amount is $300,000.
Issuance of Standing Order to Ikon Office Solutions
Furnish, Install, Maintain, and Service 62 New Digital Copier
Replacement of 62 analog Xerox copiers with Canon Digital Copiers. The cost of
toners for facsimiles and printers will decrease substantially. Digital copiers
perform multi-tasks: copying, printing, and faxing. Digital offers superior image,
reliability, production and each page is laser original.
Fiscal Impact: Cost savings of over $2,862.79 per month or $34,353.48 annually
on the copier contract.
