AUTHORIZING THE EXECUTION OF ALL DOCUMENTS RELATED
TO THESE APPLICA IONS
WHEREAS, the TC P Program is a Federal Highway Administration (FHWA)
Program jointly developed ith the Federal Transit Administration, the Federal Rail
Administration, the Office of t e Secretary, and the Research and Innovative Technology
Administration within the US Department of Transportation, and the US Environmental
Protection Agency; and
WHEREAS, eligible .rojects include practices that: improve the efficiency of the
transportation system of he United States; reduce environmental impacts of
transportation; reduce the ne -d for costly future public infrastructure investments; ensure
efficient access to jobs, s: rvices, and centers of trade and examine community
development patterns and id - ntify strategies to encourage private sector development
patterns and investments tha support these goals; and
WHEREAS, the Administration requests approval to submit an application to the
TCSP Program in the ap roximate amount of $2,000,000 for the Middle Beach
Recreational Corridor Project (MBRC); and
WHEREAS, the MB'C consists of the construction of an on -grade pedestrian
walkway encompassing fort blocks or approximately 17,100 feet which will run north
from approximately 23 Stre °t to Allison Park at 64 Street, and the project's goal is to
increase mobility, support t e use of alternative transportation within the City and
improve the dune and beach abitat; and
WHEREAS, the entir: cost of Phase 2 of the MBRC project is estimated at $13.3
million and funding for this gr•: nt, if approved will be available September 2012; and
WHEREAS, if additio al funding is available by 2012, the City will use the total
funding available to constru t a portion of, or all of Phase 2; if no other funding is
available at that time, then th s grant award will be used to build a portion of the corridor
and the Administration intends to continue applying for grant funds and appropriations in
future years; and
WHEREAS, this program does not require matching funds and this project
supports the key intended ou come: enhance mobility throughout the City; and
WHEREAS, the Adm nistration requests approval to submit an application to the
US Department of Transportation for the Transportation, Community, and System
Preservation (TCSP) Progra in the approximate amount of $2,000,000 for the Middle
Beach Recreational Corridor 'roject; and
WHEREAS, the Tra sportation Enhancement program is administered through
Florida Department of Tra portation (FDOT) District 6 Planning Office and is an
element of the Federal High ay Administration's Surface Transportation program and
FDOT works with the Miami Dade Metropolitan Planning Organization (MPO) to solicit
and review applications; and,
WHEREAS, the Di trict will have approximately $4 million available for
programming in FY 2015, h wever, FDOT staff has advised the Administration that
unfunded projects that were recommended for funding in last years' application review
cycle will take priority over new applications this year; thus reducing the $4 million
available for new projects; an
WHEREAS, the City intends to apply for funding in the approximate amount of
$400,000 for the Middle Beach Recreational Corridor (MBRC) and funding, if awarded,
will not be available until Jul, 2014 and will be used for the construction phase of the
MBRC; and
WHEREAS, this gran does not require matching funds and this project supports
the key intended outcomes: ncrease satisfaction with family recreational activities and
enhance mobility throughout he city; and
WHEREAS, the Admi istration requests approval to submit a grant to the Miami -
Dade County Metropolita Planning Organization (MPO) for Transportation
Enhancement Program fun. ing for the Middle Beach Recreational Corridor in the
approximate amount of $400,100; and

WHEREAS, the Stat: 's Culture Builds Florida program funds cultural projects
that support its Strategic P an and the four key areas are: learning and wellness;
strengthening the economy; •esign and development and leadership; and
WHEREAS, the goa s of Sleepless Night are aligned with the goals of the
Division's Strategic Plan; and
WHEREAS, Sleepless Night 2012 will present over 150 free arts and
entertainment experiences a 100 different locations concentrated in four zones within
the city, included in the ev :nt are free museum admissions, indoor and outdoor art
installations and performanc: s, architectural tours, dance and dancing, theater, music,
slam poetry, film, fashion, acrobatics, comedy and other cultural offerings with outdoor
stages at 5 locations throughout the City; and
WHEREAS, the Ad inistration intends to apply to the Culture Builds Florida
Program for funding in the :mount of $25,000 and the City has previously received
funding, from this program fo Sleepless Night 2009; and
WHEREAS, this gra t requires a $1:$1 match which will be funded through
corporate support for the e -nt and this project supports the key intended outcomes
increase satisfaction with fa ily recreational activities and maximize Miami Beach as a
destination brand; and
WHEREAS, the Ad inistration requests approval to submit a grant to Florida
Department of State, Divisio of Cultural Affairs for Culture Builds Florida funding in the
approximate amount of $25,010 for Sleepless Night 2012;
WHEREAS, each year the City participates in Miami -Dade County's Parking
fines Reimbursement Progr. m, which is based on Section 316.008, Florida Statutes,
and Section 30 -447 of the C• •e of Miami -Dade County, which authorizes the charging of
fines for misuse of specially arked parking spaces for people with disabilities; and
WHEREAS, on June 25, 2008, the City of Miami Beach entered into a new
Interlocal Agreement with Mi: mi -Dade County for the distribution of parking fine funds
and the agreement requires 'hat the City annually submit an affidavit sworn by the chief
administrative officer that exp-nditures will meet the program criteria; and
WHEREAS, the City'.. allocation for Fiscal Year 2011 is approximately $90,000
and these funds will be used •y the City to improve accessibility and equal opportunity to
qualified disabled persons a d as in previous years, the City's priority will be to address
issues in the 1998 ADA Seth: ment Agreement; and
WHEREAS, this pro ect supports the key intended outcomes: promote and
celebrate our city's diversity .nd no matching funds are required; and
WHEREAS, the Ad inistration requests approval to participate in Miami -
Dade County's Parking Finos Reimbursement Program for funding in the amount of
$90,000 for eligible American with Disabilities Act (ADA) projects; and
WHEREAS, the missiDn of the Miami -Dade County Tourist Development Council
(TDC) is to serve as a catalyst to promote Miami -Dade County's appeal as a tourist
destination by encouraging and investing in outstanding tourism - oriented cultural and
special events that distinguish our destination as a world class center; and
WHEREAS, the TDC is a nine - member volunteer board created by State Statute
and County Ordinance whose members are appointed by the Miami -Dade Board of
County Commissioners and Pave backgrounds in the tourism industry; and
WHEREAS, the Tourist Development Council provides grants to support eligible
tourism - oriented events and projects; and
WHEREAS, the City's July 4th event is eligible for funding, and the TDC has
supported this event in previcus years, therefore, the City proposes applying for funds to
defray the costs of the fireworks at this year's event, which is open to the public at no
charge and will take place at 10 street and Ocean Drive; and
WHEREAS, a fireworks display will be launched from the beach at 9 pm; and
WHEREAS, grant the program requires matching funds in the amount of $25,000
which is available from corporate support and this program supports the key intended
outcome: maximize Miami Beach as a destination brand; and
WHEREAS, the Administration requests approval to apply to Miami -Dade County
Tourist Development Council Grants program for funding in the approximate amount of
$25,000 for the City's July 4, 2011 celebration; and
WHEREAS, The Walmart Foundation's various grant programs support initiatives
focused on enhancing oppertunities in Education, Workforce Development/Economic
Opportunity, Health & Wellness, and Environmental Sustainability in an effort to create
opportunities so people can live better; and
WHEREAS, through the Local Community Contribution program, Walmart
facilities are able to support the needs of their local communities by providing funding to
organizations working to improve the lives of residents; and
WHEREAS, Commissioner Tobin has proposed a program to provide funding,
through this grant to the elderly residents of our community; and
WHEREAS, this grant does not require matching funds from the city and
supports the key intended outcome: improve the lives of elderly residents; and
WHEREAS, retroactive approval is requested to submit an application to The
Walmart Foundation's Local Community Contribution Program for funding in the
approximate amount of $5,000 for Elderly Care Services.
NOW THEREFORE, BE I DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit the following applications to: 1) 1) US Department of
Transportation for the Transportation, Community and System Preservation (TCSP)
Program in the approximate amount of $2,000,000 for the Middle Beach Recreational
Corridor; 2) The Miami -Dade County Metropolitan Planning Organization for
Transportation Enhancemeit Program funding from Florida Department of
Transportation for the Middle Beach Recreational Corridor in the approximate amount of
$400,000; 3) Florida Department of State, Division of Cultural Affairs for funding in the
approximate amount of $25,000 for Sleepless Night 2012; 4) Miami -Dade County ADA
Parking Fines Program, for - unding in the approximate amount of $90,000 for eligible
ADA projects; 5) Miami -Dade County Tourist Development Council Grants Program for

The TCSP Program is a Fede al Highway Administration (FHWA) Program jointly developed
with the Federal Transit Adm nistration, the Federal Rail Administration, the Office of the
Secretary, and the Researc and Innovative Technology Administration within the US
Department of Transportatio , and the US Environmental Protection Agency. TCSP is a
comprehensive initiative of r:search and grants to investigate the relationships between
transportation, community, an. system preservation plans and practices and identify private
sector -based initiatives to im°rove such relationships. Eligible projects include practices
that: improve the efficiency .f the transportation system of the United States; reduce
environmental impacts of t ansportation; reduce the need for costly future public
infrastructure investments; e sure efficient access to jobs, services, and centers of trade
and examine community development patterns and identify strategies to encourage private
sector development patterns : nd investments that support these goal.
The Administration requests . pproval to submit an application to the TCSP Program in the
approximate amount of $2,0'10,000 for the Middle Beach Recreational Corridor Project
(MBRC). The MBRC consi-ts of the construction of an on -grade pedestrian walkway
encompassing forty blocks .r approximately 17,100 feet. The path will run north from
approximately 23 Street to Alison Park at 64 Street, or the southern terminus of the North
Beach Recreational Corridor "roject. The project's goal is to increase mobility, support the
use of alternative transportati• n within the City and improve the dune and beach habitat. The
project will serve as a portio of the coastal north /south connector in the larger Atlantic
Greenway Network (AGN), hich supports the development of alternative means of
transportation throughout the City.
The entire cost of Phase 2 of he MBRC project is estimated at $13.3 million. Funding for
this grant, if approved will be a ailable September 2012. If additional funding is available by
2012, the City will use the total funding available to construct a portion of, or all of Phase 2; if
no other funding is available a that time, then this grant award will be used to build a portion
of the corridor. The Admin stration intends to continue applying for grant funds and
appropriations in future years. This program does not require matching funds. This project
supports the key intended ou ' ome: enhance mobility throughout the City.

Organization (MPIP) for Transportation Enhancement Program funding for the
Middle Beach Rec eational Corridor in the approximate amount of $400,000
The Transportation Enhance ent program is administered through Florida Department of
Transportation (FDOT) Distric 6 Planning Office and is an element of the Federal Highway
Administration's Surface Tran. portation program. FDOT works with the MPO to solicit and
review applications. The District will have approximately $4 million available for
programming in FY 2015. DOT staff has advised the Administration that unfunded
projects that were recommen. ed for funding in last years' application review cycle will take
priority over new application- this year; thus reducing the $4 million available for new
projects.

3. Approval to submit a grant to Florida Department of State, Division of Cultural
Affairs for Culture Builds Florida funding in the approximate amount of $25,000
for Sleepless Night 2012;
The State's Culture Builds Florida program funds cultural programs that support the Division
of Cultural Affair's Strategic Plan. The four key areas are: learning and wellness;
strengthening the economy; design and development and leadership.
The goals of Sleepless Night are to strengthen South Florida's reputation as a top cultural
tourism destination by becoming a major annual signature event, on par with Art Basel
Miami Beach and the South Beach Wine and Food Festival; to build arts audiences,
increase public awareness of the arts and educate the local arts practitioners; to create
community through the sha - ed experience of diverse audiences; to forge dynamic
partnerships of artists, arts orcanizations and public and private industry; and to enliven both
culturally and economically the previously depressed final month of hurricane season.
Sleepless Night 2012 will present over 150 free arts and entertainment experiences at 100
different locations concentrated in four zones within the city. Included in the event are free
museum admissions, indoor e nd outdoor art installations and performances, architectural
tours, dance and dancing, theater, music, slam poetry, film, fashion, acrobatics, comedy and
other cultural offerings. There will be outdoor stages at 5 locations throughout the City.

Program for funding in the amount of $90,000 for eligible American with

Each year the City participates in Miami -Dade County's Parking fines Reimbursement
Program. The Program is based on Section 316.008, Florida Statutes, and Section 30 -447
of the Code of Miami -Dade County, which authorizes the charging of fines for misuse of
specially marked parking spaces for people with disabilities. On June 25, 2008, the City of

funding in the approximate amount of $25,000 for the City's July 4, 2011
celebration
The mission of the Miami -Dade County Tourist Development Council (TDC) is to serve as a
catalyst to promote Miami -Dade County's appeal as a tourist destination by encouraging and
investing in outstanding tourism - oriented cultural and special events that distinguish our
destination as a world class center for theater, concerts, recitals, opera, dance, art
exhibitions, festivals, sports events, film and television originations and other tourist- related
activities. The TDC is a nine - member volunteer board created by State Statute and County
Ordinance whose members are appointed by the Miami -Dade Board of County
Commissioners and have backgrounds in the tourism industry.
The TDC works in partnership with other tourism - promoting agencies, including the Greater
Miami Convention & Visitors 3ureau. The Tourist Development Council grants funding to
support eligible tourism - oriented events and projects.
The City's July 4th event is e igible for funding, and the TDC has supported this event in
previous years. The City proposes applying for funds to defray the costs of the fireworks at
this year's event. This year's 4 of July celebration, which is always open to the public at no
charge, will take place at 10 street and Ocean Drive and will showcase the South Beach
community and the amenities that are available in the surrounding areas. This year we are
celebrating Independence Day with classic American jazz and blues, the uniquely American
forms of music. Big Poppa E and the E Band will kick off the evening with two sets
beginning at 6:30 p.m., followed by the South Florida Jazz Orchestra under the direction of

Community Contribution Program for funding in the approximate amount of
$5,000 for Elderly ;,are Services
The Walmart Foundation's various grant programs support initiatives focused on enhancing
opportunities in Education, Workforce Development/Economic Opportunity, Health &
Wellness, and Environmental Sustainability in an effort to create opportunities so people can
live better. Through the Local :,ommunity Contribution program, Walmart facilities are able
to support the needs of their local communities by providing funding to organizations working
to improve the lives of residents. Organizations with programs that benefit communities
within the service area of the Walmart are eligible to apply.
Commissioner Tobin has proposed a program to provide funding, through this grant to the
elderly residents of our community. Funds from this grant will provide food and necessities
to our senior population. This grant does not require matching funds from the city. This
program supports the key intended outcome: improve the lives of elderly residents.

CONCLUSION
The Administration requests approval to submit the following applications to: 1) US
Department of Transportation for the Transportation, Community and System Preservation
(TCSP) Program in the approximate amount of $2,000,000 for the Middle Beach
Recreational Corridor; 2) The Miami -Dade County Metropolitan Planning Organization for
Transportation Enhancement Program funding from Florida Department of Transportation
for the Middle Beach Recreational Corridor in the approximate amount of $400,000; 3)
Florida Department of State, Division of Cultural Affairs for funding in the approximate
amount of $25,000 for Sleepless Night 2012; 4) Miami -Dade County ADA Parking Fines
Program, for funding in the a pproximate amount of $90,000 for eligible ADA projects; 5)
Miami -Dade County Tourist Development Council Grants Program for funding in the
approximate amount of $25,000 for the City's July 4, 2011 celebration; and, 6) retroactively,
to The Walmart Foundation's. Local Community Contribution Program for funding in the
approximate amount of $5,000 for elderly care services; appropriating the above grants,
program funds and matching funds, as necessary if approved and accepted by the City, and
authorizing the execution of all documents related to these applications.
