SUBJECT: ,MDCACP May 201.1 Officer of the Month
This Letter to the City Commission is to announce.that Detective Luis King has been selected by
the Miami Dade County Association' of Chiefs of Police (MDCACP) as their May 2011 Officer of
the Month for the integral role he played in the international organized crime case known as the
Beach Cavier investigation. This was a joint FBI and MBPD operation which resulted in 17_.
Federal Indictments for violating Title 18, US Code '1349, Conspiracy.
The "Beach Cavier" case was a criminal organization that brought in attractive Eastern European
- young women (referred to as bar or "B" girls) to. entice wealthy looking men to accompany them
to one of the organization's six bars /clubs -. In the organization's clubs, the victims; were then
charged exorbitant amounts for liquor on their credit cards. The credit cards were then sent by
Wire via interstate - commerce through a credit card processor owned, and operated 'by. the
organization. Photos were frequently taken in clubs showing the victims socializing with the
women and signing the credit card receipts. If victims contested. the credit card charges, the
bar mangers would threaten them with arrest. Approximately 88 victims were documented and:
identified.
Several months into this investigation, Detective Luis King was introduced to the organization as
a corrupt police officer to act as , a* bouncer /doorman: His job was to threaten the victims with
arrest if they refused to pay and handle all "police situations ". Detective' King witnessed the
operations of this criminal organization firsthand for approximately eight months. He was trusted
to the point that the organization openly discussed their criminal enterprise in front of- him-'and
used him to transport the women to and from their "stash" houses. In fact, Detective King had
become such a party of this crime family, that the operation Jo arrest the 17 subjects was
orchestrated around the premise that it was Detective King's birthday and the group came
together to celebrate his.birthday. This conveniently placed all the subjects in'the same location
to safely affect their. arrests.
Through' Detective. King's extraordinary dedication, commitment, and courage, a major Eastern
European crime organization was dismantled and leads were`obtained to pursue organized crime
investigations against .Russian groups in New York, Los Angeles,. and Chicago., It is of
tremendous significance to note, this is the third consecutive month that this prestigious award
has been won by MBPD personnel. This is an amazing and unprecedented feat by the Police.

Department, especially in * of the fact that are competing against,. approximately forty
other law enforcement agencies every month for this award.
