Gonzalez, City Manager DATE: June 23, 2011 SUBJECT: FDOT Port of Miami Tunnel Project The purpose of this Letter to Commission is to provide you with an update on the Florida Department of Transportation (FDOT) District Six Port of Miami Tunnel (POMT) Project. According to the May 2011 POMT Progress Report, the design and construction phases of the POMT Project are moving forward as scheduled (Attachment 1). The Tunnel Boring Machine (TBM) has shipped from Germany to the Port of Rotterdam in the Netherlands and is scheduled to arrive at the Port of Miami (POM), today, June 23, 2011 at 6:00 p.m. (Attachment 2). The TBM containers' shipment will be delivered from the POM to Center Median staging area by trucks. The TBM's 21 heavy pieces will be offloaded onto three separate barges via the ship's self contained cranes. Barging operations of the heavy pieces from the barges off POM to Watson Island from POM will begin June 27, 2011. Delivery of the pieces to the center median, via specialized vehicles, start at 10 p.m. on June 27, 2011. There are a total of 19 movements that will take place Monday, June 27, 2011 through Friday, July 1, 2011. The Maintenance of Traffic (MOT) has been coordinated both by Beyel Brothers and state permitting requirements (Attachment 3). Beginning June 27, 2011, drivers traveling on westbound MacArthur Causeway /SR A1A approaching the Fountain Street intersection should prepare for a westbound lane closure and traffic- pacing operations Monday June 27 through Friday, July 1. Florida Highway Patrol cruisers will slow traffic to five miles per hour and stop traffic for periods of up to 15 minutes between 10 p.m. and 5:30 a.m. Two westbound lanes will remain open at all times. Also, the Parrot Jungle Trail frontage road will be used as a transport staging area and will be completely closed Monday through Friday, between the hours of 10 p.m. and 5:30 a.m., from just west of the entrance of Miami Children's Museum. Drivers entering and exiting the Parrot Jungle Trail will need to follow the posted detour signs and portable message boards. The traffic- pacing and lane closures will allow the contractor to deliver the Tunnel Boring Machine (TBM) pieces to be assembled in the median. FDOT advised that 9:00 a.m. to 3:30 p.m. are the same standard non -peak hour closures that have been approved for all other work on the MacArthur Causeway. FDOT agreed to continue monitoring traffic during this closure and, if necessary, would consider shifting the daytime hours of the closure slightly later in the moming. The TBM is scheduled to begin boring the east tunnel in October 2011. Welding and assembly of the cutterhead commences immediately after all the pieces are delivered to the median, and will take approximately four weeks to complete. There will be a photo op availability for the lowering of the assembled cutterhead (Date TBA) and a full mediaNIP event is scheduled for the fall once the TBM has been assembled, commissioned, and ready to start boring. For the community outreach and recruitments efforts of the POMT, the Concessionaire's "Operation 305" program continues to be in the forefront of all community outreach. The Concessionaire and Contractor have held numerous contractor and vendor sessions in Miami Dade County with many organizations. On May 2, the Concessionaire presented an update to the Miami Beach Transportation LTC — FDOT Port of Miami Tunnel June 23, 2011 Page 2 of 2 and Parking Committee of the upcoming project phases. The Concessionaire launched the TBM Naming Contest with the Girl Scouts of South Florida on May 19. City staff will continue to coordinate the MOT plans for all construction projects that impact Miami Beach with both FDOT and Miami -Dade County (County). Monthly coordination meetings with FDOT and the County have been occurring, and the next meeting is scheduled for Friday, June 24, 2011. City staff will be closely coordinating all construction activities with FDOT, the County, and their contractors and will keep you informed on all aspects. The first SA is for wage rate compliance with no time or money granted. Peskin Update; Watson Island 1) The 90% U -Wall, 60% Buildings and 60% Portal & Flood Gate Building Plans were submitted to FDOT. Dodge Island 1) FDOT has Released for Construction (RFC) plans for the following Dodge Island operations: a. Package 2 — Port Boulevard Job Security & Permanent Drainage 2) The 60% U -Wall, 90% Signing & Pavement Markings, 90% Lighting and 60% Retaining Wall Plans were delivered to FDOT. Underground, Tunnels, Cross Passages & Formation Grouting 1) The Tunnel Boring Machine (TBM) has shipped from Germany to the Port of Rotterdam in the Netherlands and is scheduled to arrive at the Port of Miami during the week of June 20 depending on weather conditions. 2) Assembled barge inside the launching shaft and started installation. 3) Tunnel Baseline Survey control points and datum have been agreed to by PB and BCWF. 4) Construction of the casting plant was completed on schedule. 5) By 05 -20 -2011, 8 rings (64 test segments) were manufactured. 6) The casting yard commenced full production of segments on 05 -24 -2011. Dodge Island 1) Temporary Seaboard Lane was opened to truck traffic on May 19, 2011. Refer to Figure 2. 2) Malcolm Drilling was relocated equipment from Watson Island to Dodge Island in preparation for pre - drilling of Support of Excavation (SOE). 3) Relocated the temporary concrete barrier wall along the eastbound Port Blvd. 4) Commence work Dodge Island Construction phases IIB, C, D. ANTICIPATED CONSTRUCTION PROGRESS BY GENERAL AREAS FOR NEXT MONTH: For the month of June, BCWF has the following major construction activities by corresponding construction areas: MacArthur Bridge 1) Complete construction of substructure for Piers nos. 16, 17, 18 and 19. 2) Continue demolition of the remaining piers. 3) Continue demolition of pier column stubs. Underground, Tunnels, Cross Passages & Formation Grouting 1) Continue full production and storage of concrete segments. 2) Continue additional exploratory borings related to Relief Event #6. 3) Pour concrete raft and top slabs within launching portal. 4) Install Temporary Benchmark monuments for tunnel survey. EEO /OBE /OJT: For May 2011, the Equal Employment Opportunities files have been significantly updated for preparation for FDOT's District 6 audit scheduled for the end of June. All required EEO Interviews are being done monthly. For Disadvantaged Business Enterprises (DBE), PB continues to perform the Commercially Useful Function (CUF) Reports on the DBE Subcontractors. On- the - Job - Training (OJT) continues to move forward to meet the contract's requirement of 73 graduates throughout the life of the project. Currently, BCWF has two (2) trainees who have completed their training and PB is awaiting the final documentation from BCWF to complete the graduation process. The next trainees are anticipated to start in July 2011 according to Revision #4 of the OJT schedule. COMMUNITY OUTREACH / RECRUITMENT EFFORTS: The Concessionaire's "Operation 305" program continues to be on the forefront of all community outreach. The Concessionaire and Contractor have held numerous contractor and vendor sessions in Miami -Dade County with many organizations. This past month they reached out to the South Florida Minority Chamber as well as Women in Construction and held a "305" breakfast at Jacksons Soul Food with the Miami Dade Chamber of Commerce. To date, they have over $191 million dollars committed to local firms and over 300 local vendors and contractors have been hired. They will continue to provide access and information to any organization that would like to learn about doing business with the Miami Access Tunnel. On May 2, the Concessionaire presented an update to the Miami Beach Transportation Page 4 Port of Miami Tunnel — May 2011 Monthly Progress Report Committee of the upcoming project phases. The Concessionaire launched the TBM Naming Contest with the Girl Scouts of South Florida on May 19th. PROJECTED COMMUNITY OUTREACH / RECRUITMENT EFFORTS: After the first meeting was held with the Girl Scouts of South Florida STEM program for the Tunnel Boring Machine (TBM) naming contest. All submissions will be due on the 11th of June in anticipation of the arrival of the TBM. In addition, the Concessionaire /Contractor partnered with the Miami Children's Museum to sponsor "BOB THE BUILDER" Exhibit which opened on June 4. Based on the internationally popular children's program seen on PBS, "Bob the Builder- Project: Build ", is an exhibit that invites preschoolers, young children, and their families to spend time in Sunflower Valley with Bob and the Can -Do Crew, engaging in activities that encourage can -do attitudes. Like the television program, the exhibit emphasizes that planning, cooperation, teamwork, problem - solving, and positive thinking lead to a job well -done. The exhibit also emphasizes the importance of building practices. Ship's TBM Load: 21 heavy haul pieces, 75 regular cargo and 20 containers. Pieces have been stowed in ship in the order in which they are to be off- loaded. Ship must clear customs and inspections first before offloading can begin. However, that is not anticipated to be necessary. -MOT has been coordinated both by Beyel Brothers and state permitting requirements; and BCWF's LCIS requirements with FDOT. -Once all the pieces (heavy haul and containers) are on the Center Median after the 4 of July weekend, pieces will be unwrapped. Assembly and Movement Into Shaft: - TBM pieces are staged on the center median and may be visible from the roadway. - Lowering of the pieces into the shaft by cranes will not commence until the cutterhead is assembled. - Welding and assembly of the cutterhead commences immediately after all the pieces are delivered to the median, and will take approximately four weeks to complete. - The cutterhead will then be lowered into the shaft, which makes for a photo opportunity (date TBD) to be coordinated with BCWF for safe median access. - Remaining pieces will be lowered into the shaft following the cutterhead. - The TBM is assembled from front to back (shield first, then gantries). - The shield will not be fully assembled when it is lowered into the shaft, but does make for a photo opportunity as it is shipped in six different pieces, two of which contain the project's various logos. - This is also to be coordinated with BCWF for safe median access. - Assembly should be complete late September, followed by commissioning which will take approximately two weeks. Media Events (per FDOT's Media Alert of 6/21/2011) 1. Staged photo op to view Combi Dock 1 going through the channel from South Pointe Park on 6/23/11, expectedly between 4:30pm and 6:30pm. 2.
