A RESOLUTION OF THE MAYOR AND CITY COMMISSION
OF THE CITY OF MIAMI BEACH, FLORIDA GRANTING A
CERTIFICATE OF APPROPRIATENESS FOR DEMOLITION
OF MAJOR PORTIONS OF THE FORMER SHORECREST
HOTEL, AN HISTORIC STRUCTURE LOCATED AT 1535
COLLINS AVENUE, AND DEMOLITION OF MAJOR
PORTIONS OF THE ROYAL PALM HOTEL, AN HISTORIC
STRUCTURE LOCATED AT 1545 COLLINS AVENUE, IN
ORDER TO CONSTRUCT A FIRST CLASS LUXURY
CONVENTION CENTER RESORT HOTEL WITH 412 GUEST
ROOMS AND SUITES AND TO RESTORE THE ORIGINAL
LOBBY AREAS OF EACH HOTEL.
WHEREAS, the Applicants, the R.D.P. Royal Palm Hotel Limited Company and the R.D.I.
Shorecrest Hotel Limited Company, have requested a Certificate of Appropriateness for Demolil:io 1
of major portions of the Shorecrest Hotel, an historic structure located at 1535 Collins Avenue anI
demolition of major portions of the Royal Palm Hotel, an historic structure located at 1545 Collin ~
Avenue, in order construct a first class luxury convention center resort hotel with 412 guest room ~
and suites and to restore the original lobby areas of each hotel; and
WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are structures located bet",ee 1
15th and 16th Streets on the east side of Collins Avenue, as shown on the City Center/Hist')fi;
Convention Village Redevelopment and Revitalization Area Plan ("Plan"); and
WHEREAS, pursuant to Subsection 19-11 of Zoning Ordinance No. 89-2665, Certific;lte ;
of Appropriateness for such sites are granted or denied in accordance with procedures set fort 1 i l
the former Zoning Ordinance Section 19; and
WHEREAS, pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, th.:
procedures for granting or denying a request for a Certificate of Appropriateness for Demolition of
an historic structure require that the Historic Preservation Board hold a public hearing and transmi t
a recommendation to the City Commission, and that the City Commission then hold a public hearing
and vote on the request; and
WHEREAS, the Shorecrest Hotel and the Royal Palm Hotel are classified as histori,,:
structures in the City's Historic Properties Data Base; and
WHEREAS, on December 12, 1996 the City's Historic Preservation Board held a publi:
hearing to consider the request, after which the Board voted to recommend that the reques' b ;
granted subject to City staffs conditions as enumerated in the December 12, 1996 Staff RepOlt t, )
the Historic Preservation Board (HP File No. 1046); and
WHEREAS, pursuant to Section 19 of the Zoning Ordinance, a building permit shall not b;
issued for the demolition of a Historic Building, Historic Structure, Historic Improvement, Hist,)fi:
Landscape Feature or Historic Site Feature on the subject properties until a building permit for th.;
new construction has been issued; and
WHEREAS, pursuant to former Zoning Ordinance Subsection 19-6, the City Commis~.io 1
has now considered the request at a public hearing; and
WHEREAS, the City Commission agrees with the recommendation ofthe City's Hist,)fi:
Preservation Board that a Certificate of Appropriateness for Demolition of major portions of th;
Shorecrest Hotel and the Royal Palm Hotel be granted as requested.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CIT" r
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the request f(lr 1
Certificate of Appropriateness for Demolition of major portions of the Shorecrest Hotel, an hist,)ri:
structure located at 1535 Collins Avenue and demolition of major portions of the Royal Palm Hote,
an historic structure located at 1545 Collins Avenue, in order to construct a first class luxur: r
convention center resort hotel with 412 guest rooms and suites and to restore the original lobby area;
of each hotel, is hereby granted as set forth herein and subject to the following eight (8) condition;
recommended by the Historic Preservation Board:
1. The 1954 east porte cochere addition to the Shorecrest Hotel shall be
removed in accordance with the conditions of the Joint Design
Review/Historic Preservation Board, and the central entrance feature to
which it was attached, as well as associated surrounding original features, be
restored to original condition in accordance with the 1940 Kiehnel and Elliot
design.
2. The original lobbies of both the Royal Palm and Shorecrest hotels shall be
faithfully restored to their original conditions, subject to the review and
approval of staff.

3. The future uses of neither of these restored lobbies shall physically or
visually effect, obscure, conceal or detract from the architectural integrity,
significant features, or defining historic character of the respective spaces.
4. A comprehensive preservation stabilization and protection plan shall be
developed by a professional preservation architect, for the review and
approval of staff, which will assure the protection of those portions of the
subject structures scheduled to be retained and preserved during demolition
and new construction on the subject site(s), including site preparation and site
completion.
5. All original architectural features of both hotel structures during the course
of removal of the later additions shall be carefully photographed and a set of
said photographs be provided to the Planing, Design and Historic
Preservation Division.
6. The applicant shall provide detailed architectural drawings, prepared by a
professional preservation architect, for all those areas and features of the
respective structures to be restored, both exterior as well interior.
7. A concise photographic record of the demolition and new construction
project shall be maintained during the progress of the work. Upon
completion of the project a museum quality "before and after" photographic
display shall be professionally designed and permanently located in a
prominent public interior area of the project site, subject to the review and
approval of staff.
8. Every effort shall be made by the applicant to restore and integrate into the
restored lobby area of the Royal Palm Hotel several of the approximately
fifty pieces of Art Deco period furnishings removed from the hotel in 1995
and donated to the City by the former hotel owners.

conditions enumerated in the December 12, 1996 Staff Report to the Historic Preservation B')al d
(HP File No. 1046 attached hereto).
BACKGROUND
The Shorecrest and Royal Palm Hotels are located on two of the proposed Convention Hotel:;itt s
on Collins Avenue between 15th and 16th Streets, as shown on the City CenterIHistoric Convertic n
Village Redevelopment and Revitalization Area Plan. The subject structures were classified :,8
historic structures in the City's Historic Properties Data Base. Pursuant to Subsection 19-11 (,f
Zoning Ordinance No. 89-2665, Certificates of Appropriateness for the proposed hotel sites locate: d
between 15th and 16th Streets on the east side of Collins Avenue, as shown on aforementioned PIa, l,
are granted or denied in accordance with procedures set forth in the former Zoning Ordin:m<.e
Section 19 (as amended prior to May 5, 1994).
Pursuant to Subsection 19-6 of former Zoning Ordinance Section 19, the procedures for grartir g
or denying a request for a Certificate of Appropriateness for Demolition to demolish an his10r c
structure require the applicant to obtain a Certificate of Appropriateness for Demolition from tl e
City Commission subsequent to a formal recommendation being issued by the Historic Preservatic n
Board after a separate public hearing.
On December 12, 1996, the City's Historic Preservation Board held a public hearing, after which tl e
Board voted unanimously (8-0) to recommend to the City Commission that' the Certificate ('f

12, 1996 Staff Report. On January 8, 1997, the Historic Preservation Board transmitted is
recommendation and report to the City Commission, and a date and time certain for a public heHir g
was set for February 5, 1997, at 3:00 P.M.
Following the January 8, 1997 City Commission meeting, it was learned that the City's HislOr c
Preservation Coordinator, the staff member most able to address concerns relative to tl e
appropriateness of the demolition proposed for these historic structures, would be out of the cotntJI y
until February 18, 1997. Consequently, it was deemed appropriate and desirable to reset the da e
and time for the public hearing to February 19, 1997, at 3:00 P.M.
ANALYSIS
Any proposal to demolish substantial portions of "contributing" structures in a historic distri ct .s
strongly discouraged, except when extenuating circumstances deem such demolition necessary at d
appropriate. Those circumstances are present on the subject hotel site, as described and analyzl d
in detail in the attached Staff Report to the Historic Preservation Board, dated December 12, 199 5.
CONCLUSION
Based on the foregoing, the Administration recommends that the City Commission accep: tile

appropriate, subject to the conditions enumerated in the December 12, 1996 Staff Report (HP File
No. 1046 attached hereto), in order to construct a first class luxury convention center/resort hot ~l
with 412 guest rooms and suites and to restore the remaining exterior portions of both hot ~l
structures, as well as their public lobby areas, to match their original configuration.
