SUBJECT: Final Disciplinary Actions = Police Supervisors
The purpose of this Letter to Commission (LTC) is to advise you that the disciplinary actions for
the classified police supervisors involved in the July 3, 2011 incident have been finalized. These
final disciplinary actions were served on November 3 and November 4, 2011.
Pursuant to due process requirements for classified employees, pre - determination hearings
were held on October 17, 2011 and October 26, 2011 for each of the four supervisors on duty
on the date of the incident. As a result of these hearings, disciplinary actions were finalized.
Final - disciplines for the classified supervisors are as follows:
• Sergeant Manuel Moraga - terminated from employment;
Sergeant Michael Muley— demoted to Police Officer and suspended for 80 hours without
pay;
• Sergeant Alberto Estraviz — suspended for 80 hours without pay; and,
• Lieutenant Jerome Berrian — demoted two ranks to Police Officer and required to make
restitution in the amount of $2,682.53.
The classified employees may grieve or appeal the final disciplinary action.
In addition, two members of the police unclassified command staff have already been
-disciplined. Former Captain . Charles London was demoted to the rank of Lieutenant and
Division Major Brian Sliman was suspended for 40 hours without pay.
