The purpose_ of this Letter to :Commission (LTC) is to inform you that on October 28, 2011, the
second Notice to Proceed (NTP 2) was issued to Lanzo Construction of Florida (Lanzo) the
contractor hired to complete the " Central Bayshore and Lake Pancoast Right of Way
Improvement Projects.
Construction commenced on October; 31, 2011. The project is expected to be completed in
approximately 24 months for - Central i Bayshore and 12 months for Lake Pancoast, however
both projects will be constructed_ simultaneously.

- The scope of work for this area is as follows:
• Storm Drainage Improvements .- injection wells, pump stations and roadway collection
systems
• Water Main Improvements
• Landscaping Improvements
ADA Upgrades
• Roadway Improvements
Lake Pancoast
The scope of work for this area is as follows:
• Storm Drainage Improvements
• Water Main Improvements
• Lighting Improvements — decorative lighting

• Roadway Improvements — addition of a traffic circle and decorative crosswalks
The preliminary schedule submitted by Lanzo indicates that the contractor will first, install all
underground infrastructures and then. proceed with streetscape improvements. Construction.,
will be conducted in phases in order to. minimize the effects of construction to the
neighborhood. Lanzo plans to execute the project, in six phases. These six phases are
representative of six . geographic areas where the contractor will first install water main,
upgrade drainage and restore aboveground elements.

Currently, the contractor proceeded with the installation of water main lines at the following
locations:
0. Flamingo Drive, from West 28 Street to West 40 Street
Chase Avenue, from West 34 Street to West 40 Street
Currently, CIP Staff is coordinating a staging area for the - project, as the final site is not fully
defined. The original site was the Par 3 Golf Course, but residents of Central Bayshore raised
concerns about using this space as a* staging area. In accordance with requests from the
community, CIP is determining what staging areas are a_ vailable and, once a site is selected,
will advise .stakeholders of the final determination.
CIP Staff continues to maintain contact with the Homeowners Association and Neighborhood
Association leadership in both neighborhoods. Prior to work commencing, the contractor's
Public Information Officer (PIO) distributed. information door to :door throughout the project
limits that detailed the scope - of work and schedules. Additionally, the PIO coordinates all
aspects of communication With CIP's Public' Information staff, including weekly updates and
construction alerts throughout the course of the project. The PIO has a constant presence in
the neighborhood and is the point of contact for all resident concerns and input.
The Lake Pancoast Neighborhood project is anticipated to commence in early'March 2012,
and both projects are scheduled to be completed simultaneously by October 201 °3.

Construction Begins: November 20111
Project Overview
On November 2, 2011 the City of Miami Beach Office of Capital Improvement Projects will
begin a Right of Way Improvement Project in the Central Bayshore Neighborhood. The project
limits extend from 41 Street south to Dade Boulevard not including Pinetree Drive, and Alton
Road east to Flamingo Drive, including all side streets. The first phase of the project will begin
along Chase Avenue from Alton Road to 41 Street and along Flamingo Drive from West 26
Street to West 40 Street.

Traffic Flow & Hours of Operation
• Work will be done in phases to minimize impacts to the public. There will be temporary road
and lane closures in order to perform this work safely. Access will be maintained for local
traffic only. Entrance to residences will be maintained at all times. Pedestrian access, as
well as access to driveways, will be maintained on one side of the roadway at all times;
signs will be clearly marked.
• No two adjacent, parallel streets will be under construction at the same time. Restoration of
the work area will occur at the end of each workday.

Always Put Safetv First
For your safety and the safety of others, please use caution and common sense when driving,
walking or biking around any construction area.
The City of Miami Beach understands that construction projects cause impacts to the public;
however, we will make every effort to minimize these impacts throughout the construction.
Please note that you might experience the following while construction is under way:
• Road closures — access will be maintained at all times
• Lane closures — access will be maintained at all times
• Sidewalk closures — pedestrian access will be maintained at all times
• Established detours— maintenance of traffic signs will be clearly marked
• Increased dust and noise — Restoration of the work area, watering and sweeping
• Interrupted water service— notices will be issued in advance
• Increased travel times through the project area
• Heavy machinery, equipment and personnel moving in and around the construction zone
Helpful Tips
• Give yourself a little extra time to reach your destination
• Obey all signs posted within the construction zone
• "NO PARKING" signs will be strictly enforced
