A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY
OF MIAMI i3EACH, FLORIDA, APPROVING AND AUTHORIZING THE CITY
MANAGER OR HIS DESIGNEE TO SUBMIT GRANT APPLICATIONS TO: 1)
FLORIDA FISH AND WILDLIFE COMMISSION, FOR FUNDING FROM THE
FLORIDA BOATING IMPROVEMENT PROGRAM IN THE APPROXIMATE
AMOUNT OF $7,750 FOR THE DERELICT VESSEL REMOVAL PROGRAM;
2) THE TRANSPORTATION, COMMUNITY, AND SYSTEM PRESERVATION
PROGRAM (TCSP) FOR FUNDING IN THE APPROXIMATE AMOUNT OF
$2,000,000 FOR THE MIDDLE BEACH RECREATIONAL CORRIDOR; AND,
3) NFL YOUTH FOOTBALL FUND GRASSROOTS PROGRAM FOR
FUNDING IN THE APPROXIMATE AMOUNT OF $200,000 FOR FLAMINGO
PARK FOOTBALL FIELD APPROPRIATING THE ABOVE GRANTS,
MATCHING FUNDS AND CITY EXPENSES RELATED TO THE ABOVE
PROJECTS AS NECESSARY, IF APPROVED AND ACCEPTED BY THE
CITY, AND AUTHORIZING THE EXECUTION OF ALL DOCUMENTS
RELATED TO THESE APPLICATIONS
WHEREAS, The Florida Fish and Wildlife Conservation Commission (FWC)
pursuant to Sections 206 606 and 327 47, F S , is charged with providing funding
through competitive grants for projects designed to serve the needs of boaters and
boating-related activities on coastal and/or inland waters within the State, and
WHEREAS, the Florida Boating Improvement Program is managed by FWC and
provides funding through competitive grants for boating access projects and other
boating-related activities on coastal and/or inland waters of Florida, and
WHEREAS, the Derelict Vessel Removal program will cover the costs for the
removal and disposal of derelict vessels as defined in section 823 11, Florida Statutes
and the guidelines have the following restrictions 1) that a sworn law enforcement
officer must determine a vessel meets the definition in statute to be eligible for removal;
and 2) Only vessels that are located on the public waters of the state may be removed
with grant funds, and
WHEREAS, applicants do not have to provide cash matching funds to the project,
however applicants must furnish some form of non-cash match (in-kind service) to the
project; and
WHEREAS, the City will provide management oversight of this project as an in-kind
match, and
WHEREAS, the City's waterways are heavily traveled areas and abandoned vessels
prove to be a hazard for navigation, and
WHEREAS, derelict vessels contaminate the sea beds and beaches with leaking fuel
and debris, create a hazard for boaters and pose a threat to residences, docks and
vessels in the area, and
WHEREAS, the TCSP is authorized by Section 1117 of the Safe, Accountable,
Flexible, Efficient Transportation Equity Act: A Legacy For Users (SAFETEA-LU), and is
a Federal Highway Administration Program jointly developed with the Federal Transit
Administration, the Federal Rail Administration, the Office of the Secretary, the US
Department of Transportation, and the US Environmental Protection Agency; and
WHEREAS, eligible projects include practices that: improve the efficiency of the
transportation system of the United States, reduce environmental impacts of
transportation, reduce the need for costly future public infrastructure investments, ensure
efficient access to jobs, services, and centers of trade and examine community
development patterns and identify strategies to encourage private sector development
patterns and investments that support these goal, and
WHEREAS, the Administration requests approval to submit an application to the
TCSP Program in the approximate amount of $2,000,000 for the Middle Beach
Recreational Corridor Project (MBRC) Phase 2, construction, and
WHEREAS, the path will run north from approximately 23rd Street to Allison Park at
64th Street, or the southern terminus of the North Beach Recreational Corridor and the
project will serve as a portion of the coastal north/south connector in the larger Atlantic
Greenway Network, which supports the development of alternative means of
transportation throughout the City; and
WHEREAS, the entire cost of Phase 2 of the MBRC project is $13 3 million, of which
$533,520 is already funded for design, if additional funding is available by 2012, the City
will use the total funding available to construct a portion of, or all of Phase 2; if no other
funding is available at that time, then this grant award will be used to build a portion of
the corridor; and
WHEREAS, if awarded, the funds for this grant must be obligated by September 30,
2012, and
WHEREAS, this program does not require matching funds and the project supports
the key intended outcome enhance mobility throughout the City; and
WHEREAS, the Local Initiatives Support Corporation (LISC) is dedicated to helping
community residents transform distressed neighborhoods into healthy and sustainable
communities of choice and opportunity; and
WHEREAS, LISC and the National football League's Youth football fund are partners
in the NFL Grassroots Program, which builds community football fields in low income
neighborhoods, and
WHEREAS, the Administration intends to apply for funding for Flamingo Football
field to install new synthetic sports turf, the ability of this new type of surface to withstand
constant use and require little ongoing maintenance costs makes this an attractive
option for communities and is funded and supported by this program, and
WHEREAS, to be eligible for the NFL Grassroots Program, organizations must be
either a community-based organization, or a middle or high school, and the city is
partnering with Miami Beach Community Development Corporation (MBCDC), MBCDC
will apply for this grant on behalf of the City; and
WHEREAS, the grant requires matching funds in the amount of $200,000 and the
Flamingo Park project has the following funding sources for matching funds. 99 GO
Bonds, 2003 GO Bonds, MDC CDT Interlocal — CDT Resort Tax funds, MDC GO Bond
funds and Quality of Life funds, and
WHEREAS, this project supports the key intended outcomes maintain Miami Beach
public areas and increase satisfaction with family recreational activities
NOW THEREFORE, BE IT DULY RESOLVED THAT THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH hereby approve and authorize the City
Manager or his designee to submit a grant application to the Florida Boating
Improvement Program for funding in the approximate amount of $7,750 for the Derelict
vessel removal program 2) the Transportation, Community, and System Preservation
Program (TCSP) for funding in the approximate amount of $2,000,000 for the Middle
Beach Recreational Corridor; and 3) the NFL Youth Football Fund Grassroots Program
for funding in the approximate amount of $200,000 for Flamingo Park Football Field
appropriating the above grants, matching funds and city expenses related to the above
projects as necessary, if approved and accepted by the City, and authorizing the
execution of all documents related to these applications

ANALYSIS
1 Approval to submit a grant application to Florida Fish and Wildlife Commission, for
funding from the Florida Boating Improvement Program in the approximate amount
of$7,750 for the Derelict Vessel Removal Program
The Fish and Wildlife Conservation Commission (FWC) came into existence in 1999 and
enacts rules and regulations regarding the state's fish and wildlife resources The
Organization's mission is to manage fish and wildlife resources for their long-term well-being
and the benefit of people The FWC is charged with providing funding for projects designed
to serve the needs of boaters and boating-related activities on coastal and/or inland waters
within the State
The Florida Boating Improvement Program provides funding for the removal of derelict
vessels Only vessels that are located on the public waters of the state may be removed
with grant funds. This grant does not require a cash match However, applicants must
furnish some form of non-cash match (in-kind service)to the project. The City will provide
management oversight of this project as an in-kind match

In order to apply,the City must first identify the vessel to be removed, the Administration has
identified a derelict sailboat in the North Beach area of Biscayne Bay Abandoned vessels
are hazardous for navigation, they pollute the water with debris and leaking fuel and impact
our beaches The Administration will apply for funding in the amount of$7,750 to remove
this vessel This project supports the key intended outcome improve cleanliness of our
beaches
2 Approval to submit a grant application to the Transportation, Community, and
System Preservation Program (TCSP) for funding in the approximate amount of
$2,000,000 for the Middle Beach Recreational Corridor(MBRC).
The TCSP Program is authorized by Section 1117 of the Safe, Accountable, Flexible,
Efficient Transportation Equity Act:A Legacy For Users(SAFETEA-LU). TCSP is a Federal
Highway Administration Program jointly developed with the Federal Transit Administration,
the Federal Rail Administration, the Office of the Secretary, the US Department of

MBRC consists of the construction of an on-grade pedestrian walkway encompassing forty
blocks or approximately 17,100 feet. The path will run north from approximately 23rd Street
to Allison Park at 64th Street, or the southern terminus of the North Beach Recreational
Corridor Project. The project's goal is to increase mobility, support the use of alternative
transportation within the City and improve the dune and beach habitat.
The entire cost of Phase 2 of the MBRC project is $13 3 million, of which $533,520 is
already funded for design. If awarded, the funds for this grant must be obligated by
September 30, 2012 If additional funding is available by 2012, the City will use the total
funding available to construct a portion of, or all of Phase 2, if no other funding is available at
