A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE
CITY OF MIAMI BEACH, FLORIDA, SUPPORTING AND URGING THE
MIAMI-DADE COUNTY COMMISSION TO ADOPT THE COUNTY'S
PROPOSED HUMAN RIGHTS ORDINANCE, PROHIBITING
DISCRIMINATION AGAINST INDIVIDUALS ON THE BASIS OF SEXUAL
ORIENTATION, AND CURRENTLY SCHEDULED TO BE HEARD
BEFORE THE COUNTY COMMISSION AT ITS NEXT REGULAR
MEETING ON OCTOBER 20, 1998.
WHEREAS, on December 2, 1992, the Mayor and City Commission adopted Ordinance No.
92-2824, prohibiting discrimination in employment, housing and public accommodations within the
City of Miami Beach on account ofrace, color, national origin, religion, age, sex, sexual orientation,
handicap, marital status or familial status (the City's Human Rights Ordinance); and
WHEREAS, on July 1, 1998, the City adopted Ordinance No. 98-3127, recognizing the
existence of domestic partnerships within the City, and providing for employment benefits to City
employees for their domestic partners, including bereavement leave with pay for the death of a
domestic partner of family member of a domestic partner, and granting of sick leave, family medical
leave, or leave without pay to care for a domestic partner (the City's Domestic Partnership
Ordinance); and
WHEREAS, the Miami-Dade County Commission is considering legislation similar to the
City's Human Rights Ordinance, which would ban discrimination on the basis of sexual orientation,
particularly as applied to housing, employment, finance and public accommodation (the County's
Human Rights Ordinance); and
WHEREAS, the Miami-Dade Board of County Commissioners is scheduled to hear the
County's proposed Human Rights Ordinance at its regular meeting on October 20, 1998; and
WHEREAS, in light ofthe City's experience and efforts pursuant to its adoption of the City's
Human Rights Ordinance, as well as the City's Domestic Partnership Ordinance, the Mayor and City
Commission would herein urge the Miami-Dade Board of County Commissioners to adopt the
County's proposed Human Rights Ordinance on October 20, 1998.
NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY
COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City
Commission herein support and urge the Miami-Dade County Commission to adopt the County's
proposed Human Rights Ordinance, prohibiting discrimination against individuals on the basis of
sexual orientation, and currently scheduled to be heard before the County Commission at its next
regular meeting on October 20, 1998.
