2011-27807 Reso RESOLUTION NO. 2011-27807 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, ACCEPTING THE RECOMMENDATION OFTHE CITY MANAGER RELATIVE TO THE RANKING OF PROPOSERS, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 43-10/11 FOR PARKING METER COLLECTION SERVICES FOR THE CITY'S PARKING SYSTEM; AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS WITH THE TOP-RANKED FIRM OF STANDARD PARKING CORPORATION D/B/A SP MUNICIPAL SERVICES, AND SHOULD THE ADMINISTRATION NOT BE ABLE TO NEGOTIATE AN AGREEMENT WITH THE TOP- RANKED FIRM, AUTHORIZING THE ADMINISTRATION TO NEGOTIATE WITH THE SECOND-RANKED FIRM OF LANIER PARKING SOLUTIONS; AND FURTHER AUTHORIZING THE MAYOR AND CITY CLERK TO EXECUTE AN AGREEMENT UPON THE COMPLETION OF SUCCESSFUL NEGOTIATIONS BY THE ADMINISTRATION. WHEREAS,the current contract for parking meter collection services for the City's Parking System will expire on January 12, 2012, with no further options to renew; and WHEREAS, the City's Parking System continues to have a need for meter collection services for single space meters and multi-space pay stations; and WHEREAS, the Mayor and City Commission at its July 13, 2011, meeting authorized the Administration to issue an RFP for Parking Meter Collection Services for the City's Parking System; and WHEREAS, RFP No. 43-10/11 was issued on August 8, 2011 and the Procurement Division e-mailed,as well as uploaded the RFP to BidSync.com and BidNet,sending notifications to over 35 firms, resulting in the receipt of proposals from Coinmach Corporation; Lanier Parking Solutions; and Standard Parking Corporation d/b/a SP Municipal Plus; and WHEREAS,on October 3,2011,the City Manager via Letter to Commission No.247-2011 appointed an Evaluation Committee (the "Committee"), consisting of the following individuals: Eric Ostroff, Transportation and Parking Committee; Elsa Urquiza, Neighborhood Leadership Academy Graduate; Gabrielle Redfern, Community Activist; Art Noriega, Executive Director, Miami Parking Authority; Chuck Adams, Assistant Parking Director; Alternates: Del Fruit, Transportation and Parking Committee; Irene Valines, Neighborhood Leadership Academy Graduate; and WHEREAS, The Committee convened on November 7, 2011, and was provided with an overview of the project, information relative to the City's Cone of Silence Ordinance, and recent changes to the Government in the Sunshine Law, listened to presentations and participated in question and answer sessions with each of the three (3) proposers; and WHEREAS, the Committee ranked Standard Parking Corporation d/b/a SP Municipal Services as the top-ranked firm, and Lanier Parking Solutions as the second-ranked firm; and WHEREAS, the City Manager concurs with the Committee's recommendation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND THE CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA,that the Mayor and City Commission hereby accept the recommendation of the City Manager pertaining to the ranking of proposals pursuant to Request for Proposals(RFP)No.43-10/11 for Parking Meter Collection Services for the City's Parking System; authorize the Administration to enter into negotiations with the top-ranked firm Standard Parking Corporation d/b/a SP Municipal Services; and should the Administration not be able to negotiate with the top-ranked firm, authorize the Administration to negotiate with the second-ranked firm, Lanier Parking Solutions; further authorizing the Mayor and City Clerk to execute an agreement upon conclusion of successful negotiations by the Administration. Supporting Data(Surveys, Environmental Scan,etc.): There had been an overall increase of 9.57%in total vehicle entries in City facilities between 2004 and 2007,thus maintaining the need for services such as the collection of parking meters. Issue: Shall the Commission Adopt the Resolution? Item Summary/Recommendation: The current contract for parking meter collection services for the City's Parking System expires on January 12, 2012,with no further options to renew. The City's Parking System continues to have a need for meter collections services for single space meters and multi-space pay stations. The Mayor and City Commission at its July 13, 2011, meeting authorized the Administration to issue an RFP for Parking Meter Collection Services for the City's Parking System. The term of the Agreement resulting from this RFP shall be for an initial term of three(3)years,with two(2)one-year renewal options, at the sole discretion of the City. RFP No.43-10/11 was issued on August 8,2011 and sent to over 35 firms. Proposals were received from Coinmach Corporation; Lanier Parking Solutions; and Standard Parking Corporation d/b/a SP Municipal Plus. An Evaluation Committee appointed by the City Manager reviewed,listened to presentations,participated in Q&A with the three (3) Proposers, scored and ranked the proposals. Based on the published evaluation criteria, the Committee ranked Standard Parking Corporation d/b/a SP Municipal Plus as the top-ranked firm, and Lanier Parking Solutions as the second-ranked firm. It is recommended that the Mayor and City Commission adopt the resolution. ANALYSIS On July 12, 2006, via Resolution No. 2006-26256, the Mayor and City Commission awarded Request for Proposal No. 17-05/06, to provide the City's parking System with meter collection services,to Standard Parking (Standard)as the successful proposer,for an initial term of three (3) years, with two (2) one year renewal options, at the City's discretion. On June 3, 2009, the City Commission adopted Resolution No. 2009-27101, which authorized the issuance of a new RFP for the aforestated services, and also approved a month to month extension of the existing agreement with Standard, up to January 12,2010. RFP No. 56-08/09 was issued on August 7, 2009. The Committee convened on December 16, 2009 and unanimously ranked Standard (the existing vendor)as the top-ranked firm,and Commission Memorandum Parking Meter Collection Services December 14, 2011 Page 2 of 5 Lanier Parking Solutions, as the second-ranked firm. Following review of the Committee's recommendation, the City Manager exercised his own independent due diligence, and recommended that the Mayor and City Commission reject all proposals since the City would realize a minimum annual savings of$34,200 by continuing under the existing agreement with Standard. On January 13, 2010 the City Commission rejected all proposals received pursuant to RFP No. 56-08/09, and authorized the Administration to formally exercise the first renewal option under the existing vendor, Standard Parking Corporation's, current agreement, which option would commence on January 13, 2010 and end on January 12, 2011. The second renewal option was also exercised, therefore the current contract with Standard expires on January 12, 2012, with no further options to renew. The City's Parking System continues to have a need for meter collections services for single space meters and multi-space pay stations. The Mayor and City Commission at its July 13, 2011, meeting authorized the Administration to issue an RFP for Parking Meter Collection Services for the City's Parking System. The term of the Agreement resulting from this RFP shall be for an initial term of three (3) years, with two (2) one-year renewal options, at the sole discretion of the City. The successful Proposer shall provide collection services for single space parking meters and/or multi-space pay stations owned by the City of Miami Beach, located at sites designated within the City of Miami Beach. The contracted Proposer shall transport all coins, bills,and/or data collected from single space parking meters and/or multi-spaces pay stations to any place within the City of Miami Beach deemed acceptable to the Parking Director, for the purpose of counting, storing, depositing, or any combination thereof. RFP PROCESS RFP No. 43-10/11 was issued on August 8, 2011 and the Procurement Division e-mailed, as well as uploaded the RFP to BidSync.com and BidNet, sending notifications to over 35 firms. A non-mandatory pre-proposal meeting to provide information and respond to questions from prospective proposers was held on August 18, 2011. On the due date of September 7, 2011, three (3) proposals were received from the following firms: • Coinmach Corporation • Lanier Parking Solutions • Standard Parking Corporation d/b/a SP Municipal Plus On October 3,2011, the City Manager via Letter to Commission No. 247-2011 appointed an Evaluation Committee (the "Committee"), consisting of the following individuals: Eric Ostroff Transportation and Parking Committee Elsa Urquiza Neighborhood Leadership Academy Graduate Gabrielle Redfern Community Activist Art Noriega Executive Director, Miami Parking Authority Chuck Adams Assistant Parking Director Alternates: Del Fruit Transportation and Parking Committee Irene Valines Neighborhood Leadership Academy Graduate Commission Memorandum Parking Meter Collection Services December 14, 2011 Page 3 of 5 Due to a conflict in scheduling, Eric Ostroff was replaced by alternate Committee Member, Del Fruit. The Committee convened on November 7, 2011, and was provided with an overview of the project, information relative to the City's Cone of Silence Ordinance, and recent changes to the Government in the Sunshine Law. Del Fruit was nominated as the chairperson The Committee listened to presentations and participated in question and answer sessions with each of the three (3) proposers. The Committee was instructed to score and rank each proposal pursuant to the evaluation criteria established in the RFP, which was as follows (total possible 100%): • Proposer's experience and qualifications in providing services requested in the RFP — 10% • Quality of proposed Operational Plan — 10% • Qualifications of key personnel and project team — 10% • Evidence of financial stability - 10% • Total Costs made up of collection fee per single space meter and per multi-space pay station utilizing estimated collections in Section 3, entitled "Number of Collections" — 50% • Past performance based on number and quality of Performance Evaluation Surveys and references— 10% The Committee discussed each of the proposals and the corresponding presentations,and proceeded to score and rank them as follows: Chuck Del Art Gabrielle Elsa Low Adams Fruit Noriega Redfern Urquiza Aggregate Totals Standard 1 (64) 2 (50) 1 (89) 1 (95) 1 (94) 6(1) Lanier 2(55) 1 (98) 2(87) 2(85) 2 (90) 9(2) Coinmach 3(50) 3 (38) 3(62) 3 (35) 3 (39) 15(3) The Committee ranked Standard Parking as the top-ranked firm. Standard has been performing the collection services for the City for the past ten (10) years, with no major issues. The firm has a Miami-based management team,and as the incumbent,there would be no transition period that potentially would occur with contracting with a new provider. Standard's proposal is fixed for the initial nine (9) months of the contract, with a proposed increase in rates ranging from 3%to 4% on October 1, 2012 when the revised Living Wage rates go into effect. Lanier Parking Solutions was ranked second by the Committee. Lanier has been in business for over 22 years and provides full service parking, valet, consulting and transportation Commission Memorandum Parking Meter Collection Services December 14, 2011 Page 4 of 5 management services to over 340 properties throughout the United States. Lanier's proposal includes a fixed fee for the initial three (3) year term of the contract, with a 3% increase in both year four(4)and year five(5),to stay in line with projected increases in the City's Living Wage Ordinance. Coinmach does not have the level experience of either Standard or Lanier, and is not considered in the same league as these two firms. They have no presence in Florida, and no municipal experience. The Committee unanimously ranked Coinmach third. CITY MANAGER'S DUE DILIGENCE After reviewing the Evaluation Committee's recommendation and considering the proposal results, the City Manager exercised his due diligence, and concurs with the Evaluation Committee's recommendation to award to the number one ranked firm, Standard Parking. Standard is recommended for the following reasons: • Annual parking meter collections for the City currently exceed $21M. This is the parking system's single highest revenue source and also has the most exposure from security perspective. Standard, the current contractor has provided parking meter collection services to the City for ten (10) years, without incident. • The number two ranked firm, Lanier Parking Solutions, has very limited experience with the collection of multi-space meters and in providing parking meter collection services for parking systems with the volume of annual collections ($200,000)and annual revenue generated by the City ($21 M). • The number three ranked firm, Coinmach, has no experience specific to municipal parking meter collections. Commission Memorandum Parking Meter Collection Services December 14, 2011 Page 5 of 5 • There would be no start-up, training, and/or transition efforts necessary. • Standard's management is comprised of former municipal parking administrators that are familiar with municipal parking operations and challenges related specifically to parking meter collections and operations. It should be noted that the Standard's proposed annual cost is$56,400 higher compared to the existing contract with the City. This is predominantly due to the following factors: • Capital outlay for three (3) late model (2011) commercial grade vans, including all required equipment such as steel cages, separate bulk head; vehicle tracking services; drops safes; etc. Standard is providing a fully equipped fourth (41h)van to be available during regular vehicle maintenance and/or vehicle down time. • Increased operational costs, including but not limited to new uniforms and tools. The Administration will conduct its due diligence during negotiations with Standard to reconcile and narrow the cost difference between their current rate and proposed rate with the goal of negotiating an agreement that is in the best interest of the City. If unsuccessful, the Administration shall negotiate with the second ranked firm, Lanier Paring Solutions. CONCLUSION The Administration recommends that the Mayor and City Commission approve the attached resolution,which recommends the acceptance of the ranking of the firms and authorizes the Administration to enter into negotiations with the top-ranked firm of Standard Parking Corporation d/b/a SP Municipal Services; and should the Administration not be able to negotiate with the top-ranked firm, authorizing the Administration to negotiate with the second-ranked firm of Lanier Parking Solutions; and further authorizing the Mayor and City Clerk to execute an agreement upon the completion of successful negotiations by the Administration.
