98-22914 RESO RESOLUTION NO. 98-22914 A RESOLUTION OF THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, AUTHORIZING THE ADMINISTRATION TO ENTER INTO NEGOTIATIONS AND CONTRACT WITH HNTB CORPORATION, PURSUANT TO REQUEST FOR PROPOSALS (RFP) NO. 111-97/98 FOR PROVIDING ARATEIPARKING SYSTEM ANALYSIS OF THE MUNICIPAL PARKING SYSTEM AND TO PROVIDE SPECIFIC ANALYSIS OF THE FOUR (4) MUNICIPAL SURFACE PARKING LOTS PROPOSED FOR THE DEVELOPMENT OF PUBLICIPRlV A TE PARKING FACILITIES, FOR AN AMOUNT NOT TO EXCEED $60,000. WHEREAS, the City issued an informal Request for Proposals (RFP) No. 111-97/98 to provide for a Rate/Parking System Analysis of the Parking Lots and Garages and the Four (4) Municipal Surface Parking Lots Proposed for the Development of the Pub1icIPrivate Parking Facilities; and WHEREAS, specification packages for RFP No. 111-97/98 were issued on September 10, 1998, resulting in one timely response by HNTB Corporation; and WHEREAS, an Evaluation Committee met on September 17, 1998 and recommended the firm of HNTB Corporation; and WHEREAS, the City Manager has reviewed the response and the recommendation of the Evaluation Committee and concurs with the Evaluation Committee's recommendation. NOW, THEREFORE, BE IT DULY RESOLVED BY THE MAYOR AND CITY COMMISSION OF THE CITY OF MIAMI BEACH, FLORIDA, that the Mayor and City Commission herein authorize the Administration to enter into negotiations and contract with HNTB Corporation pursuant to RFP No. 111-97/98, to provide a RatelParking System Analysis of the Parking Lots and Garages and the Four (4) Municipal Surface Parking Lots Proposed for the Development of the Public/Private Parking Facilities, for an amount not to exceed $60,000. FROM: SUBJECT: ADMINISTRATION RECOMMENDATION Adopt the Resolution. FUNDING $60,000 (not to exceed) Funds are available from the 1997/98 Parking Department, Account Number 480-0461-00312. BACKGROUND On January 5, 1998, pursuant to the authorization of the City Commission, the Administration issued Request for Proposals (RFP) for the development of public-private parking facilities in the area south of Dade Boulevard. The City issued the RFP in order to solicit qualified development teams to bid on certain publicly-owned sites identified in the RFP and/or to propose the development of parking on privately owned property. On July 15, 1998, the City Commission adopted a Resolution authorizing the Administration to enter into contract negotiations with the four top-ranked firms to develop parking facilities in four (4) selected sites and to hire a consultant to conduct a Rate and Parking System Analysis. Additionally, covenants of the Parking Revenue Bond stipulate that a rate analysis of the entire parking system be performed to provide the City with recommended rate structures, time limits and permit programs. An informal Request for Proposal was issued on September 10, 1998, with an opening date of September 17, 1998. Seven (7) specifications were issued, resulting in the receipt of one (1) timely proposal from HNTB Corporation. 4<1 AGENDA ITEMCi J DATE:3-1.3-98 Bid No. 111-97/98 Page Two September 23, 1998 BACKGROUND( continued) The scope of services requested in this RFP is as follows: PHASE I 1. Evaluate the four (4) municipal surface parking lots proposed for the development of public-private parking facilities, and: A) Determine the financial impact of the loss of revenues generated by these lots, and the effect the loss of such revenues will have relative to the payment of debt service on all outstanding Parking Revenue Bonds. (Calculated for life (term) of Parking Revenue Bonds) B) Determine the impact of the loss of parking spaces to the municipal parking system relative to the existing monthly parkers. 1. The impact that the relocation of monthly parkers will have on the remaining (surrounding) municipal parking facilities. 2. Review anticipated new development or business relocations within the affected areas, and evaluate their impacts relative to the parking supply and demand in the affected areas. 3. Make recommendations for the relocation of montWy parkers to other municipal parking facilities. C) Analyze the impact of the loss of parking spaces (for the duration of construction) to the Convention Center, Theater of Performing Arts, the Lincoln Theater, and the surrounding uses (City Hall and businesses). D) Recommend the level of replacement revenue needed per parking lot (proposed public/private parking sites) annually, to sustain the revenue flow necessary to meet debt service (for the life of the Parking Revenue Bonds). E) Analyze the impact of the proposed parking facilities on the municipal parking system. 1. Supply/demand scenario. 2. II. Analyze the current parking rate structure, both on-street and off-street; time limits on meters, both on-street and off-street; operating hours by facility and make recommendations: A) On-street meter rates and time limits. B) Off-street meter rates and time limits. C) Attended operations: 1. Hours of operation. 2. Hourly rates. 3. Maximum rates. 4. Flat rates. 5. Staffing levels. 6. Recommend operational changes, if appropriate. III. Provide a market study which includes valuation and comparison of rates In surrounding and comparable municipal areas. PHASE II I. Study of other parking issues. A. Monthly Pennits. 1. Rates. 2. Number per facility. B. Residential Permits. 1. Rates. 2. Number sold. 3. Visitor tags. C. Supply/Demand Analysis. 1. Usage and duration of stay. 2. User groups. 46 Bid No. 111-97/98 Page Four September 23, 1998 ANALYSIS The Proposal was evaluated based on HNTB Corporation's past experience with parking studies, qualifications of the firm, qualifications of the personnel assigned, and the time required to complete the project. HNTB Corporation was determined to meet the requirements of the City. HNTB Corporation has a team of professionals with parking and parking finance expertise, knowledge of the local market, and has committed to provide a comprehensive, quality study. The references submitted were verified and were found to be very complimentary. HNTB Corporation has proposed a lump sum fee of$48,000 for Phase I and $12,000 for Phase II and will complete the project within fifteen (15) weeks of Notice to Proceed. CONCLUSION The City Commission should adopt the Resolution to negotiate and award of this contract to HNTB Corporation for an amount not to exceed $60,000. SR:MDB:CC:JG:JF:mr tV7
