In response to your March 31, 1997 memorandum, I hereby submit the below answers to your
questions.
1. "Who receives these tickets at the various locations ?"
The participants /students of the organization/school receive the tickets. Each
organization is required to submit a signed list to the City by participant/student
confirming receipt of tickets.
2. "In cases of only two tickets being donated who uses them ?"
One participant/student will receive the two tickets from the organization/school. Or,
two participants /students may be chosen to receive one ticket each. The
organization/school makes this decision.
3. "Where do the tickets go for Little Havana Activities Center? (The Meals Program or the
Daycare ?)"
The tickets go to both groups. The subject, date and time of the show /event is the
determining factor as to which group receives the tickets. For example, events for young
children are given to the daycare program.
4. "Who gets the tickets at Miami Beach Senior IIigh or Nautilus ?"
The principal or his /her designee at each school receives the tickets for the students. The
designated contact person at Miami Beach Senior High School is Mr. Gary Graff. The
designated contact person at Nautilus Middle School is Ms. Charmine Williams.

5. "Who uses the tickets at Rebecca Towers ?"
The residents at Rebecca Towers receive the tickets.
6. "Why is UFA/South Shore Hospital listed as "confidential info" on the report?"
Patients who are HIV positive or have AIDS receive tickets. UFA has requested that the
names of patients in the Community AIDS Program at South Shore Hospital be kept
confidential. The City Administration has honored this request.
7. "Which Federation Towers receives tickets (6th Street or 10th Street or both) ?"
There is only one Jewish Federation Tower and the address is 757 West Avenue. .
8. "Who receives the tickets at the Housing Authority and how do they distribute them ?"
"In addition, why are tickets distributed to Rebecca Tower -isn't it the same as the
Housing Authority ?"
Tom Calderon, Director of the Housing Authority, receives the tickets. Mr. Calderon's
designee is Vashtye Leon, his Administrative Assistant. Ms. Leon forwards the tickets
to the managers in the building. The managers distribute the tickets to residents that
have transportation to the show /event. Sometimes residents are not able to attend the
show /event and return the tickets which are then used by their staff. The Organizational
listing will be revised to have only one heading "Housing Authority ".
9. "Why are no tickets given to the P.A.L.T'
The Organizational listing you received is from this fiscal year, starting with October
1996. P.A.L. received 18 tickets in 1995 -1996. The City Administration strives to issue
an equal amount of tickets to all the organizations /schools by the end of the fiscal year
and attempts are made to match the subject matter of the event/show to the
organization/school.

10. "Why do Beth Shalom, St. Joseph's and St. Patrick's schools receive so many more
tickets than our local elementary schools ?"
As stated above, the listing you received is from this fiscal year. Fienberg/Fisher
received ten tickets for Grease from the City and received 30 tickets for the same show
directly from Pace Theatrical Group through the City's request. The issue of one large
group of tickets is requested by the organization/school to enable them to take a class.
Additionally, Saint Patrick and Saint Joseph have senior citizen programs to whom
tickets are also distributed. These two schools are the only ones on the list which have
a school and senior citizen program.
11. "You gave me the resolution regarding the ticket distribution, but are there any other
guidelines ?"

organization, i.e. children shows to youths; boat and car shows to
teens and adults; Spanish shows to Hispanic organizations; ballet
and broadway shows to all, etc.

PROMOTIONAL TICKETS
POLICY
The City of Miami Beach, in its desire to promote goodwill in the
community, has established the Promotional Ticket Program. Pursuant to
contracts between the City of Miami Beach, Producers and Promoters of
performances and events of the City of Miami Beach Theater of the
Performing Arts (TOPA) and the Miami Beach Convention Center, the City
Commission has requested that these tickets be utilized for the benefit
of certain senior Executive Staff, as well as disadvantaged youths,
disabled persons, senior citizens of the City and other individuals who
do not have the financial ability to purchase said tickets, or who are
meritorious of promotional tickets.
PROCEDURE
I. Eligibility requirements
1. The following City Officials shall receive a maximum of four
(4) promotional tickets for one (1) performance of all new
productions or events at TOPA and the Miami Beach Convention
Center.
a.) Mayor and Members of the City Commission
b . ) City Manager
c.) City Attorney
The following City Officials shall receive a maximum of two
(2) promotional tickets.
a.) Senior Assistant City Manager
b. ) Chief Deputy City Attorney
c.) Contract Administrator
2. The remaining promotional tickets shall be donated to the
following persons.
a.) Disadvantaged youths
b.) Disabled persons
c. ) Senior citizens who do not have the financial ability to
purchase tickets
d.) Community Service Organizations
e.) City Manager Special Incentive Award Program - (employee
fundraisers; a program recognizing school and civic
volunteers, special guests of the City, and others, who
at the discretion of the City Manager, may be eligible to
receive tickets)

receive the report will remove the organization from the

s The City Manager reserves the right to reduce the list or to
remove any organization or group not in compliance with the
terms of this Policy.
NOTE
The City of Miami Beach does not guarantee promotional tickets for any
specific date or time. No requests for specific dates or times shall be
considered from organizations.

The City Commission requested through Resolution No. 93- 20694 for the City
Administration to utilize the promotional tickets from the Miami Beach Convention Center
and the Jackie Gleason Theater of the Performing Arts for the benefit of disadvantaged
youths, disabled persons, senior citizens and other individuals who do not have the financial
ability to . purchase said tickets, or who are meritorious of promotional tickets. The
organizations which receive these tickets for distribution must either have a office Iocated on
Miami Beach or an office on the mainland and serve Miami Beach citizens and our
community.
The following is a list of organizations who have received tickets:

Based upon initial experience with the policy adopted in 1993, the Administration is
submitting a revised Promotional Ticket Policy for your review and comment (see attached)..
If the City Commission amends the Promotional Ticket Policy it will be distributed to the
various organizations advising them of the City's policies /procedures. The Administration will
continue to broaden the number of organizations receiving tickets as appropriate.
Also attached is a listing of show /events and how many tickets each organization has received
from September 1994 to February 1995. Please let me know by Monday, March 27,
1995 if you have any comments regarding the revised policy or the list of organizations.
This will allow the revised policy to be presented on the April 5, 1995 Agenda.

GENERAL GUIDELINES
1. A committee appointed by the City Manager shall meet to establish a list of
organizations and /or groups eligible to receive promotional tickets as described
in procedure #2. This list shall be updated every Quarter.
2. A current list of local organizations or civic groups shall be maintained from
which a rotation of recipients shall exist.
3. Donated'Promotional tickets may be used by organizations solely to promote
fundraisers that will enhance the capability and /or direct service. these
organizations provide and /or reward community service.
4. No more than ten (10) promotional tickets shall be issued to any one (1)
organization for one show /event.
5. When a representative from an organization receives the tickets he /she w : ill sign
a receipt. Organizations will be given a form to. be completed and returned
to the City Manager's Office within two weeks after the show /event. This
form states that the organization has agreed to the terms and conditions
outlined in the City's Promotional Ticket Program. Also, the names, addresses
and phone numbers of the individuals who received the tickets, must be
completed on the form. If the organization does not return this completed
form then the City Manager's Office will not issue any more tickets to that
organization.
6. The City Manager reserves the right to reduce the list or to remove any
organization or group not in compliance with the terms of this Policy.
NOTE
The City of Miami Beach does not guarantee promotional tickets for any specific date or
time. No requests for specific dates or times shall be considered from organizations.
